GENERAL MISSIONS:-
Based in Tikrit, under direct supervision of the Country Logistics Manager, the Logistics Officer is responsible for the overall procurement, fleet and premises tasks in addition to his/her rules in managing safety tasks in the base as per HI policies and procedures.
Missions / Responsibilities:-
Mission 1: Participates in defining the logistics section of the StratOP and implements its action plan
- RISKS: produces and updates the risk map for his or her area of responsibility and proposes and implements corrective mitigation measures;
- INCIDENTS: drafts the incident reports for his or her area of responsibility;
- INDICATORS : produces data for the transport of persons dashboard. Produces and compiles the data in the facilities management dashboard for his or her geographical area. Produces, compiles and analyses the data in the procurement dashboard for his or her geographical area.
Mission 2: Deploys HI’s standards and contributes to its expertise and accountability within his or her remit:
- STANDARDS : applies HI standards for his or her entire professional field with regard to policy, processes and tools;
- LOCAL ADAPTATION: applies these standards contextualized to meet local conditions and regulations;
- ACCOUNTABILITY: guarantees compliance with and the application of internal rules and the rules of institutional donors in his or her fields of activity;
Mission 3: Operational implementation of logistics
3.1 Diagnostic phase – Contextual analysis:
- Identifies regulatory requirements (donors, legal, etc.);
- Participates in analysing the programme’s logistics context (evaluation of logistics capacities, table of logistics problems);
- Evaluates the capacities of the available and mobilisable resources (human and material).
3.2 Design phase – Resources planning:
- Designs an adapted maintenance/repair plan for each project (costs, quality, deadlines);
- Helps establish the project’s activity schedule;
- Helps define the material resources necessary for ensuring the project’s feasibility;
- Manages the human resources concerned by vehicle fleet management.
- Plans all the means necessary for the optimal management of equipment in his/her fields of activity and geographical
areas.
- Helps adjust the procurement plan after every project review.
3.3. Launch phase – Planning of vehicle fleet maintenance:
- Defines the strategy and maintenance plans;
- Plans all the means necessary for the maintenance of the vehicle fleet for the duration of the project.

3.4 Implementation phase – Coordination:
- Monitors maintenance deadlines and issues the necessary reminders
- Adjusts the maintenance plans after each project review;
- Evaluates and adjusts the resources and their distribution according to the needs.
Mission 5: Facilitates the development of the Logistics profession and contributes its development across the organisation Contributes to the facilitation of the profession sector in his/her geographical area (community of practice)
Mission 6: Emergency Preparedness and Response Responsibilities
Contributes to the program’s emergency preparedness actions and, during an emergency, adapts his/her work modality to contribute to HI’s effective humanitarian response
TIME SCHEDULE & DUTY STATION
The working hours are the following
Sunday till Thursday, from 8.00 to 16.30 PM with 30 minutes lunch break. The work duration is fixed but the working hours can vary according to the planning of activities. It can be exceptionally requested to work on Friday or Saturday. In that case a day off is planned between Sunday and Thursday during the previous or following week.
Note that working time can go up to 48 hours per week if it is required by the volume of activities and by the line manager. In that case the overtime will be considered as recovery time to be planned by the line manager in the next days.

Qualifications & Preferred Skills
Qualifications, Skills and Experience:
- At least one year experience in an equivalent position (premises and fleet management) in NGOs and/or three years’ experience in logistics in the private sector
- Relevant university qualification;
- Excellent computer skills,
