OBJECTIVES OF THE PROGRAMME
The mission of WHO’s Health Emergencies Programme (WHE) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. WHE brings together and enhances WHO’s operational, technical and normative capacities in outbreaks, emergencies and risk analysis to address all health hazards across the risk management cycle in a predictable, capable, dependable, adaptable and accountable manner. WHE is designed to operate within the broader humanitarian and emergency management architecture in support of people at risk of, or affected by, outbreaks and emergencies, consistent with ways that strengthen local and national capabilities. Emergency Operations (EMO) within the WHE is responsible for ensuring that emergency-affected populations have access to timely and effective health services. This includes ensuring a strong emergency management system (based on incident management), effective and inclusive coordination mechanisms, joint assessments and planning by partners, implementation of operations and services according to agreed standards, and strong logistics and operational support. The expansion and strengthening of operational partnerships is a key priority. EMO also leads on humanitarian policy and guidance, as well as representation to key interagency bodies.
DESCRIPTION OF DUTIES
REQUIRED QUALIFICATIONS
Education
Essential: A university degree in public or business administration, logistic management, logistics, engineering, pharmacy, procurement or engineering from an accredited/recognized institute.
Desirable: Professional certification/qualification in areas such as transport, distribution and supply chain management. Degree or training in information management systems and their application to logistic, transport or supply management and monitoring. Necessary certification for emergency deployment to volatile and dangerous areas such as Safe and Secure Approaches in Field Environments (SSAFE). Certifications in related training including Ready 4 Response, Incident Management System, Public Health Emergency Operations Centre, Simulation Exercise.

Experience
Essential: At least five years’ relevant experience, including international exposure, in managing logistics operations and supply operations in international organizations/institutions, part of which in the field supporting emergency humanitarian operations.
Desirable: Experience working in emergency operations. Prior working experience with WHO/UN, health clusters partners, recognized humanitarian organizations or with an international nongovernmental organization. Experience or knowledge of import/export and customs administration. Demonstrated experience and knowledge in team management and conducting training workshops. Prior working experience with pharmaceutical, medical supply and laboratory reagent logistics and procurement. Prior experience working with Emergency Medical Teams, including procurement of cache and conducting team training. Field experience working in emergency response operations within IMS structure.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 64,121 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2730 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
