The purpose of this assignment is to support UNICEF’s Accountability to Affected Populations (AAP) team by providing specialized expertise in operationalizing Complaints, Feedback, and Redressal Mechanisms with a strong digital background. The consultant(s) will contribute to enhancing the accountability mechanisms, ensuring that affected populations are meaningfully engaged in decision-making processes and that their feedback informs programming, policy, and operational strategies. The consultancy services are designed to strengthen community engagement, feedback management systems, data analysis, and capacity building, all aimed at improving UNICEF’s responsiveness and commitment to the needs and rights of the people we serve.

Accountability to Affected Populations (AAP) is an organization-wide priority and is being scaled up across programmes and regions, in line with the AAP Strategy 2022-2025 endorsed by UNICEF Senior Management. It is mainstreamed within UNICEF’s key guiding frameworks, such as the UNICEF Strategic Plan 2022-2025, Core Commitment of Children in Humanitarian Action (CCCs), and Country Programme Planning Guidance. As an integral part of UNICEF’s different stages of the program cycle, AAP ensures that views of affected populations, especially from all vulnerable and at-risk and girls, boys, women, and men, are heard; provided equal opportunities to listen to and provided feedback on all aspects of programming. Supported by the organization, they hold UNICEF accountable for promoting and protecting their rights, generating effective results for them whilst working in ways that enhance their dignity, capacities, and resilience. For UNICEF and partners, it improves programme outcomes, particularly through increased demand for and use of quality services and greater accountability.

OBJECTIVE(S) 

This consultancy will strengthen UNICEF’s Complaints, Feedback, and Redressal Mechanisms (CFRMs), digital feedback systems, community engagement, data-driven decision-making, and overall accountability to affected populations by ensuring their meaningful involvement in programmatic and policy decisions.

MAJOR TASKS TO BE ACCOMPLISHED

Tasks include, but may not be limited to:

  • Support the development of global Policies, Procedures, and Guidance
  • Support the design, planning, and deployment of CFRMs
  • Support feedback management capacity-building efforts
  • Support interagency collective approaches to feedback management at the global and field level

Responsibilities of the Consultant:

  • The consultants will use their own equipment; hardware, software, and other accessories that may be required for this task.
  • The consultant will treat UNICEF data with utmost confidentiality, in accordance with UNICEF Information Security Standards and UNICEF Policy on Personal Data Protection, including the non-disclosure of any content/material/data or any part thereof, to any third party without the written permission of UNICEF. All work will be the intellectual property of UNICEF, and the consultant will not share the same with anyone else.

  • Review draft documents and provide technical advice on the inclusion of secure, inclusive, and effective feedback management practices.

Support the design, planning, and deployment of CFRMs
  • Ensure the CFRM adheres to corporate requirements for an inclusive, secure, and effective CFRM as outlined in the corporate Policies, Procedures, and Guidance.
  • Support Offices establishing feedback management governance structures and Standard Operating Procedures (SOPs).
  • Support Offices establishing the necessary safe, inclusive, and accessible feedback communication channels, in consultation with relevant stakeholders and addressing communities’ needs and preferences.
  • Support the implementation of CFRM ticketing management platforms, which should address the management of all feedback channels, the centralized management of data, the timely and accurate assignation and referral of tickets (including sensitive ones), the receipt of referrals from partner CFRMs, and loop closure with CFRM users.
  • Support visibility and sensitization efforts to raise awareness of the CFRM among affected populations and community structures.
  • Support, producing, and disseminating accurate information and data on feedback trends in a timely manner and ensuring that these reach the appropriate decision-makers for course correction and programme adaptation.
Support feedback management capacity-building efforts
  • Design capacity-building strategies, including for implementing partners and contracted service providers, to maintain and advance core skills (active listening, stress management, assignment of case category) and to ensure compliance with SOPs and corporate requirements.
  • Develop and deliver awareness-raising sessions and training on the different aspects of feedback management.
  • Build an understanding of the value of AAP across all levels and position the added value of CFRM by demonstrating how it contributes to people-centered programme improvement and participation of affected populations in decision-making.
Support interagency collective approaches to feedback management at the global and field level
  • Consult and advise the different interagency fora on collective feedback management approaches.
  • Support the design, planning, and deployment of collective feedback communication channels, ticketing management platforms, and analytical frameworks.

DUTY STATION  

This is a home-based consultancy; however, the consultant may be requested to travel as needed for the assignment.

TRAVEL

When travel is required, payment of travel costs including tickets, lodging, etc. should be agreed upon, between the supervisor and the consultant prior to travel and will be reimbursed based on actual expenses, including travel insurance and visa costs.

ESTIMATED DURATION OF LTA

Two (2) years subject to satisfactory performance evaluation and continuing need for the service.

Education:

  • An Advanced University degree in the area of international relations, humanitarian affairs, management, information technology, or similar.

Experience:

  • Minimum of seven (7) years of relevant professional experience in humanitarian or development contexts, with a focus on feedback and complaints management systems (CFRM), community engagement, accountability, or AAP.
  • Proven experience in developing and implementing global policies, procedures, and guidance related to CFRMs or AAP, including working across sectors and with interagency forums.
  • Experience in governance structure design and the development of Standard Operating Procedures (SOPs) for feedback management systems, ensuring they are inclusive, accessible, and secure.
  • Strong understanding of digital solutions for feedback management, including the digitization of traditional feedback mechanisms (e.g., hotlines, SMS, social media) and experience with ticketing management platforms and data management systems.
  • Demonstrated capacity-building experience, including the development and delivery of training programs for staff and implementing partners, especially around feedback management, SOP adherence, and community engagement best practices.
  • Experience in collective feedback management approaches within interagency contexts, including designing and supporting interagency feedback systems.

Technical skills and competencies:

  • Experience with managing and conducting multi-stakeholder consultations at different levels.
  • Experience in high-level representation and providing technical advice to interagency forums and global networks on collective approaches to feedback management.

Language:

  • Fluency in English (oral and written) is required; knowledge of French or Spanish is an asset.
