CIMMYT is seeking a dynamic, self-motivated, and service-oriented professional for the position of Budget and Costing Manager with strong focus on Annual Budget process, Forecast, Costing based on activities, Cost allocations and Expenses analysis, Finance, Accounting, to work in the Financial Planning Unit.
The positions will be based at CIMMYT headquarters in Texcoco, near Mexico City.
Specific duties:
- Manage the annual Institutional Budget Process (revenues, research expenses, administration and operational expenses, CAPEX, etc.).
- Maintain a system of policies and procedures that ensure an adequate level of control over institutional budgeting and reporting activities.
- Implement and manage cost allocation mechanisms (overheads, general and administration expenses, support services, employee services, research support, etc.).
- Maintain and improve budget tools & templates, including historical information and forecasts for the rest of the year.
- Monitoring of expenses (Budget vs. Actuals) and identifying root causes and narratives for major variances. Hold periodic meetings with Budget Holders to review the main variations and forecasts for the rest of the year.
- Prepare midyear revision and analysis (Budget vs Actuals, Chargeback Rates revision, Forecast, etc.) and proposed necessary changes.
- Focus on cost accounting, indirect cost and cost allocations and perform monthly analysis on overhead and cost distributions.
- Calculate and maintain up-to-date chargeback rates and the Costing Manual (for HQ and Regional Offices)
- Apply advanced (ABC) costing methodologies to properly cost existing and new business models.
- Prepare monthly, quarterly, and annual financial management information for decision-making by senior management.
- Prepare accurate financial reports in compliance with international and other standards (IFRS, NIIF, CGIAR, and Donor Requirements) and agreements.
- Contribute to further development of reporting formats, development of KPI’s and automated processes.
- Implement simple guidelines and processes for standard financial reports and provide financial inf. for various reports and ad hoc requests.
- Ensure that high quality Budgets are timely uploaded in the ERP.
- Guarantee the quality of the institutional master data in the system (project codes, expense categories, modifications, etc.).
- Review the Integrated Management Reporting Package (IMRP) monthly, including an explanation of the main variances.
- Improve Annual CAPEX process and Monthly Monitoring, including CAPEX for multiple legal entities.
- Work closely with different areas throughout the organization to obtain the necessary information for budget analysis.
- Perform other duties as directed by the supervisor.
- The candidate must have master’s degree in accounting or finance.
- The candidate must have a minimum of 5 years of working experience in Financial Planning & Analysis (FP&A), Budgeting, Forecasting, Expenses Analysis and Costing allocation methods, and Accounting.
- The candidate must have knowledge of financial systems, ERP, Business Intelligence software, MS Office, databases, and data extraction methods.
- The candidate must have demonstrated experience in the preparation of relevant and timely financial management information including the use of visual information.
- The candidate must have strongly developed analytical skills and the ability to identify financial trends.
- The candidate must have an advance in Excel skills (management of large, big databases in Excel).
- The candidate must have an ability to work independently, to prioritize and to plan.
- The candidate must be proactive and flexible, able to deal with conflicting priorities and deadlines.
- Strong customer service orientation and presentation skills.
- Excellent communication skills and a high level of attention to detail.
- Proficiency in English and Spanish, with good written/oral communication, presentation, and negotiation skills.
- Ability to work with different nationalities, under pressure, and as a member of a diverse work team.
- The candidate must exhibit a sense of urgency and commitment to his responsibilities and deadlines.
