Together with the Government of Nepal (GoN), civil society, and the private sector, FHI 360 works collaboratively in the areas of HIV, family planning/reproductive health, health security and one health, nutrition, COVID-19 response, procurement, and supply chain management, local capacity strengthening, civil society and media strengthening, governance reform and the environment and climate change.

FHI 360 is seeking qualified candidates for the position of Provincial Team Leader (Madhesh) for the anticipated FCDO-funded Samartha programme. The program will contribute to sustainable and equitable delivery of human development commitments and constitutional mandates for social services by the Government (across the three tiers of federalised Nepal). This will be done by promoting more inclusive and accountable institutions that respond to Nepal’s interrelated governance challenges, with a focus on social sectors. This objective shall be achieved through: (a.) improving systems and capacity of provincial and local governments to deliver their new constitutional mandates; (b.) enhancing the Nepal’s trajectory towards an inclusive, stable and prosperous middle income country by boosting its human capital; (c.) expanding access to quality social services, especially for women, girls and excluded groups (such as Dalits and other minorities); (d.) supporting GoN at federal-level to ensure national sectoral policies and resources allocations are responsive to local needs and promote resilient social systems which improve health, education and gender outcomes; and (e.) develop and disseminate relevant social sectors’ policy in consultation GoN.

This position will be based in Janakpur, Madhesh Province, Nepal and is contingent upon award.

Position Description

The Provincial Team Leader will report to and assist the Team Leader in providing leadership, management oversight, and technical direction for the project in Madhesh, ensuring that project deliverables are met on time and deliver desired impact. The Provincial Team Leader will support the management of the full-time team dedicated to this programme in Madhesh, and help ensure successful integration of consortium partners in a one-team approach. They will be expected to manage and deliver technical assistance to the provincial government and/or municipalities.

The Provincial Leader (Madhesh) will liaise with the funder, Government counterparts, and other key stakeholders and implementing partners. They will achieve synergy with relevant other national and sub-national level programmes and donor-funded projects operating within Nepal.

Experience working in and/or knowledge of Madhesh province would be an added advantage. They will also have technical, supervisory, and management experience in governance and social system strengthening programmes of similar scope and scale.

Accountabilities

Specific responsibilities may include but are not limited to the following:

  • Provide technical leadership to FCDO Samartha and technical team.
  • Coordinate closely with the Team Leader, on all technical matters; provide support to the leadership and management of the project in Madhesh province.
  • Oversee and quality assure the work of the technical team. Hold team and partners to account for agreed performance indicators.
  • Manage relationships on technical matters with relevant external stakeholders and partners, particularly the provincial government and municipal governments and other health/education stakeholders, providing official technical assistance as needed.
  • Coordinate planning processes to ensure strategic and cohesive programme direction.
  • Provide leadership to technical staff consultants and ensure clear roles and responsibilities; maintain clear lines of communication across programme components and workstreams.
  • Conduct and/or provide technical guidance and oversight to staff and grantees.
  • Play a role in leading and/or supporting policy and advocacy efforts with national/provincial/municipal stakeholders.
  • Contribute to project monitoring, research, evaluation and learning activities.
  • Collaborate with national/provincial/municipal advisors to ensure the project is implemented according to organisation and industry best practices, programme framework, and regulations.
  • Will serve as the programme representative in Madhesh

Education

  • Bachelor’s degree or its international equivalent.
  • Master’s degree preferred.
  • Project Management (PM) Certification preferred.

Experience

  • Typically requires at least 10 (ideally 15) years of relevant experience in international development at a senior programme management level, including 8 years of line management experience for those with Bachelor’s degree; for those with a Master’s degree, typically requires 8 years of experience, including 5 years of line management experience.
  • Experience in managing complex activities involving coordination with multiple partner institutions.
  • Experience in managing development partner funded governance, civil society strengthening or system strengthening projects; experience of leading FCDO projects preferred.
  • Demonstrated experience with implementing governance and systems strengthening programmes – technical background in governance, health, education, public financial management, or related programming a plus.
  • Demonstrated ability to develop and foster relationships with national and subnational government counterparts, local organisations, and donors.
  • Excellent communication (both oral and written), analytical, organisational, interpersonal, and cross-cultural skills.
  • Experience working on governance or health and/or education systems strengthening in Nepal and in Madhesh province at the provincial and municipal level.
  • Strong existing relationships with key stakeholders in Nepal, especially in Madhesh province
  • Proficiency in English and Nepali is required; ability to converse in major local languages used in Madhesh .

Travel Requirements

  • 10 – 25% (mainly in country)
