Agency for International Development (USAID).
Qualifications
Specialized Experience:
GS-11: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include: (a) applying policies and procedures on personnel and administrative processes and operational support; (b) assisting in the development of administrative and operational systems or processes; (c) identifying, analyzing, and making recommendations to resolve conventional problems and situations in workflow, staffing, recruitment and onboarding, performance appraisal, administrative and management functions, and operational functions such as security, facility access, or technology equipment; AND, (d) maintaining administrative databases and spreadsheets used for analyses and decision making by all levels of management.
Or
A Ph.D. or equivalent doctoral degree.
Or
3 full years of progressively higher level graduate education leading to such a degree.

LL.M., if related

Do you possess experience in Human Resources Staffing and providing logistical support such as facility management, personnel security, space management support, or personnel and administrative support for a large office staff of at least 100 or more.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position’s duties to be filled, including volunteer experience.
Serves as one of the primary Administrative Management Services (AMS) for administrative, human resources, logistics, and various program support services.
Performs a wide range of cross-cutting and complex duties in the areas of management analysis, facilities management, and human resources management.
Provides policy guidance and direction to managers and other officials to interpret and implement policies related to management services and work directly with all levels of the Bureau and Agency personnel.
Reviews and interprets agency and government-wide policies and directive materials, and initiates actions necessary to implement new or revised policies or procedures; establishes and maintains a system of internal records management controls.
Monitors and evaluates a full range of administrative activities; provides advice and technical assistance to managers and supervisors on a wide variety of administrative program areas; makes recommendations for program and procedural improvements
