Overall purpose of the role: (1-2 sentences)

To support DRC’s implementations of Child-Sensitive Social Protection Project and cash transfer payment processes and the enrolment of project beneficiaries in Hirshabelle in collaboration with MOLSA. The MIS Officer will support effective deployment, delivery and management of cash transfers to the CSSP beneficiaries.

Responsibilities: (in bullet points)

  • Contribute to the roll out of the DRC Child sensitive social protection project and provide support to the implementation of Baxnaano MIS.
  • Work closely with DRC teams and MOLSA to enroll all validated beneficiaries into the Baxnaano MIS.
  • Collect data, store, and process procedures to ensure the accuracy, reliability, and security of project data.
  • Oversee the implementation and testing of the MIS, including user training and technical support for cash delivery and management of the CSSP cash transfer processes, i.e. requesting data from the USR, sharing data with DRC for community verification, validation, enrollment, verification of the payment list, and payment monitoring, and grievance monitoring and resolution.
  • Coordinate payment procedures, including documentation, and reporting to ensure accountability to UNICEF and stakeholders.
  • Design and develop management information systems, including databases, tools, and reporting mechanisms.
  • Working closely with the DRC program and finance team to coordinate the payment processes including validating and verifying the lists.
  • In collaboration with the Baxnaano USR field team from MOLSA, coordinate the payment verification with the DRC and the FSPs done after every payment cycle to confirm the successful completion of the cash transfers to the beneficiaries.
  • Ensure compliance with the HACT procedure and support/collaborate with DRC quality assurance activities (spot checks and audits) and ensure findings from spot checks and audits are duly implemented and followed up.
  • Support and participate in the CSSP registration, and enrolment processes to reinforce DRC leadership in CSSP 2.
  • Support the CSSP Programme Manager in reporting on CSSP progress by providing timely and quality reports on MIS and data-related functions.
  • Participate in internal as well as external dialogues, meetings, and workshops specifically those related to CSSP payments and HACT spot checks and audits.
  • Undertake any other assignment about CSSP payments as directed by the direct, technical, and overall supervisors.
  • Document and disseminate lessons learned, best practices, and innovative approaches in CSSP-related management information systems.

Programming and reporting:

  • The MIS officer will also participate in CSSP-related workshops, and review meetings
  • Planning activities (quarterly plan/objectives; monthly plan and weekly movement planning) as to focus the expected results.
  • Ensure quality programming through capacity building and training.
  • Analyze and propose solutions/improvements or new directions for the smooth running of the current and future programs.
  • Participate in follow-up, monitoring and evaluation exercises as scheduled or otherwise.
  • Responsible for managing risk associated with cash-related implementation program activities.

Logistic and Administration

  • Responsible for organizing the necessary logistic (transport, accommodation, meals, etc.
  • Submit weekly movement plans to the project manager.
  • Follow up on order requests and give suggestions to the Project manager for validation.

Reporting and communication

  • Identify and inform the project manager of any problems or constraints.
  • Represent the organization in meeting with beneficiaries.
  • Promote systematically DRC mandate and humanitarian principles to other stakeholders/partner agencies at all times.
  • Develop weekly activity and movement planning and submit to area manager and logistic officer.
  • Develop monthly work plan /activities/objectives and submit to Project manager.

Experience and technical competencies: (include years of experience)

  • At least 3-5 years of experience within the field of information management and others.
  • Strong understanding of basic training in information management, participatory training methods, and coaching field staff.
  • Effective and timely implementation of all interventions outlined under output and any other related and cross cutting program activities related to CSSP.
  • Working experience and knowledge of the local duty station
  • Able to adapt to changing situations as required.
  • Able to work well under pressure and in adverse condition

Education: (include certificates, licenses etc.)

  • Bachelor in IT and Information management.
  • Computer literacy and statistical data management
  • Good command of English and Somali – spoken and written

Conditions

Contract:            12 months with the possibility of extension, subject to funding and performance. Salary and other conditions are offered by DRC’s Terms of Employment for National Staff; Employment band None Management H2.

Availability:       1st November 2024

Duty station:      This position is based in Jalalaqsi
