Job Description

Facilities Management, Residential Facilities seeks a Manager Facilities Services to oversee the daily operations of the residence halls.  Candidates should have a strong balance of leadership skills and work collaboratively to successfully lead, mentor, and motivate a diverse workforce.

Essential Duties

  • Provide day to day leadership and ensure accountability of operational teams by effectively managing, mentoring, supervising and evaluating department staff.
  • Manage and direct the residential facilities maintenance team of multi-craft employees and trades (e.g., plumbing, electrical, & HVAC), including maintenance and operation of all physical assets.
  • Assist with coordination and assistance on facility renovations, remediation, maintenance operations, project management and scheduling, contract administration and quality assurance, construction, and code compliance of facilities.
  • Assists with coordination and scheduling of preventative & deferred maintenance programs.
  • Inspects efficiency & longevity of commercial distribution equipment and systems and develops & implements CIP replacement goals.
  • Manage facilities budget and monitor performance of budget.
  • Manages & coordinates summer room-turn renovations of dorms & chapter rooms.
  • Develop programs, practices, and procedures for assigned facilities units to provide effective, efficient and safe methods of operation.
  • Compile information for budget estimates and special projects.
  • Inspect facilities management work in progress and inspects job progress to ensure ASU facilities & construction standards are met.
  • Set employee standards and departmental goals.
  • Assist with all aspects of campus facilities planning, including identification, development, and implementation of plans to meet short-and-long-range needs and goals.
  • As an empathetic team member & leader, make decisions regarding hiring, promotion, and termination of employees.
  • Implement and perform evaluative reviews and mentor staff and insure that all staff are up-to-date on all training and certifications.
  • Schedule, track, and approve staff time & attendance.
  • Maintain effective working relationships with administrators of University Housing and support services units as well as various ASU department heads, agencies and organizations, including professional societies, and state and local planning, maintenance and educational agencies.
  • Ensure all applicable federal, state and Arizona Board of Regents laws, regulations, policies and procedures are followed.
  • Develop work plans in accordance with established unit and department objectives and funding limitations.
  • Prepare and manage minor capital projects.
  • Work with contractors on projects and prepares bids for work to be done.
  • Monitor the acquisition and use of materials and equipment.
  • Plan and monitor long and short-term projects for subordinates.
  • Maintain ADA records and hardware requirements for residence halls.
  • Recommend and monitor compliance with department policies and procedures.
  • Serve as departmental liaison with various campus departments & foster healthy relationships with interdepartmental POC’s.
  • Serve on campus and departmental committees.
  • Regular daily activities require ability to quickly change priorities, which may include and/or are subject to resolution of conflicts.
  • Clearly communicate to perform essential functions of the job.

DAYS AND SCHEDULE:  Monday – Friday 8:00 a.m. – 4:30 p.m.

Minimum Qualifications

Bachelor’s degree in Business Administration or a related field and five (5) years of related experience, which includes three (3) years of supervisory experience; OR,Nine (9) years of related experience, which includes three (3) years of supervisory experience; OR,Any equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved.

Desired Qualifications

Five (5) years of progressively responsible supervisory experience. 

Experience in: 

  • University housing; building and/or property management
  • Higher education and/or other large commercial building environment
  • Operations management,
  • Budgetary planning and oversight
  • Facilities management
  • Project management
  • Producing reports and compiling data
  • Supervising a multi-craft shop of maintenance & trade crews
  • Commercial or industrial HVAC, electrical, plumbing, and/or carpentry
  • Commercial distribution systems (steam, chilled water, electrical, natural gas, domestic water, non-potable water & sanitary sewer)
  • Commercial distribution equipment (HX, chillers, boilers, pumps, lift-stations, AHUs, recirc pumps, etc.)

Demonstrated knowledge of:  

  • Maintenance operations and maintenance budgets
  • Local, state and federal building codes
  • Worker order systems
  • Facilities management principles and techniques
  • Practices and techniques of supervision and management
  • MS office (e.g., Word, Excel, Outlook)
  • Customer Service

Evidence of 

  • EPA/CFC certification
  • Effective communication skills

Working Environment

  • Activities are performed in a variety of internal and external settings.
  • Access various facilities and sites which involves walking, climbing stairs or ladders, standing and walking on uneven surfaces for long periods of time in extreme temperatures.
  • Activities require bending, reaching, pushing, pulling, crouching, stretching, climbing, crawling and lifting up to 50 pounds.
  • Participate in fieldwork, which requires exposure to direct, dust, and inclement weather.
  • Fieldwork may also include exposure to central plant equipment and systems in a loud environment; dirty environment with inadequate lighting, extreme noise, confined spaces (e.g., tunnels, vaults), and restricted movement.
  • Climb stairs, ladders and scaffolding at heights above thirty (30) feet.
  • May be exposed to hazardous and dangerous materials, tools, and equipment which will require safety precautions and/or specific process to be followed, and may include the use of Personal Protection Equipment (PPE) (e.g. safety glasses, hearing protection, negative pressure and positive pressure respirator).
  • Use of PPE may require medical clearance prior to use.
  • May also perform some activities in an environmentally controlled office setting subject to extended periods of sitting, keyboarding and manipulating a computer mouse.
  • Drive University vehicle.

This position is located at the Tempe campus. 

Must possess a valid Arizona driver’s license (minimum of Class D) upon employment and maintain throughout employment.  Post-offer of employment, selected candidate must possess an acceptable driving record which is 5 or fewer points in the most recent 39 month period from date of hire.

Must pass pre-employment physical examination post offer of employment.

This position may be called in for emergency response assistance including nights, weekends, and holidays.

This position is dependent on the continuation of funding from a specific source other than general operating funds.  As such, this appointment may terminate when the funding is no longer available.
