Classification: This is a managerial, exempt-level position

Overview:

IBTCI is currently seeking an Manager II, Budget and Billing. The ideal candidate will be responsible for preparing budget proposals, review project expenditure, make forecasts for future budget on ongoing government projects and prepare CPFF billing for USAID or any governmental agency. The successful candidate will have previous experience with USAID government contracting accounting rules and regulations. Experience with Deltek Costpoint is preferred. This full-time position starts immediately.

This position is based in IBTCI’s home office located in Vienna, VA (currently in Hybrid mode, going to office twice a week).

Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Prepare budget proposals and incremental funding requests for USAID or any governmental agency.
  • Review project expenditure and identify trends in spending for government contracts.
  • Make forecasts for future budget needs of ongoing government projects.
  • Prepare project periodic and special financial reports.
  • Prepare CPFF billing for USAID or any governmental agency.

Qualifications

Minimum Requirements:

  • At least 5 years of USAID or Government agency financial/budgeting experience
  • Strong quantitative skills and comfort in analyzing and synthesizing budget and program data.
  • Strong proficiency in MS Excel, MS PowerPoint, and other MS products.
  • Excellent Communication Skills.
  • Experience with CPFF/ T&M billing experience.
  • Oral and written fluency in English required.

Education: Bachelor’s degree in Accounting required. Master’s degree preferred.

Preferred Skills and Abilities:

  • Deltek Software, with Billing/budget module.
  • Advanced Excel software experience with Look Up and Pivot Table.

Working Environment: Work is typically performed in an office environment. Currently, the company is allowing for hybrid work in the District of Columbia, Maryland and Virginia (DMV) area. This can be updated by the company.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does have supervisory responsibilities.

Travel: International travel may be required and may include travel to fragile and/or conflict-prone zones.

Work Authorization: Candidate must be authorized to work in the U.S.A. Visa sponsorship is not available for this position.
