Job Title: Manager II, Institutional Support Program Implementation

Overview: IBTCI’s growing institutional support practice (ISPI) helps provide critical technical, operational, programmatic, and administrative support to U.S. government agencies. Our clients’ needs are dynamic, so we continually seek new and improved ways to support these needs. IBTCI mobilizes, vets, trains, and deploys hundreds of staff per year to dozens of countries.
IBTCI is seeking a detail-oriented Manager II to work with our ISPI practice from our Vienna, VA home office. The Manager II will typically work on larger, more complex contracts and/or urgent client requests. The Manager II is expected to mentor and guide Associates and other more junior staff and demonstrate the ability to work independently with minimal oversight. This full-time position starts immediately. IBTCI is seeking a skilled professional who has previous U.S. Agency for International Development (USAID) contract project management experience.
This position is based in IBTCI’s home office located in Vienna, VA (currently in Hybrid mode, going to office twice a week).
Responsibilities
Essential Duties/Tasks and Responsibilities:
1) Project Management and Support
- Manage larger, more complex client requests for institutional support contracts, including working with employers of record for overseas hires when necessary.
- Serve as Manager II and main point of contact with prime contractors.
- Supervise all contract personnel for IBTCI’s USAID contracts that hire overseas contract staff embedded within USAID missions and offices.
- Oversee Facilities Access and Secret Clearances processing for all ISPI contracts in coordination with IBTCI’s FSO.
- Manage long- and short-term client requests and assignment planning.
- Liaise with other IBTCI departments, such as talent acquisition, to respond to client contract personnel requests.
- Maintain full knowledge of ISPI contract issues, including current information on the operational environment and potential risks.
- Manage and track contract activities and support contract personnel performance.
- Maintain communication with clients and contract personnel through regular check-ins to facilitate high performance and ensure that IBTCI contract staff and consultants are supported throughout the course of their assignments.
- Lead or support onboarding and orientation of contract employees and consultants on their role with USAID, client office, roles and responsibilities, IBTCI operations, procedures, and tools.
- Secure USAID approval through prime contractor on IBTCI employee and consultant travel.
- Coordinate preparation of employment and consulting agreements with operations teams.
- Facilitate smooth workflow by maintaining regular communication with project employees, clients, and consultants to ensure that clients and consultants are supported throughout the course of their assignments. Proactively monitor issues before they become challenges that impact delivery of services and share systems improvement with the ISPI team.
- Track expenditures and carefully monitor overall and assignment-level budget.
- In collaboration with Accounting Team, support internal project financial reporting and systems.
- Provide information for external reporting to our prime partners:
- Review and approve monthly costs (timesheets, invoices, expense reports, etc.).
- Develop cost projections for assignments.
- Prepare assignment budgets and track assignment burn rates.
- Ensure project-related intellectual capital is properly captured, filed, and disseminated.
- Review monthly contract invoices; monitor budget and realign when necessary.
- Promote integration and cross-fertilization of best practices, information, and innovations across contracts and assignments.
- Collaborate with ISPI project management team to track and oversee reports and other contractual deliverables.
- Support contract staff performance and conduct annual performance evaluations in coordination with USAID points of contact and IBTCI HR.
- Implement start-up and close-out of contract personnel assignments.
2) Business Development
- Lead, contribute, or support opportunity identification, qualification, teaming research and strategy, and capture planning for USAID, U.S. Department of State, and other opportunities. This includes supporting a robust partner outreach strategy and contributing to the evolution of the strategy.
- Lead or contribute to developing capture strategies and plans, establishing and growing partnerships, and shaping new business opportunities to leverage IBTCI capabilities and experience.
- Lead or contribute to development a USG agency opportunity pipeline for ISPI.
- Continually update competitor and potential partner analysis, including win history, leadership, relevant work experience, and performance for priority opportunities.
Qualifications
Minimum Requirements:
- At least five (5) years of relevant work experience with a Bachelor’s degree.
- At least three (3) years in international development/foreign assistance/Global Operations
- At least three (3) years of experience managing or coordinating USAID contract, with experience in a US head office environment.
- Strong attention to detail, team leadership, and communications skills.
- Demonstrated ability to work both independently and within a team.
- Oral and written fluency in English required, fluency in another language preferred.
Education:
- Bachelor’s Degree in international business, human resources management, global affairs, cultural anthropology, or related field.
Preferred Knowledge, Skills and Abilities:
- Experience supporting USAID Facilities Access process for contract personnel.
- Experience working with employers of record to hire embedded overseas staff in countries where IBTCI is not registered.
- Experience with Time and Materials budgets preferred.
- Proficiency in a language other than English.
Working Environment: Work is typically performed in an office environment. This position is based in IBTCI’s head office located in Vienna, VA (currently in Hybrid mode, going to office twice a week).
Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
Supervisory Responsibility: This position does have supervisory responsibilities.
Travel: International travel may be required and may include travel to fragile and/or conflict-prone zones.
Work Authorization: Candidate must be authorized to work in U.S.A.; visa sponsorship is not available for this position.
