Habitat for Humanity International (HFHI) is currently seeking a talented professional to fill the role of MEAL Manager, Market Systems & Entrepreneurship. HFHI’s Terwilliger Center for Innovation in Shelter (TCIS) works to catalyze housing markets to improve quality housing outcomes for low-income households. This is achieved through facilitating affordable housing markets to work better for low-income families by increasing products, services, and financing for affordable housing.

The MEAL Manager is responsible to support the Market Systems program in the Latin America and Caribbean (LAC) region and Peru with the implementation of a robust results measurement system, including facilitating and contributing to program design processes and assisting program staff with MEAL related aspects of development and project implementation. The MEAL Manager will also contribute to staff and partners’ capacity-building efforts.

This position is based at our Lima, Peru office on a hybrid basis and requires 40% travel.

RESPONSIBILITIES:

Housing Market Strategy, Design & Implementation
*Coordinate the development of project frameworks, results chains and change pathways process for the market systems and entrepreneurship projects in the portfolio.
*Lead the implementation of MEAL systems, including conducting field research relevant to support the portfolio in LAC
*Lead the team in developing and or reviewing data collection tools & methods for adequate MEAL performance.
*Collaborate and maintain a network of consultants and subject matter experts in housing, finance, partnerships, and public and private sector development.
-*Participate in identification and pursuance of funding opportunities to expand the work in LAC.

Program Oversight
*Lead the process of planning reviewing and consolidation of the MEAL system for program results.
*Coordinate development, review and submission of monthly and quarterly project reports.
*Facilitate the regular review of performance data to assess progress towards annual performance targets and objectives.
*Integrate with HFHI’s organizational systems such as the Global Matrix Tool, annual and strategic planning processes.
*Assists in technical/commercial feasibility of various proposals and structure initiatives with housing market actors to address constraints in the housing market.

Learning
*Develop and execute capacity building plan of TCIS staff on MEAL.
*Work with other subject-matter experts, participate in global initiatives, and share knowledge and innovation with HFHI network.
*Represent TCIS in appropriate forums/seminars/workshops whenever required.

REQUIREMENTS:

*Bachelor’s degree in social science, international development, or studies in results measurement/research.
*5+ years of relevant experience with quantitative and qualitative methodological approaches.
*Experience applying MEAL knowledge or similar field with progressively increasing responsibility.
*Experience with field-level project management.
*Knowledge of statistical programs and data management.
*Advanced skills with Excel, SharePoint, PowerPoint and other MS-based office platforms.
*Knowledge of market systems development programs.
*Communication and presentation skills in Spanish and English (written and oral).
*Entrepreneurial and works well in dynamic environments with limited resources.
*Agile and able to prioritize tasks and redirect work effort in response to new opportunities and changes in priorities.
*Strong interpersonal skills with the ability to develop and manage good relationships between the project, private sector, government and other stakeholders.
*Quality and results oriented.
*Demonstrated attention to detail, highly organized, and able to coordinate multiple activities simultaneously and within deadline.
*Ability to train others or take complex concepts and distill them down.

PREFERRED:

*Masters/post graduate degree in project management or related field.
