Description:
MassDEP is seeking applicants for the position of Administrator VI, Information and Data Management (IDM) Section. This position reports to the Division Director of the Technical and Financial Support Services in the MassDEP Bureau of Waste Site Cleanup (BWSC), supervises a team of two staff, and works with other BWSC and MassDEP staff state-wide involved in information and data systems managed within MassDEP. The IDM Manager is a key member of the BWSC senior management team and will serves as BWSC’s statewide lead in information and data management, tasked with coordinating all BWSC’s data and information needs with MassDEP Enterprise IT, the Office of Energy and Environmental Affairs (EEA), and the Executive Office of Technology Services and Security (EOTSS).
BWSC has several information and data management systems that have been programmed and structured to meet the unique needs of BWSC both internally within MassDEP and externally with the public, particularly the “Licensed Site Professionals” (LSPs) who are private-sector individuals licensed by the Commonwealth to have responsibilities and authorities to perform comprehensive site assessment and cleanup of sites where hazardous substances and materials have been released to the ground, surface water and in some cases the air. These responses are required as defined by the M.G.L. 21E statute and by its regulation, the Massachusetts Contingency Plan (MCP located at 310 CMR 40.0000), and include conducting site investigations and risk assessments, and when needed implementing immediate response actions protective of human health and the environment, and site cleanups to also provide that same protection. BWSC information and data systems will be under the IDM Manager’s responsibility, including working with his/her direct staff, as well as other information and data management units who are performing ongoing computer software programming, updating and security measures.
The role of this state-wide senior position is to provide strategic and tactical leadership to ensure that information and data systems initiatives and implementation are delivered successfully, sustained operationally, and that BWSC programs continue to meet evolving regulatory and environmental needs.

MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
