Manager of Programme Quality

Our work in South Sudan
Our programmes focus on FSL, WASH, Technical and Vocational Education and Training, Entrepreneurship, and Peacebuilding. Inclusion (gender and disability) and localisation are crosscutting themes. When possible we aim for an holistic approach by integrated programming. We work in Jonglei, Western Bahr El Ghazal, Warrap States, and the Greater Pibor Administrative Area, and plan to expand to more geographical areas. The current annual budget approximates USD 6 million.
Your challenge
The responsibility of the Manager of Programme Quality (MPQ) is to ensure high quality programme design, implementation and evaluation by providing line management with expertise and knowledge. In addition, the MPQ is responsible for the development of high quality project proposals for potential donors.
Your main tasks and responsibilities
Programme quality
- Advises and supports Country Director (CD), Director of Programmes (DoP) and Programme Managers (PGMs) on the development of the Country Strategy and Annual Plan.
- Responsible for the quality and consistency of programme and project planning, and for strengthening this.
- Responsible for adherence to ZOA Dorcas policy and compliant with ZOA, Dorcas, donor, national and international guidelines, policies and standards in the implementation of projects.
MEAL
- Develops, implements and maintains monitoring, evaluation and learning (MEAL) tools and processes, including the use of standardised indicators.
- Supports the PGMs in the development of beneficiary accountability tools throughout the programme.
- Provide MEAL-related support for project implementations.
- Responsible for partner assessments and the development of capacity development plans.
- Ensures gender, protection and conflict sensitive project design and implementation.
- Develops the Country MEAL and Quality Framework, aligning it with ZOA Dorcas South Sudan’s context.
- Supports country-level planning and programme reviews related to MEAL and quality assurance.
- Strengthens the capacity of local partners in MEAL practices.
- Guides MEAL implementation for specific projects.
- Coordinates and supervises project evaluations and finalises evaluation reports.
- Collaborates closely with the MEAL team at ZOA and Dorcas headquarters.
- Supervises the use of MEAL tools and beneficiary accountability mechanisms.
Programme development
- Provides required information and evidence for formulating and designing ZOA Dorcas’s programmatic areas such as Peace Nexus, Localisation and Climate Resilience within the context of country’s annual plans and programmes.
- Supports the Director of Programmes in designing and incorporating programme quality standards and operational guidelines on programmatic areas.
- Provides technical and information support to the Director of Programmes in developing donor mapping, guidelines, and resource mobilisation strategies and plans.
Systems strengthening
- Improves staff utilisation of ZOA Manager, Red Rose, and the Quality Library.
- Enhances organisational systems to optimise programme delivery.
Knowledge management
- Responsible for the development of knowledge management at country level, contributes to organisation-wide knowledge management, and promotes organisational learning.
- Leads the development of innovative project proposals.
- Drives research and development initiatives, including learning strategies.
- Encourages operational research, data analysis, and evidence-based reporting.
- Assesses and recommends capacity needs of project staff and NGO partners and formulate capacity building plan in collaboration with Project Lead and Human Resources department.
Data analysis and reporting
- Leads programme data analysis and provide support in preparation of technical reports specific to various sectors and projects.
- Ensures timely post-distribution monitoring, project beneficiary surveys, and activity monitoring, ensuring accurate reporting.
Representation, positioning, communication, and branding:
- Develops a communication strategy for ZOA Dorcas.
- Develops and manages the ZOA Dorcas website content.
- Promotes the ZOA Dorcas brand.
- Engages with donors; participates in cluster meeting and, donor meetings to enhance organisational visibility, and explores collaboration and partnership.
- Develops communication protocols to maintain consistent messaging.
Leadership and management
- Is member of the Country Management Team;
- Where applicable, provides leadership to the Programme Quality team;
- Supervises and periodically appraises the performance of staff reporting to the Manager of Programme Quality.

Identity

Knowledge & experience
- University degree in a humanitarian, development or other relevant field;
- At least three years field experience in a fragile context;
- Command of English;
- Expertise in one of ZOA’s sectors;
- Research skills;
- Knowledge and experience with MEAL.
