Compensation Range
$7,400.83 – $11,540.42 CAD Monthly

Job Summary

This level covers positions responsible for managing a broad range of functions, resources, and systems of considerable scope within an academic or administrative unit.

The Manager is responsible for developing, operationalizing and growing the newly established Institute for Global Health at BC Children’s and Women’s Hospital. The IGH-BCCWH is an initiative of the BC Children’s and Women’s Hospital + Health Centre (BCCWH), Executive leadership team and is a BCCWH campus-wide endeavour, that works closely with both local and international partners.  The Manager requires strong leadership and strategic thinking skills coupled with strong planning, communication and negotiation skills. The Manager will be a key contributor to all aspects of establishing the IGH-BCCWH from concept through to implementation and evaluation.   

Organizational Status
This position is located in the Department of APT in the Faculty of Medicine at the University of British Columbia, and is located at BC Children’s and Women’s Hospital.  This position reports to the Executive Medical Directors and works directly with the Institute’s leadership and governing bodies.  Additionally, this position will represent the Institute with external agencies, global healthcare leaders, international organizations active in global health and global partners.     

Work Performed

Strategic and Operational Management

  • Leads a number of projects of considerable size, diversity, complexity and risk while assuming responsibility for their successful completion.
  • Is responsible for facilitating the development of the overall strategic direction, vision, mission and values for the Institute which will guide future direction, decisions, plans, goals and impact on health equity for children and women globally
  • Guides the development of strategic initiatives that are complex in scope, impact and diversity of stakeholders with significant and long-term importance and consequences to the IGH-BCCWH and the hospital.
  • Manages, develops and executes identified goals, priorities and objectives from inception to completion in keeping with the strategic directions set by the IGH-BCCWH leadership and ensuring alignment across the institution.
  • Defines project scope and objective, leads project planning and provides solutions, making recommendations as appropriate
  • Responsible for developing and implementing an operational plan, with consistent policies, procedures and systems across the Institute while ensuring adequate administrative and operational support
  • Manages the project planning (timelines, milestones and deliverables) and oversees the implementation and activity progress ensuring the project scope and schedules are met for the working groups
  • Plays a central role in global health at BCCWH as a liaison in building global health networks ensuring broad engagement across BC Children’s and Women’s Hospital, the greater BC Health Sector, UBC and other academic and research partners.
  • Positions IGH-BCCWH as a central hub in providing support to faculty, staff and trainees at BCCWH and beyond who are interested in global health, providing leadership in the development, design, implementation and communication of the Institute programing.
  • Researches, synthesizes and complies information from various multiple sources to provides high-level reporting to leadership to advise on key progress, impact and potential risks and challenges
  • Works with the leadership team to recommend a plan for long-term sustainability to support the continuation and expansion of the Institute’s initiatives
  • Designs, delivers and leads an annual landscaping review of global health activities at BCCWH and oversees a repository of global health initiatives and trainee opportunities across the hospitals
  • Supports work with the BC Children’s Hospital Foundation and the BC Women’s Health Foundation and applications to relevant granting institutions to secure core funding for the Institute
  • Supports/facilitates identifying and developing responses to relevant grants, e.g.,
  • Facilitates and oversees the development of the visual identity and brand for the Institute.

Partner Engagement/Communication

  • Plays a key role in partner engagement by liaising and collaborating on behalf of the Executive Committee with key partners at BCCWH, UBC, SFU and other key Canadian and international partners
  • Cultivates and enhances highly collaborative working relationships with a diverse group of internal and external partners, including BCCWH leadership, clinical faculty, staff, trainees and international colleagues
  • Establishes and maintains effective relationships with key strategic partners, organization and clinical leaders and staff at all levels
  • Effectively communicates with all stakeholders through communication planning, awareness of cultural differences and sensitivities, and open and transparent dialog

Human Resources

  • Spearheads/supports the recruitment of the Institute’s Executive Committee, Advisory Board and working group leads and members
  • Works closely with the Institute’s leadership team 
  • Manages a Global Health Research Nurse position, and provides functional leadership to a number of other staff members on a project basis  
  • Works closely with international sub-specialty fellows and other trainees coming to UBC clinical faculty and medical residents going to LMIC’s
  • Designs and leads comprehensive pre-departure training for all trainees, clinical faculty and staff who do global health work and travel to Low- and Middle-Income Countries

Consequence of Error/Judgement

This position is key in the effective implementation of the global health program at BCCWH and supported by the Hospital Leadership to develop global health at BCCWH. The incumbent is responsible for nurturing and maintaining relationships with leaders, clinical faculty, academics, practitioners and government partners. The incumbent makes professional decisions and recommendations on all aspects of the work. Errors made may lead to confusion, lost opportunities and a poor impression of the department and its partners, as well as loss of reputation for the Executive Committee, particularly the Executive Medical Directors.

This position will be responsible for access, collection, use and disclosure of personal information in accordance with the BC Freedom of Information and Protection of Privacy Act (RSBC 1996) and other UBC privacy and security policies. This position requires employees to work under strict confidentiality requirements; internal procedures and policies to protect personal information must be followed and adherence to these requirements will be regularly reviewed by the employer.

Supervision Received
The Global Health Strategy Manager works independently, reporting to the Executive Medical Directors.

Supervision Given
Supervise staff and students as required. Provides direction and/or training around departmental policy and operations.

Minimum Qualifications
Undergraduate degree in a relevant discipline. Minimum of five years of related experience, or the equivalent combination of education and experience.

Preferred Qualifications

Undergraduate degree in a relevant discipline. Minimum of five years of related experience, or the equivalent combination of education and experience, working at a hospital or academic environment preferred (ideally at publicly funded institution).  Experience working at a management level within an academic setting with related experience in strategy development and implementation of academic and research programs. Experience in an administrative role managing complex relationships, preferably in a University environment or other large organization is also desirable. Faculty and leadership experience in a university environment preferred. Knowledge and experience in organizational governance. Demonstrated experience in financial, human resources and communications management.

Proven ability to work with or direct and lead a team. Proven ability assessing opportunities in a variety of science and technical disciplines. Excellent research, analytical, negotiation, partnership development, project management, organizational and interpersonal skills. Ability to deal tactfully with a diversity of people in a calm, courteous, and effective manner. Excellent oral and written communication skills. Mastery of English grammar and punctuation is essential, with the ability to read health research text analytically and critically, and make substantive editorial recommendations to improve readability, clarity and impact.

Superior writing and effective translation of complex scientific information into clear and succinct language for a broader audience is essential. Creative problem solving and decision-making; mentorship abilities. Computer competency with knowledge of spreadsheet, database, and word processing applications. Ability to work at the highest strategic levels, to gain and maintain the respect of senior administration and also to take strategy and move it through to tactics and action. Ability to be comfortable, credible and persuasive within academic, government or business environments; ability to initiate, build and nurture academic and research partnerships. Demonstrated effective leadership, motivational and planning abilities. Demonstrated ability to work collaboratively and interact with empathy, understanding, and humility with people from diverse backgrounds and with diverse identities, perspectives, and behaviors. Ability to manage staff performance by establishing standards and goals, evaluating performance, providing feedback and taking corrective action.
