The purpose of this role is to manage and oversee all resource mobilization activities undertaken by the ISFD for core and supplementary capital. The Resource Mobilization Division serves as a focal point for all RM activities of the ISFD, Consequently, the role is responsible for the performance of the resource mobilization efforts as well as the creation and alignment of the resource mobilization plan including the development of an appropriate resource mobilization framework, strategy and annual work program. The role also involves ensuring that mobilized resources are managed in line with international best practices in terms of investment management and results management, thereby ensuring all ISFD resources utilization is sustainable, monitoring and reporting of ISFD performance, planning, budgeting, and forecasting the ISFD work plan and overall ensuring the strong fiduciary management of all ISFD resources.
It also serves as focal point to counterparts in IsDB’s partnership complex and works closely with ISFD’s Manager of Poverty Alleviation and Empowerment Division to ensure close alignment between resource mobilization (RM) and poverty alleviation and empowerment (PAE) divisions where required.

Key Accountabilities:
Strategic planning and implementation:
- Contribute to the preparation of ISFD’s strategy, operational plan and work program as they relate to mobilization of resources.
- Follow up on proper implementation of ISFD’s strategy, operational plan and work program as they relate to mobilization of resources.
- Develop, key results targets and performance indicators (KPIs) related to resource mobilization.
- Partake in activities and engagements (internally within IsDB Group and externally) to create visibility on ISFD resource mobilization products alongside the DG and relevant IsDB departments.
- Institutionalize and streamline resource mobilization activities and practices.
- Coordinate with other units to increase the appeal of the ISFD through result management, communication, outreach and advocacy.
- Ensure resources are managed with high fiduciary standards and international best practices for managing funds.
- Lead on the preparation of the annual work plans and undertake financial management, planning, budgeting, and forecasting to ensure that resources are utilized in conformity with the income generation capacity of the ISFD resources.
Resource mobilization division management and oversight:
- Manage and oversee all resource mobilization activities pertaining to core and supplementary capital.
- Lead ISFD resource mobilization activities specific to government and large development organization donors
- Manage and oversee performance of resource mobilization division.
- Lead ISFD efforts to design and implement innovative approaches to resource mobilization.
- Serve as a focal point and a ‘resource centre’ for activities and issues related to Resource Mobilization Division.
- Work closely with the Manager of Poverty Alleviation Division to manage pipeline, ensuring link between, and oversight of related PA and RM projects).
Policies, processes and procedures:
- Contribute, in collaboration with ISFD functions and relevant IsDB Group Departments concerned, to development and improvement of the ISFD’s policies and processes as they relate to resource mobilization.
- Coordinate and manage development of ISFD’s Resource Mobilization policy.
- Review and coordinate updates to ISFD’s Resource Mobilization policy.
- Coordinate and manage development, updates to, and implementation of processes and procedures specific to resource mobilization division.
- Ensure the implementation of the monitoring and reporting requirements to donors.
- Coordinate the development of governing documents (where relevant), regulations (where relevant), policies, guidelines and processes and procedures for acquiring and managing ISFD resources (core and complementary capital).
- Ensure strong result management and fulfilment of mandates vis a vis donors and benefactors.
Relationship management:
- Conduct fund-raising activities and follow-up on pledges made, and catalyze new pledges from traditional (member countries) and large international donors in close coordination with IsDB Group’s Partnership Complex, ISFD and other trust funds.
- Manage relationship with IsDB counterparts in Partnership Complex.
People management:
- Generate commitment, motivation and enthusiasm to the function’s goals and communicate to directly report clear performance expectations.
- Provide opportunities for the division’s staff members to suggest, participate and contribute to initiatives of improvement, innovation and knowledge sharing.
- Manage the performance and resources of the division through delegation of responsibility, setting stretched objectives and providing regular feedback on results at a function level, promptly addressing areas of under-performance.
- Monitor and assess the skills and capabilities of the division, and determine the actions needed to increase the division’s impact.
- Support filling in key capability gaps within the division through capacity development and recruiting efforts in coordination with ISFD Technical Support Section and IsDB HRMD.
Governance:
- Attend ISFD Management Committee and report on business operations’ status and issues specific to resource mobilization division and propose solutions/recommendations for decisions to be made by committee.
Reporting and communication
- Reports directly to the DG.
- Prepare ad-hoc reports as and when required by the DG.
- Communicate regularly with Manager of Poverty Alleviation Division to coordinate knowledge sharing and alignment of goals for related RM and PA projects.
Academic and professional qualifications:
- Master’s degree in Finance, Economics/ Business Administration, or related discipline.
- Minimum 10 years of prior relevant experience in the similar role in a Multilateral Development Bank or similar international organizations.
- Minimum 5 years of managerial/ supervisory experience.
Skills & Necessary Knowledge:
- Ability to adapt to changing business circumstances to maintain effective performance of complex.
- Ability to draw actionable steps from IsDB overall strategy.
- High degree of confidentiality and protection of sensitive information.
- Ability to maintain a rational and objective demeanour when faced with stressful or emotional situations.

- Influence others using rational arguments. Identify basis for compromise and reaches agreement.
- Ability to identify risks and implement necessary mitigation measures.
- Consistently works to a high standard and looks for ways to improve current working practices and processes for the benefit of customers and the company.
