The Syndicated Loans and Mobilization Department (“CSL”) is currently seeking a Manager for its Syndication Operations Division based in Washington, D.C. CSL is responsible for raising external funds for IFC clients from banks through the B Loan program, from Development Financial Institutions (“DFIs”) and other parallel lenders, and from institutional investors through its Managed Co-Lending Portfolio Program (“MCPP”). The department also manages the ongoing syndicated portfolio engagements with B Loan participants, parallel lenders, and MCPP investors. The Division is responsible for mobilizing third party capital through the suite of syndication products as well to manage the attract non-traditional syndications partners to support the growth of IFC’s loan business.   The Division also manages the ongoing syndicated portfolio engagements with B Loan participants, parallel lenders, and MCPP investors.

Duties and Accountabilities

The roles and responsibilities of the position will include but not be limited to:

Business Accountabilities
Manage the department’s business operations:

•  Responsibility for raising new financing for IFC’s clients from the market to achieve IFC’s mobilization targets through B Loans; Parallel Loans, MCPP loans and via unfunded loan participations; providing market input and disseminates financial market intelligence within the team with respect to pricing, practices and trends and develops and leverages relationships with co-lenders (commercial banks, IFIs/DFIs, institutional investors); and contributing to IFC’s own exposure management through the sale of portions of individual A Loans to B Loan participants.
•  Responsibility for managing key components of IFC’s Syndicated Loan portfolio (B Loans with IFC as Lender of Record, Agented Parallel Loans with IFC as Agent, ALPS), including relationship and contract management of IFC ’s current B Loan participants and Parallel Lenders (advocating and managing restructurings, obtaining consents, consulting on amendments & waivers and ensuring that IFC meets its contractual obligations).
•  Responsibility for roll out and implementation of new mobilization products including B Bond Mobilization.

Relationship Management and Stakeholder engagement accountabilities

•  Oversee the development and maintenance of productive and meaningful relationships with external parties to facilitate the achievement of the division’s objectives, goals and strategies.
•  Serve as a subject matter expert and represent Syndications in internal and external initiatives to promote IFC’s role in mobilizing debt finance/institutional investor participation in Emerging Markets Debt finance.
•  Engage with external communications to media on Syndications related matters and projects. 

People/Talent Management accountabilities

•  Lead, coach and mentor a strong team of syndications professionals with experience and skills in debt capital markets.
•  Allocate specific responsibilities among the team ensuring an adequate level of specialization yet cross-fertilization and necessary backup within the team.
•  Manage performance of teams and individuals providing clear direction and regular monitoring and feedback on performance.
•  Undertake the performance management of the division, including motivation of staff.
•  Manage budget and resource allocation for the division, ensuring efficient allocation and utilization of resources, including staffing and training requirements.

 

Selection Criteria

 

•  M.B.A. (or equivalent master’s level degree) or C.P.A.
•  At least 12 years of relevant experience in the financial sector, including a solid operational understanding of international credit structures and products, loan documentation, financial markets, and international bank operations.
•  Strong track record of effectively leading and motivating teams.
•  Strong networks with commercial banks, DFIs, institutional investors and insurance companies.
•  Detailed understanding of loan syndications platforms; solid knowledge of IFC’s systems, data management, and portfolio management.
•  An understanding of IFC’s strategic context and goals with regards to debt mobilization and the Billions to Trillions agenda.
•  Detailed understanding of IFC’s loan syndications platforms; solid knowledge of IFC’s systems, data management, and portfolio management.
•  Full understanding of IFC’s strategic context and goals regarding debt mobilization and the billions to trillion’s agenda.
•  Strong networks with commercial banks, DFIs, institutional investors, and insurance companies.
•  Demonstrated ability to think strategically, develop innovative solutions, challenge the status quo to build IFC’s business, and make sound business decisions.

•  English fluency is required.  Knowledge of additional languages is a plus.
