Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Divisions/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Strategic Programming and Policy is newly established and its mandate will be aligned with the functions described below.

At the D2 level, the incumbent is expected to deliver:

  1. Cross Directorate programming and strategic coordination.
  2. An enabling environment for alignment of the mission of the Organization.
  3. Build Leadership Networks with government entities, regional institutions and private sector
  4. Position the Organization on the world stage.

The measure of success is establishing Visionary management and successful organization-wide results.

 

A Managing Director position is the most senior level after the Director General, the requirements and expectations of the position are high, and they include:

 

  1. a firm commitment to and determination to fulfil UNIDO’s mandate.
  2. the capacity to manage substantive areas from a strategic perspective.
  3. the capacity to provide direct strategic support to the Director General.

II. Main Functions

Under the overall direction of the Director General, the Managing Director for Strategic Programming and Policy supports strategic planning at UNIDO through provision of coordinated and cohesive frameworks and related policy advice, taking into account the Directorate’s products on, inter alia, Quality Assurance, Impact Assessment and Results Reporting, and other Organizational inputs. The Managing Director fosters UNIDO’s strategic engagement in the area of South-South & Triangular Cooperation; G20/G7 and BRICS, and drives strategic engagement with UN system organizations.

The Managing Director promotes Gender Equality and the Empowerment of Women in UNIDO’s work, including through gender mainstreaming of UNIDO’s programmes and policies.

Main functions include:

  • In close collaboration and consultation with relevant organizational entities, guide the development and formulation of strategies and initiatives on key industrial development issues and, more generally, strengthen the organization’s normative work and its strategic positioning in the evolving technical cooperation work-streams.
  • Oversee the finalization and subsequent implementation of a new Strategic Programming Framework to strengthen strategic alignment and programmatic cohesion of UNIDO’s technical cooperation portfolio.
  • Develop strategies for engagement with middle-income countries to support them meet the challenges of achieving sustainable industrial development and the SDGs. Specifically, oversee the implementation of the UNIDO MICS strategy and action plan.
  • Serves as the Director General’s Special Representative for Latin America and the Caribbean.
  • Serves as UNIDO’s focal point for South-South and triangular cooperation of Member States, including within the United Nations system through fora such as the UN South-South Cooperation Day, the UN High-level Conference on South-South Cooperation).
  • Leads the work of UNIDO’s Gender Equality & Empowerment of Women Unit in promoting and mainstreaming gender equality and empowerment of women across UNIDO’s external programmes and ensuring that UNIDO’s internal management policies and practices are gender responsive,
  • Advise the Director General on matters of Industrial Policy and Multilateral Trade, including responsibility for overseeing UNIDO’s Research & Statistics function,
  • Develop engaging reports on UNIDO success stories in the implementation of its mandate, and in collaboration with UNIDO’s communications function, ensure dissemination of such reports to target audiences through modern communications approaches.

Generic:

  • Provide strategic advice to the Director General in all aspects of the mandates of the Directorate and Offices.
  • Advise and contribute to the development, implementation and monitoring of organizational strategies, policies and initiatives in line with the guidance of the Director General.
  • As a member of the Leadership Board, contribute to achieving the organization’s strategic goals by reporting on activities undertaken, new developments in own work and seizing opportunities by making innovative proposals and advancing new initiatives, including in cooperation with other Directorates.
  • Ensure participation of the Directorate in relevant decision-making committees, task forces, and working groups to be established throughout the Organization.
  • Following a consultative approach with other organizational entities, ensure that the work programmes of the Directorates and Offices are closely aligned.
  • Enhance the connection and collaboration between headquarters and field offices to strengthen the efficiency of organizational operation and programme execution.
  • Provide leadership, coaching and mentoring to teams under their supervision,
  • Manage allocated resources to ensure optimal impact and efficiency, including through ensuring effective collaboration and coordination within and across teams under their management and other organizational entities.
  • Promote effective and inclusive leadership and management across the Directorate, ensure accountability for achievement of performance standards through consistent application of UNIDO’s performance management framework.
  • Actively promote and ensure delivery of results on prioritized management related themes in the Directorate – including promoting a professional and inclusive working environment, gender equality and a diverse geographical representation
  • Be accountable for results in line with the IRPF at the level of the Directorate or Offices, manage risks of its operations, and ensure the accuracy and quality of the information used, to monitor and report on its progress and achievements to Management and Member States.
  • Oversee and ensure implementation of relevant recommendations made by oversight bodies, independent evaluations and external/internal auditors.
  • Represent the Director General, as and when requested.
  • Undertake other tasks delegated by the Director General.

IV. Minimum Organizational Requirements

Education: Advanced university degree in any of the following disciplines: Science, Engineering, Management, Economics or field relevant to the mandate of Directorate, is required.

 

Experience:

A minimum of fifteen (15) years of progressively responsible work experience in dealing with matters related to economic transformation through industrial development or specifically related to the mandate of the office is required, of which eight (8) years should preferably be at the international or inter-governmental level, including experience in leadership roles.

Experience in leadership, high level negotiations and dealings with multilateral stakeholders, requiring sound political judgement and sensitivity, is required.

 

Languages: Fluency in written and spoken English is required. For this position, fluency or strong working knowledge of Spanish is highly desirable.

NOTE: UNIDO professional level applicants are required to have served at least one year in their current position, if applying for a higher-level position. However, the seniority-in-grade requirements for applying for higher level positions, as per paragraphs 18 and 78 of the HRMF, have been waived.
