This position is part of the U.S. International Development Finance Corporation (DFC), Office of Development Policy (ODP), Environmental & Social (E&S) Risk Assessment Division. The Managing Director supervises a team responsible for monitoring DFC’s active projects for E&S statutory and policy compliance; developing reporting and incident tracking frameworks; and managing E&S compliance and performance dashboards that contribute to the development of DFC’s learning agenda.

Major Duties:

  • Serves as a first level supervisor, leading the Environmental & Social (E&S) Monitoring Team.
  • Oversees development of the Agency’s overall environmental and social risk and impact monitoring strategy, as well as the Monitoring team’s annual work plan and goals.
  • Establishes metric and analysis systems to assess efficiency, effectiveness, and compliance with relevant environmental and social risk policies and procedures; develops and manages dashboards of overall environmental and social risk and impact monitoring data, such as overall portfolio compliance and performance.
  • Establishes and oversees a reporting framework for internal and external reporting of compliance and performance status on environmental and social risk and impact monitoring data.
  • Establishes and oversees a framework for incident tracking and reporting.
  • Coordinates with other DFC monitoring functions, including DFC’s Office of General Counsel, Office of Financial and Portfolio Management, and ODP’s Development Impact Division to support overall project compliance, identify cross-cutting monitoring goals, and share monitoring results and lessons learned.
  • Engages with Congressional and other external stakeholders with respect to environmental and social risk and impact monitoring matters.

Qualifications:

Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.

You may qualify at the GS-15 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-14 grade level in the Federal service that demonstrates your ability to 1) Design environmental and social monitoring systems and/or dashboards; 2) Develop or implement procedures for corrective action and/or other project follow-up actions and documentation related to environmental and social performance, including escalation of non-compliances and serious incidents; 3) Develop and implement programs for communicating environmental and social monitoring outcomes to a variety of audiences, from project proponents to external stakeholders and decision-makers; and 4) Lead, train and/or mentor others.
