This Marine Fisheries Northern District Manager works directly with the Fisheries Management Section Chief to assure all goals and objectives for the district and section are completed. The district manager is responsible for the following essential duties in the Northern portion of the state: direct supervision of three Biologist Supervisors and oversight of all biological data collection programs and section activities in the Northern District; serve as mentor on various fishery management plans (FMP’s) and oversee development and implementation of all FMP’s; assist with development of management recommendations; draft proclamations for management; assist with rafting/issuance/review of various section permits; serve as contact and spokesperson for the Division at the District level involving extensive contact with fishermen, dealers, other state and federal agencies and the public; represent DMF on Atlantic States Marine Fisheries Commission and federal council committees as/if requested; serve as Rules Advisory Team member as/if requested; serve as staff on various Marine Fisheries Commission and Fishery Management Plan Advisory Committees including co-lead for the Northern Advisory Committee; providing management recommendations for the Northern District and the Fisheries Management Section.
Key Responsibilities:
- The Marine Fisheries District Manager sets priorities and has responsibility for each work unit within the district, including the various lead biologists who implement the biological monitoring and section management programs for various species of finfish and shellfish and who propose sampling designs and initiate projects in response to data needs.
- The Marine Fisheries District Manager position is responsible for gathering input from staff, other scientists, enforcement officers, fishermen and dealers and making management and policy recommendations concerning the district to the Fisheries Management (FM) Section Chief.
- The DM will draft and/or review documents including federal grant reports, federal Council or Atlantic States Marine Fisheries Commission (ASMFC) FMPs, North Carolina state FMPs, North Carolina Coastal Habitat Plan, management petitions, and other administrative or issue-oriented memos and reports.
- The DM directly supervises the Biologist Supervisor(s) in the Northern District and is accountable for all FM activities in the Northern District, including managing operations, such as planning for sampling requirements, scheduling activities, equipment, and safety.
