The Argentina Country Office (CO) has a strong PFP component that contributes to cover 100% of the Other Resources (OR) required to implement the Argentina Country Programme. Over the last 10 years the CO also raised funds to contribute to Global Regular Resources (RR), Regional Thematic Funds (RTF), Emergencies (OR-E). The total income generated by PFP has been growing from AR$ 240 million in 2015 to more than AR$ 1.170 million in 2021, representing an increase of almost 733% in local currency.

Most of the income growth came from the successful implementation of pledge prospecting campaigns and the development of a large base of regular pledge donors to UNICEF retained and upgraded through a donors’ journey plan. In 2021 individual giving campaigns, recruited more than 19.000 pledge donors solely, and by the end of 2021 the House List will have more than 243.000 regular pledge donors, who contribute with flexible funds for our local cooperation program as well as for regional and global needs.

Taking into consideration the growing size and complexity of the individual donor’s operation and the evolution and relevance of the data protection policies and standards, strengthening donor data security procedures and monitoring mechanisms is an urgent issue to address.

ACO recommends to strengthen the Section of Direct Marketing to ensure the implementation of data security procedures and market standards by establishing a GS6 – Database Associate, under the close supervision and guidance of the NOC – Direct Marketing Specialist.

Under the general supervision and leadership of the NOB – Database Officer will be in charge of the donors’ database management and the data security plan in compliance with UNICEF rules and industry practices and ready to support DM marketing campaigns implementation in a cost-efficient and secure way.

Key functions, accountabilities, and related duties/tasks:

• Generate a complete system of periodic reports with updated information to support decision making in the individuals fundraising operation.
• Database security and confidentiality procedures, directives and instructions effectively established in concordance with the organization’s guidelines and regulations
• Provide help, support, and assist with capacity building and knowledge management
• Ensure that administrative tasks and responsibilities are effectively carried out and delivered.
• Monitoring provider’s practices and industry trends

Minimum requirements:

Education:

• Completion of secondary education is required, preferably supplemented by technical or university courses related to the field of work.

Skills:

Knowledgeable of the following topics is required: 

• Computer Skills: Fluent in MS SQL (DML and DDL), Python and core libraries to manipulate data (e.g.: Pandas), Power BI, Advanced MS Excel user (Graphics, Pivot Tables, Advanced Functions, Integration with other Databases sources, VBA, Macros and automation), MS Access. Tools: MS SQL Management Studio, MS Office, MS VBA. Visual Studio/Visual Code

Knowledgeable of the following topics is desirable:

Database Knowledge:

• SSRS, MS SQL Report Builder, SQL Integration Services, Web Literacy: Knowledge of HTML and CSS, MS Visual Studio, STFP/FTP Clients, JavaScript, C#, Webhosting Administration (domains, TLS Certificates, MySQL and PostgreSQL Databases, Open-Source CMS), Web Services, API’s and CMS Avaya is an asset. 

Work Experience:

• A minimum of 6 years of relevant work experience in systems, database management, computer science, software engineering, information technology management, and/or any related field.

Language Requirements:

• Fluency in Spanish and English required
