Job Title: MDTF Project Lead

Required Number: Two (2)

Country and Location Juba, South Sudan

Contract Duration: 12 months

Level of Safeguarding risk: Medium – the person will have limited contact with children but will have contact with vulnerable people during his/her work

Reports to: Programme Director

General Description of the Programme:

GOAL, an International Humanitarian Non-Governmental Organization (INGO) with a presence in South Sudan since 1985 and has been responding to the ongoing crisis since 2013; with a focus on responding to needs in health, nutrition, WASH and Food security and livelihood. GOAL in South Sudan implement emergency, early recovery and development focused programs through a multi-sectoral programs approach in all the sites including Greater Upper Nile and Abyei Administrative Area—while our resilience-building programmes in Upper Nile State focus on food security and livelihoods. GOAL plans to expand its work to support MoH in delivery quality health care under the Multi Donor trust funds (MDTF in two Lots, Lot 22 in Ulang and Nasir and Lot 24 in in Gogrial East, Gogrial West , Twic Counties and Abyei Administrative Area.

The HSTP aims at setting up implementation arrangements for the delivery of the Basic Package of Health and Nutrition Services (BPHNS- in all 10 states and 3 administrative areas of South Sudan. The integrated services will be delivered through the hospitals, Primary Health Care Centres (PHCC), Primary Health Care Units (PHCUs), and Boma Health Initiative (BHI- Government Community Health Strategy) structures. The delivery of services through these levels will require an enabling environment- both social and environmental- and a functional infrastructure that is well-maintained and supported. The delivery of services will require well-trained, supervised, and supported human resources and the availability of essential medical commodities and supplies. While the new implementation arrangement will involve the BHI as a service delivery platform, priority will be given to the potential role of the platform on prevention and demand generation supported by an effective referral system from the communities and primary health care facilities to the hospitals.

The Ministry of Health is critical in providing overall leadership and guidance for health services delivery at all levels, with the Health Sector Strategic Plan (HSSP) 2023-2027 as the guiding principle.

GOAL South Sudan will be working with MoH at the level of the County, State and Administrative Area to support the County Health Departments in Twic, Gogrial East, Gogrial West and Abyei (lot 24) and Ulang and Nasir (lot 22) under this funding.

GOAL South Sudan is therefore seeking highly motivated, self-driven and proactive individuals (2) to work as the MDTF Project Lead in Juba. Each of the candidate will oversee one of the MDTF lots, Lot 22 (Ulang and Nasir) and Lot 24(Twic, Gogrial west, Gogrial East and Abyei).

Job Purpose

The MDTF Project Leads (MDTF Coordinator) will have direct management and coordination of all project activities and staff of the his or her assigned Lot . S/he will be responsible for technical leadership, administrative oversight of the project, and implementation of project deliverables of the lot. S/he will manage the Lot Coordinators, Monitoring and Evaluation Manager, Finance Manager and will engage closely with County and state MOH officials and representatives and will ensure quality, timeliness, and efficiency of all products and activities generated under the grant for that lot. The MDTF Project Lead is expected to have strong leadership qualities and depth and breadth of technical expertise, as well as project management, monitoring and evaluation, and budget management skills.

The candidate will also be required to have partnership management skills. S/he will be responsible for the management of relationships with all government bodies and other implementing partners and ensure that coordination is effective for efficient implementation of the project and achievement of deliverables

Overall Objectives of Role

To coordinate and oversee the implementation and monitoring of the MDTF programme for either Lot 22 or Lot 24

Overall Key responsibilities

  1. Programme Management
  • Coordination the support to SMOH and CHD to take greater leadership roles over the HSTP implementation in the GOAL supported Counties and Administrative Area(s)
  • Coordination with other partners that are key to the smooth implementation of the of the HSTP project, coordinate with the national ministry of health.
  • Support the team to facilitate a process that helps cultivate and build the leadership and ownership roles of SMOH and CHD with a focus that includes but not limited to facilitating the development of state / County led annual implementation plan
  • Direct line management of the Lot Coordinators, MEAL manager and Finance manager
  • Work with team members to develop an implementation plan for each County/ Administrative Area and monitor the execution of these plans on a frequent and regular basis.
  • Work with the Lot Coordinator to coordinate drugs rotation with drugs monitoring committee, which includes the county, county health department, commissioners’ offices, and community health committees.
  • Ensure minimum standards and enabling environment for the provision of integrated health services in the supported health facilities, including maintenance, operations, cleanliness, security, sanitation, hygiene, and social safeguards in line with UNICEF.
  • Work with the relevant team members and stakeholders to develop and regularly update supplies distribution plans. Ensuring that each County team is monitoring stock levels at all the health facilities and distributing supplies based on needs and ensuring there is no stockout.
  • Ensures that all procurements are planned well in advance to support timely delivery of project activities within budget and that the projects achieve targets as agreed with MDTF; and that any deviations are flagged and escalated as appropriate.
  • Have overall responsibility of managing the budget making sure spending is in line with what is agreed with the donor; working with the finance manager to ensure that there are no over spent and burn rates in line with implementation time lines
  • Serve as the main liaison between GOAL and the project implementation Unit of UNICEF (donor)

2**. Relationship Management**

  • Serve as the main liaison between GOAL and the project implementation Unit of UNICEF (donor)
  • Work closely with Lot Coordinator, and other senior members of the field team, to assess, plan and roll out CHD/SMOH capacity building in line with the Government of South Sudan Health Sector Transformation plan.
  • Work closely with other technical coordinators to plan for programme development and contribute to the overall growth and strategy of GOAL South Sudan
  • Closely coordinate and work with the state ministry of health, and the county health department staff – ensuring that work plans developed are jointly done and reviewed.
  • Work closely with Area Program and Operations Coordinators to follow up on day-to-day implementation of project activities.
  • Work with the CHD/SMOH to develop ToR for all the MoH staff receiving incentives that each staff should sign so that each staff has a reference document that can be used in terms of performance management.

3. Procurement

  • Together with the Lot Coordinators develop procurement plan for individual counties and maintain a consolidated plan and work in close coordination with the procurement team to make sure this is regularly update;
  • Follow up with both the field teams a and the Juba base procurement and logistics team on ongoing procurement making sure unnecessary delays are avaioded and flag to SMT any delays that might affect to programme delivery ..
  • regularly review ongoing procurement and planned activities and update procurement plan is updated.
  • ensure request are raised with the lead time of procurement level that is involve to minimize delays in the implementation of critical components of the project
  • use the weekly stock report to monitor supplies, materials, and other stock in the different stores and work with the team to plan distribution of items so that things are delivered to the last mile timely

4. Reporting:

  • Take the leadership role to ensure that all programme reports are prepared of high quality and reporting time lines are respected. All donor reports should be submitted at least 15 days before their due date to the donor to allow for quality checks and review by both in country and HQ teams.

Ensure that any challenges are flagged as and when they occur and also document in the month or quarterly reports and make contacts to schedule meetings to discuss the challenges base on their urgency. Work closely with the MEAL Co and the MDTF MEAL manager to ensure that all county data is entered into the DHIS/ NIS in a regular timely manner.

  • In close coordination with the finance team ensure that financial reports are produce and are in line with grant expenditure
  • Coordinate response to all queries on both narrative and financial reports is done in a timely manner.

5. Budget monitoring and Management:

  • Monitors the budget on an ongoing basis comparing the forecasts closely with the expenditures. Ensures deviation to spending is flagged and solutions sought to ensure GOAL’s forecasts and expenditure are within the allowed variance to avoid GOAL being penalised.
  • Work with field teams to develop spending plans in line with budget and track expenditure to ensure there are no over and underspending. This should not be dependent on BMTs.
  • Work closely with the Finance Manager (Juba level) to produces monthly budget monitoring tools (BMTs) for effective budget management. Review transaction listing and flag any wrong coding with finance so that the necessary correction is done.

Make sure that all project requests are in line with agreed lines and regularly work with other approvers/ authorizers to ensure the same timelines.

  • Work with the Lot Co and County level team to regularly review county by county budget and spending.

6. Human resources:

  • Ensures that all project staff are working in accordance with their Job descriptions.
  • work with the lot Coordinators and Couty GOAL teams to ensure that there are no ghost workers in the CHD/SMOH/ Hospital workers list for incentive
  • in close collaboration with the relevant CHD/SMOH/ Hospital heads, ensure that staff are designated according to their qualifications.
  • Develop a system that will ensure that no one is receiving double payment for incentives
  • Directly line manages Finance manager and the Lot Coordinator.
  • Engage with direct supervisees to develop quarterly objectives and hold regular(monthly) meetings to discuss progress.

7. Monitoring, Evaluation, Accountability and Learning:

  • In coordination with the MEAL Coordinator based in Juba, ensure that the initial baseline surveys/assessment are conducted covering all the counties in both Lots.
  • Work with the MEAL team to ensure that IPTT is developed for the project clearly indicating targets for each county and lot.
  • Support the Lot area teams to collect the data digitally and analyse the same for use during the monthly reporting.
  • Work with the MEAL team to ensure that all indicators chosen for the program are realistic and are being collected and monitored by relevant staff.
  • Work with the relevant team members to plan and conduct quarterly joint supportive supervision with SMOH and monthly supervision by CHDs.
  • Organize and facilitate quarterly review of performance, identification of bottlenecks and microplanning of corrective solutions by CHDs, and Bi-annual review meeting organized by SMOH with the participation of all CHDs within each state.

Key Performance Objectives

  • Manage HPF project to ensure contractual obligations are adhered to and in particular budget management and reporting requirement for all key performance indicators.
  • Develop, revise, and update project budgets and workplans for Lot 18. Ensure high level of program quality and achievement of project objectives/results through effective monitoring, implementation, reporting, and learning.
  • Represent GOAL by regularly participating at the relevant sector coordination/cluster meetings to raise the profile of the organization.
  • Provide technical leadership and strategic guidance in the development, implementation, monitoring and learning from health and nutrition projects and programs.
  • In collaboration with the M&E team design and implement an information management and reporting system to ensure timely reporting of key performance indicators to HPF.

Requirements (Person Specification):

Essential

  • Msc. in Public Health
  • Experience in programme management.
  • Knowledgeable on Health systems strengthening – all WHO pillars in county health department capacity development support.
  • Experience working in South Sudan for a minimum of two years.
  • Excellent knowledge on rules and regulations governing implementation of UNICEF and other donors
  • Self-starter and able to work under undue pressure to accomplish program needs,
  • Computer literate: proficiency in Ms Words, Excel, Outlook, and Data Base required.
  • Good in training and facilitation – with excellent adult training and facilitation skills (preferably with TOT and TOF)
  • An excellent negotiator with experience liaising with County Health Departments, State Ministry of Health, donors and GOAL.
  • Staff management experience and skills

Desirable

  • Culturally sensitive and empathic to others, with a ‘can do’ attitude.
