Overview:
Iraqi Institution for Development (IID) is an independent Iraqi non-governmental organization dedicated to supporting vulnerable communities through integrated humanitarian, recovery, development, and stabilization programs across Iraq. IID works in close coordination with government institutions, UN agencies, international donors, civil society organizations, and local communities to promote sustainable development, resilience, protection, and social cohesion.
IID implements programs in the sectors of livelihoods, small and medium business development, entrepreneurship, artificial intelligence (AI) and digital innovation, agriculture, climate change adaptation, legal support, health, education, mental health and psychosocial support (MHPSS), protection, Gender-Based Violence (GBV), Conflict-Related Sexual Violence (CRSV), prevention of violent extremism (PVE), community stabilization, women and youth empowerment, governance, institutional strengthening, social cohesion, emergency response, research, capacity-building initiatives, and community-based recovery programs.
IID also supports government coordination and institutional strengthening through technical assistance, policy development, research, assessments, service mapping, community engagement, monitoring and evaluation, and evidence-based programming to improve long-term recovery and sustainable development outcomes across Iraq.
The Iraqi Institution for Development (IID) is seeking a qualified and experienced Monitoring & Evaluation (M&E) Officer to support the implementation, monitoring, reporting, and quality assurance of IID projects across Iraq. The M&E Officer will work closely with the Program Director, PDQ Coordinator, Project Managers, Grants Team, and field teams to strengthen monitoring systems, ensure data quality, support assessments, and contribute to proposal development and program improvement.
The M&E Officer will report directly to the PDQ Coordinator and Program Director while maintaining close coordination with Project Managers and field implementation teams. The position requires regular field visits across Iraq, with approximately 50% travel to project locations, camps, communities, and partner sites.
Key Responsibilities
- Support the development and implementation of M&E plans, tools, indicators, and reporting systems for IID projects.
- Conduct regular field monitoring visits across Iraq to ensure project quality, accountability, and compliance with donor requirements.
- Support the Program and Grants teams in proposal writing, logical frameworks, indicators development, needs assessments, baseline studies, and data analysis.
- Lead and support needs assessments, rapid assessments, surveys, service mapping, and other assessment activities required for projects and proposals.
- Conduct micro-monitoring activities, particularly for cash distribution and cash assistance projects, ensuring transparency and accountability.
- Ensure proper data collection, verification, storage, analysis, and reporting mechanisms are implemented across all projects.
- Develop and improve IID’s M&E systems, databases, tracking tools, and reporting mechanisms.
- Provide capacity-building sessions and training for staff on M&E tools, data collection methods, reporting standards, accountability, and information management.
- Support the preparation of internal and donor reports, including weekly, monthly, quarterly, and final reports.
- Coordinate closely with Project Managers and field teams to track project progress against indicators and targets.
- Ensure lessons learned, best practices, challenges, and recommendations are documented and integrated into program improvement processes.
- Support accountability and feedback mechanisms, including complaints and response systems when required.
- Participate in coordination meetings, workshops, field missions, and donor visits when needed.
- Ensure compliance with IID policies, donor regulations, safeguarding standards, and confidentiality requirements.
- Perform any additional M&E-related tasks assigned by the PDQ Coordinator or Program Director.

- A bachelor’s degree in Monitoring & Evaluation, Development Studies, Social Sciences, Statistics, Economics, Public Policy, Information Management, Public Health, Agriculture, Law, Business Administration, or a related field is required. A master’s degree in a relevant field is preferred and considered an advantage.
- Minimum of 7–10 years of professional experience in Monitoring & Evaluation within NGOs, humanitarian, development, UN agencies, or international organizations.
- Proven experience in monitoring and evaluation, particularly in humanitarian and development projects across Iraq.
- Demonstrated understanding of M&E methodologies, including experience in designing M&E frameworks, developing indicators, logical frameworks, and implementing M&E plans.
- Strong experience in conducting needs assessments, baseline studies, rapid assessments, service mapping, surveys, post-distribution monitoring (PDM), and data verification activities.
- Experience in micro-monitoring activities, particularly in cash distribution and cash assistance projects, ensuring accountability and transparency mechanisms.
- Proven experience in proposal development and supporting Programs and Grants teams in designing M&E frameworks, indicators, and reporting systems.
- Strong experience in data collection, analysis, reporting, and information management.
- Experience in developing, improving, and managing organizational M&E systems, databases, tracking tools, dashboards, and reporting templates.
- Ability to train, mentor, and build the capacity of staff on M&E systems, accountability, data collection methodologies, and reporting requirements.
- Proficiency in data management and statistical software, including Microsoft Excel, SPSS, STATA, Power BI, Kobo Toolbox, ODK, Google Forms, Microsoft Forms (MS Forms), Activity Info, GMS platforms, and other M&E information management systems and reporting platforms.
- Experience with database management systems and donor reporting platforms is highly preferred.
- Strong analytical skills with the ability to interpret complex quantitative and qualitative data and generate actionable recommendations.
- Ability to apply statistical and analytical methods where required.
- Excellent communication skills, both written and verbal, with the ability to prepare clear and professional reports, presentations, dashboards, and communication materials.
- Ability to effectively communicate technical information to project teams, donors, government stakeholders, and beneficiaries.
- Strong project management and coordination skills with the ability to manage multiple tasks, prioritize workload, and meet deadlines under pressure.
- Experience coordinating and collaborating with multidisciplinary teams and stakeholders to achieve project objectives.
- Understanding of conflict sensitivity principles and the ability to work effectively in conflict and post-conflict environments.
- Strong cultural awareness and sensitivity with the ability to work collaboratively with diverse communities and stakeholders.
- Willingness and ability to travel extensively across Iraq, including field visits up to 50% of the time.
- Fluency in English and Arabic, both written and spoken, is required. Knowledge of Kurdish is considered an advantage depending on project location and operational needs.
- Knowledge of donor regulations, humanitarian standards, safeguarding, PSEA principles, and accountability mechanisms is considered an asset.
