Context Presentation
Un Ponte Per (UPP) is an Italian NGO established in 1991. It started its activities as “Un Ponte per Baghdad”, in the aftermath of the first Gulf war, with the aim of organizing solidarity initiatives in support of the Iraqi civilian population. In subsequent years, UPP missions expanded to include Serbia and other Middle Eastern and Mediterranean countries. The NGO aims at preventing armed conflicts, protecting human rights and supporting local civil society, especially in the Middle East, by promoting the nexus between its humanitarian, peacebuilding and development programs.
The project aims to enhance access to protection services for vulnerable refugees and host communities in Amman, Irbid and Zarqa through improved social services and community involvement. It focuses on basic social support like case management, mental health, and safe spaces, while also training local partners in protection and inclusion.
Job Overview/Summary
Under the supervision of the Program Manager (PM) and in coordination with field teams, the M&E Officer develops, maintains, and strengthens the program’s Monitoring, Evaluation, Accountability and Learning process improving its effectiveness, quality and accountability. The M&E Officer will be responsible for the following major tasks:
- Overseeing data collection, analysis and reporting on performance indicators in line with UPP’s integrated data management and M&E system;
- Establishes monitoring systems to reinforce the program’s progress including specific data collection methods for gender and vulnerable populations;
- Contributing to the establishment, monitoring and evaluation of accountability to affected populations systems, including community feedback and complaints response mechanism (CRM) in coordination with field teams;
- Supporting program evaluation plan, including mid-term and real-time and final evaluation;
- Coordinating and submits monthly reports to the HQ, contributes to quarterly and ad-hoc reporting;
- Coordinating with program team;
- Leading in operational decision making to manage the various components of the program’s M&E plan;
- Supporting PM in response to donors’ requests and/or changes in the operating environment to update or revise expectations as necessary;
- Supporting the PM in the implementation of feedback and assessments from program evaluations to inform changes in project approaches;
- Conducting regular data quality assessment on validity in line with UPP’s and donor’s requirements;
- Participating in training on M&E program components;
- Providing training in M&E to UPP and partner teams in data collection, analysis.
ESSENTIAL REQUIREMENTS:
- At least two years of experience in designing, managing and implementing results-based M&E activities;
- Bachelors’ degree in social sciences, economics, international development, evaluation research, statistics, or a related field;
- At least two years of experience analysing quantitative and qualitative data;
- Experience in working with an international development organization and knowledge of reporting procedures, best practices, guidelines and tools for monitoring and evaluation, including impact evaluation;
- Experience working in an M&E role on emergency programs;
- Excellent written and verbal communication skills;
- Exceptional organisational skills and ability to meet deadlines;
- Relevant computer software skills with proficiency in Excel, KoBo and other data management systems;
- Excellent oral and written English and Arabic.
UPP requires criminal background check certificate (released max 3 months before the date of job offer) to confirm a job offer. DESIRABLE REQUIREMENTS:
- Experience in main donors funded projects (EU, UN, USAID, AICS, etc.);
- Experience in emergency projects;
- Experience in M&E protection and protection mainstreaming indicators;
- Knowledge of the Middle Eastern context and relevant local actors;
- Knowledge of Italian.
