JOB SUMMARY
JOB PURPOSE:
Under the direct supervision of the MEAL officer (Line manager), the MEAL associate will be responsible for implementing and coordinating all monitoring activities and aspects, this includes, implementation of the collection, analysis, and reporting of data as required. Implementing MEAL tools; implementing data collection activities, utilizing technological hardware and software for data collection; and preparing reports, data, and complaint mechanisms for IRW projects in Bab Alhawa. To ensure that existing systems are used properly and proactively contribute to improving and enhancing these systems when gaps or weaknesses are identified and close monitoring of the context. The MEAL associate will also work closely with the MEAL officer (Line manager), the Area supervisor, the Program team, and partners as well to identify monitoring and reporting needs. The MEAL associate will be based in the Bab Alhawa Office – Syria, frequently traveling to the project’s sites in other sub-offices.
RESPONSIBILITIES:
- Monitor the projects’ activities by setting a smart plan that operationalizes the monitoring plan/ Performance Monitoring Framework (PMF) and other documents e.g. DIP and output using the assigned tools.
- Collecting the required data for the projects using the tools identified in the Monitoring Plan/Performance Monitoring Framework (PMF).
- Effectively and efficiently managing monitoring teams, enumerators, etc.
- Prepare regular and other periodic reports according to the reporting schedules and within the quality required.
- Contributing to the lessons learned process by collecting and recording the lessons learned from the related staff regularly using the agreed mechanism and sharing it with the line manager when demanded.
- Assist the MEAL officer (Line manager) adjusts specific activities in the response if the monitoring data indicate that the support provided is not meeting quality standards or is not as effective as it could be in responding to priority community needs.
- Assist the MEAL officer (Line manager) in communicating any significant changes in the response to stakeholders, including community members, and local stakeholders.
- Planning field activities and collecting information related to “IRW emergency interventions” from monitoring sites and other sources.
- To use participatory methods and approaches for monitoring and discussing with beneficiaries and community leaders.
- Assist the MEAL officer (Line manager) in ensuring the functionality of beneficiary Accountability and Complaint mechanisms and contribute to ensuring that the complaints and feedback mechanisms have been implemented as per IR policies and procedures by ensuring that the CRM elements are available, and the various stakeholders have full access to the CRM.
- To participate in needs assessments, surveys, and other assessments in collaboration with IRW-relevant local partners and NGOs.
- To participate in staff meetings and to give suggestions on setting field questionnaires.
- To work in coordination with the team and other concerned parties including IRW projects’ teams to maintain regular exchange of information.
- To carry any other assigned tasks compatible with the job description when requested by the MEAL officer (Line manager).
Others This involves:
- Participate in core team activities.
- Represent the field office in coordination meetings and any other meetings as requested
- Providing regular feedback to the MEAL officer (Line manager), and the country office.
- Assist in the documentation of the project meetings/workshops.
- Support in collection of project stories, reports, lessons learned, good practices, photos and case studies.
Language Skills
- Arabic language must be fluent “writing, reading, and speaking”
- English language must be good “writing, reading, and speaking”
Qualifications and Experience
- University degree, institute certificate or university student in relevant fields.
- At least 3 Years relevant experience of MEAL or M&E with NGOs.
- Work experience in food security, livelihood, WASH, education, community driven development projects, recovery programs or relevant field.
- Demonstrated experience in developing assessment tools (e.g. questionnaire, focus group discussions).
- Competency in the use of statistical packages like Excel, Kobo, SPSS and Epi-Info.
- Strong understanding of the Logical Framework Analysis (LFA) as well as capacity to develop and analyze problem and make strategic decision.
- Strong ability to work with team and work independently and meet tight deadlines.
- Strong interpersonal and communication skills, teamwork, flexibility, innovation and leadership skills.
- Previous experience in conflict area will be an asset
- Previous experience with Islamic relief will be an asset.
- Experience in the usage of computers and office software packages, experience in handing web-based management system.
General Skills
- Experience in working in emergency or development field, ideally with NGOs.
- Ability to gather information and present in a report
- Experience on monitoring methodologies.
- Proven experience in working with participatory methodologies.
- Good understanding of humanitarian sector.
- Good oral and written reporting skills.
- Good communication skills and willingness to work in team.
