The Ukrainian Red Cross Society (URCS) and the Norwegian Red Cross (NoRC) are integral components of the Red Cross and Red Crescent Movement (RCRC), the world’s largest humanitarian network. The core mission of the URCS is to assist vulnerable populations and enhance community resilience to prevent and address humanitarian and social crises. Similarly, the NoRC is dedicated to alleviating human suffering, preserving life and health, and upholding human dignity, particularly during armed conflicts and other emergencies.
We aim to enhance the Monitoring, Evaluation, Accountability, and Learning (MEAL) processes for projects supported by the Norwegian Red Cross in Ukraine. Therefore, we are seeking a MEAL Coordinator for a 6 months assignment. This role will support our Country Office staff and strengthen the accountability and monitoring of projects funded by the NoRC.
Strategic and misson specific responsibilities
1. Conduct a needs assessment and outcome monitoring related to health, cash and protection in the regions where Norwegian Red Cross supports the Ukrainian Red Cross.
The assessment aims to collect and document data on the needs of the affected population while evaluating the impact of previous interventions in the specified locations. By providing insights into the context, humanitarian needs, and provision of key recommendations, this assessment seeks to promote informed decision-making and contribute to effective programmatic design.
Methodology: The needs assessment and outcome monitoring will adopt a mixed-methods approach, integrating both quantitative and qualitative data collection techniques to ensure a comprehensive understanding of the target group’s needs and the impact of ongoing interventions.
– The combination of both data types should provide a holistic view of the needs and outcomes. The integration will involve triangulation, where the results from the quantitative data will be compared and validated with the qualitative insights and secondary data. This will ensure the findings are comprehensive, reliable, and contextually grounded.
Data collection tools: In each location, the assessment will include one survey, three key informant interviews (KIIs), and two focus group discussions grouped per gender (FGD).
2. Develop a MEAL strategy for the projects supported by Norwegian Red Cross (in close cooperation with the Planning, Monitoring, Evaluation and Reporting (PMER) department of URCS).
– Ensure all projects have a Theory of Change, baseline data, relevant indicators, adequate monitoring tools and a process that allows for learning and improvement.
– Conduct MEAL trainings for the project teams.
– Develop the capacities of 1-2 CO team members to take over the MEAL portfolio and implement the MEAL strategy.
3. Review the project monitoring tools – in close cooperation with the Planning, Monitoring, Evaluation and Reporting (PMER) department of URCS
– Review all existing project monitoring tools used by the teams, both NoRC and URCS monitoring tools and assess whether those capture adequate information to be able to report on outcome indicators and whether the tools are useful and used to reflect on how to improve ongoing projects.
– Design new project tools, in cooperation with the PMER department of URCS, as needed.
– Ensure the project team know how to use the monitoring tools and how to make sense of the data to improve the projects.
Collaboration
– Engage and work closely with URCS Planning, Monitoring, Evaluation and Reporting (PMER) department.
– Engage and work closely with NoRC project team in Ukraine and especially the Head of Health, the Deputy Country Manager and the Senior Communication and Reporting Officer.
– Engage and work closely with the International Federation of the Red Cross (IFRC) and other Partner National Societies in country.
– Work closely with the Deputy Regional Representative and the Results Management Coordinator in the Europe Regional Office of the Norwegian Red Cross (based in Oslo).
– Update the Head of Health in Ukraine and the Deputy Regional Representative in Oslo every week on progress.
Education
– University degree(s) at post-graduate level in relevant fields of study
– Minimum 5 years of work experience within Monitoring & Evaluation in health/ humanitarian/ development programme.
Experience
– Experience at relevant area 4-5 years;
– Demonstrated experience in planning and implementing in needs assessment, outcome monitoring and/or final project evaluations required, inclusive of competency and track record in managing quantitative and qualitative data collection methods and analysis.
– Knowledge and experience of working with the Red Cross Red Crescent Movement is preferred.
