General Description of the Programme:

SENED is an independent, non-governmental, non-profit organization licensed and registered in Türkiye with the number 27-15-175. SENED Organization was established shortly after the Syrian Nakba and in response to the suffering of millions of Syrian refugees in Turkey as well as internally displaced people in Syria, to alleviate suffering, achieving justice, equality, and freedom, strengthening the role of civil society, and supporting and developing the local community. SENED works in the humanitarian work sectors to support, empower, and educate the community through several programs, takes exceptional care of people with disabilities and their families and defends their issues.

SENED Association emphasizes creating safe, accessible, and participation-encouraging living conditions for individuals’ emotional, intellectual, physical, and social development by focusing on people with disabilities. Beyond the medical perspective on disability, it tries to find solutions to the problems faced by disabled people with a holistic perspective by considering the disabled people, their families, and the society they live in, focusing on the conditions they experience. SENED Association aims to create a safe and supportive environment and space by conducting family-oriented activities to help disabled individuals and their families become stronger, discover their potential and stand by with their children. By collecting data on refugee-disabled people and identifying problems and needs, SENED strives to ensure harmony between disabled refugees and local people with a voluntary, professional team and a community-based approach. All activities, education, research, advocacy, etc., are carried out on platforms created by local and disabled refugee people.

Job purpose:

• The purpose of a MEAL Coordinator position is to ensure effective planning, implementation, and evaluation of programs or projects within an organization. MEAL Coordinators play a crucial role in ensuring that programs are meeting their intended goals and objectives, are being implemented efficiently, and are accountable to stakeholders, including beneficiaries, donors, and the community.

Duties, objectives, and competencies:

Duties:

· Develop MEAL Framework: Design and develop comprehensive Monitoring, Evaluation, Accountability, and Learning frameworks, including indicators, data collection tools, and reporting mechanisms.

· Implement Monitoring Systems: Establish and manage systems for routine monitoring of program activities and progress, ensuring data quality and accuracy.

· Conduct Evaluations: Plan and conduct evaluations, including baseline, mid-term, and end-line assessments, using appropriate methodologies such as surveys, interviews, focus groups, and participatory approaches.

· Data Analysis: Analyze quantitative and qualitative data collected through monitoring and evaluation activities, and synthesize findings into actionable recommendations for program improvement.

· Reporting: Prepare timely and accurate reports on program progress, results, and impact for internal and external stakeholders, including donors, partners, and government agencies.

· Capacity Building: Provide training and support to staff and partners on MEAL principles, methodologies, and tools, and ensure their effective implementation throughout the project cycle.

· Feedback Mechanisms: Establish and manage feedback mechanisms to ensure that beneficiary voices are heard, grievances are addressed, and programs are responsive to community needs and priorities.

· Knowledge Management: Document and disseminate best practices, lessons learned, and case studies to facilitate organizational learning and continuous improvement.

· Risk Management: Identify and mitigate risks related to program implementation and data quality, and ensure compliance with relevant ethical standards and guidelines.

· Coordination and Collaboration: Coordinate with program staff, partners, and stakeholders to ensure alignment of MEAL activities with program objectives and priorities, and foster a culture of collaboration and learning within the organization.

· Innovation and Adaptation: Foster innovation and adaptability in MEAL approaches to respond to changing contexts, emerging needs, and evolving donor requirements.

Analytical Skills: Ability to analyze complex data sets, identify trends and patterns, and draw meaningful conclusions to inform program decision-making and improve outcomes.

Monitoring and Evaluation Expertise: Proficiency in designing and implementing monitoring and evaluation systems, including developing indicators, data collection tools, and evaluation methodologies.

Quantitative and Qualitative Data Analysis: Strong skills in quantitative data analysis using statistical software (e.g., SPSS, R) and qualitative data analysis techniques such as coding and thematic analysis.

Reporting and Communication: Excellent written and verbal communication skills, with the ability to prepare clear, concise, and compelling reports and presentations for diverse audiences.

Project Management: Solid project management skills, including the ability to plan, organize, and prioritize work effectively, meet deadlines, and manage multiple tasks simultaneously.

Capacity Building and Training: Experience in designing and delivering training sessions, workshops, and capacity-building activities to build the MEAL capacity of staff and partners.

Stakeholder Engagement: Strong interpersonal skills and the ability to establish and maintain effective working relationships with internal and external stakeholders, including beneficiaries, donors, partners, and government officials.

Problem-Solving and Critical Thinking: Ability to identify challenges, generate creative solutions, and make evidence-based recommendations to address programmatic issues and improve performance.

Ethical Standards: Commitment to upholding ethical standards and principles in data collection, analysis, and reporting, including ensuring the privacy and confidentiality of beneficiaries and adhering to relevant codes of conduct and guidelines.

Information Management Systems:

· Managing databases and information systems for storing and organizing program data.

· Planning and conducting evaluations, including baseline, mid-term, and end-line assessments.

· Applying evaluation methodologies such as experimental design, quasi-experimental design, and qualitative comparative analysis.

Accountability and Feedback Mechanisms:

· Establishing feedback mechanisms to gather input from beneficiaries and stakeholders.

· Managing grievance redress mechanisms and complaints handling procedures.

· Designing and delivering training sessions and workshops on M&E topics.

· Familiarity with mobile data collection tools (e.g., ODK, SurveyCTO,kobo) and GIS software.
