Description and general objectives:

Under the direct supervision of the Program Manager of the LWF/NCA Integrated Office, with shared supervision of the Country Director of the DKH/LWF/NCA Joint Office for the Joint Strategy M&E, the MEAL and Accountability Officer has the general duties of:

  1. Provide technical support and participate in all LWF/NCA Integrated Office Monitoring, Evaluation and Learning activities.
  2. Contribute to all activities relating to the planning, monitoring, evaluation, reporting and learning of the joint strategy, including capacity building of local partners in MEAL.
  3. Provide technical assistance and contribute to activities related to the development and implementation of the DKH/FLM/NCA Joint Office accountability framework (including the development, strengthening, and monitoring of a complaints mechanism), and the capacity building of Joint Office partners in terms of accountability.

Specifics Descriptions

  1. Planning, monitoring, evaluation and reporting of operational projects and local partners projects of FLM/NCA integrated office (40%).

    • Accompany FLM/NCA partners in the programs and projects planning, monitoring, evaluation, and reporting system.
    • Ensure the preparation of project and program reports using the LWF Newdea project management system.
    • Collect and analyze quantitative and qualitative data on indicators and share with FLM and NCA coordinators, along with specific recommendations.
    • Support FLM/NCA Integrated Office teams in data management.
    • Conduct field visits and produce reports with recommendations for program/projects process improvement.
    • Ensure that all projects and programs monitoring, and evaluation files and data are well archived and are accessible on information platforms such as SharePoint and other information systems adopted by the Joint Office.
    • Support in drafting or designing reports based on performance indicators, results, and impact, as well as evaluation reports of projects implemented by partners or the FLM/NCA Integrated Office, as required by donor procedures.
    • Regularly analyze the needs of staff and partners in terms of planning, monitoring, evaluation and reporting.
    • Strengthen local partners and team capacity on the use of monitoring and evaluation tools as well as reporting.
    • Support process reviews and other learning events.
    • Perform periodic and regular internal data quality assessments, identify opportunities and gaps and suggest corrective actions in timely manner.
    • Share lessons learned and results of evaluation / process reviews / and other learning events with teams and partners and monitor the use of these lessons.
  2. Planning, monitoring, evaluation and reporting of DKH/FLM/NCA joint office programs strategy (30%)

    • Develop and adapt quantitative and qualitative data collection tools for Joint Office program indicators monitoring, which consider cross-cutting themes such as Protection, Safeguarding, Gender, Accountability, Advocacy.
    • Notify the Joint Office Program Manager and Director of risks and opportunities related to Joint Office programs.
    • Provide to DKH/LWF/NCA Joint Office partners with the necessary training to build their capacity in planning, monitoring, evaluation, and reporting process of their programs and projects.
    • Contribute to the archiving process of programs relevant documents.
    • Guide the Joint Office in choosing and adopting the best concepts and programmatic approaches.
    • Ensure common understanding among LWF/NCA staff and partners of the MEAL framework and processes, through trainings, and capacity building etc.
    • Supervision of reporting and strategic plans process such as the annual plan and reports, mid-term reports, MPCE report, etc. (team coordination, quality control, etc.).
  3. Technical support and capacity building in Accountability for DKH/FLM/NCA Joint Office staff and office and local partners (30%)

    • Develop, strengthen the accountability framework of the Joint Office DKH/FLM/NCA, including the design and implementation of the complaint’s mechanism.
    • Organize capacity building and training sessions for Joint Office staff and local partners in Accountability and Safeguarding:
    • Support local partners in the development, the reinforcement and implementation process of their complaint’s mechanism.
  4. Other

    • Support the Program Manager and Directors in all other tasks relevant to his position, such as archiving or filing project and program files.

SKILLS AND QUALIFICATIONS:

  • Bachelor’s degree required, Master’s degree in statistics, economics, international development, or a related field preferred.
  • Minimum of five (5) years of experience working in the field of monitoring and evaluation in the Non-Profit sector.
  • Computer proficiency in Windows environment (Microsoft Office 365), and proficiency in online research.
  • Proficiency in using data analysis software (R, Python, SPSS, or Stata etc.).
  • Ability to create compelling data visualization dashboard with best-in-class tools (Tableau, Power BI, Excel or D3).
  • Proven skills in programming systems and the workflow.
  • Proven experiences in ICT4D: developing, or refining data collection tools, data collection tools including using ODK platform (KoboToolbox, ONA, SurveyCTO), Google form, SurveyMonkey for data collection, NEAT etc
  • Proven success in designing, implementing, and operating M&E systems from project initiation to close out.
  • Experience in strategic planning and performance management, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans.
  • Knowledge of the major evaluation methodologies (qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies.
  • Experience in planning and managing surveys, developing, and with data quality assessments and oversight.
  • Ability to handle multiple tasks simultaneously in a fast-paced environment, set priorities, and meet deadlines.
  • Ability to synthesize complex information and communicate it effectively to diverse audiences; ability to design and implement efficient workflows and procedures.
  • Ability to manage critical relationships with diplomacy and tact and engage a wide range of stakeholders including Headquarters Office, institutional partners, host country government officials, potential donors, and peer organizations.
  • Fluency in English; excellent written and oral communication skills, including facilitation and cross-cultural communication.
  • Strong attention to detail, organizational, and time management skills.
  • Willingness and ability to travel independently domestically and internationally up to 35%.
