Description :
Under the responsibility of the Program Director, as Country MEAL Manager, you are responsible for the MEAL teams and information management (IM) in your area and you are direct manager of the members of the MEAL and IM teams in Haiti. You are in charge of implementing the MEAL and IM HI standards on the program and ensuring their implementation.
The overall coherence of the projects and the control of their quality is ensured jointly by the MEAL and the appropriate technical specialists.
Your responsibilities are as follows:
- You contribute to the development of the operational strategy (StratOp) in line with the HI Strategy, the StraTechs and the Development Plans (in particular 3I and Emergency), including the development of the monitoring tool StratOp
- You define and manage the implementation of the MEAL action plan of the
- You are responsible for defining monitoring systems, data collection, information management, evaluation, accountability to affected populations and knowledge management adapted to its context of intervention and allowing compliance with HI standards.
- You check that the systems put in place at the level of the different projects are consistent with each other and with HI frameworks and standards and allow consolidation of information with a view to overall management of the program.
- You manage the performance of your service and the assessment of the MEAL/IM capacities of local partners
- You contribute to improving HI’s response within its geographical scope by implementing tools measuring effect and impact and a system of accountability to populations.
- You contribute to the definition and improvement of the quality of projects in line with HI’s global frameworks and technical standards by providing advice in the implementation of quality indicators, monitoring methods and data collection tools.
- You contribute to improving the quality of project management processes, as defined by the planning, monitoring and evaluation (PPSE) policy
- You contribute to the appropriation of frameworks and learning methodologies for programs and HI overall
- You ensure external representation and promotion of HI’s expertise in its field.
- You manage emergency preparedness actions and, in the event of an emergency, reorganize your team’s priorities according to the humanitarian imperative, in order to ensure a rapid and effective response.
- You hold a Master’s degree in humanitarian fields and/or development and/or project management with an international vocation, or another close and relevant field (international studies, etc.)
- You have at least 3 years of experience in the field of coordination of humanitarian and development projects, including minimum 2 years in MEAL functions
- You know project planning and management as well as project monitoring-evaluation processes (qualitative and quantitative survey coordination)
- You have skills in information management strategy, data collection and analysis.
- You have experience in managing multi-sectoral and multicultural teams
- You have experience in emergency contexts and good adaptability
- Knowledge of Haitian Creole and experience in Haiti will be welcome
- French Fluent.
