JOB CONTEXT:
The Palestine mission is part of the Mashriq regional programme, which covers Egypt, Iraq, Jordan, Lebanon and Palestine. HI implements a mix of humanitarian and development projects in the Gaza Strip and the West Bank.
This job is a creation of position. A MEAL Manager is needed to cover the management of the MEAL team and activities in Palestine (West Bank and Gaza Strip) due to the restrictions of access and high volume of activities. The sectors of intervention are the following: inclusive education, physical rehabilitation, early childhood development, emergency preparedness, mental health and psychosocial support, disability mainstreaming/inclusion in humanitarian action, advocacy, humanitarian mine action, humanitarian logistic
The conflict between Hamas and Israel in October 2023 has created a major humanitarian crisis in the Gaza Strip. Around 70,000 Palestinians have been injured and several thousand among them have suffered from amputations or permanent impairments.
– In Gaza, HI has launched some light rehabilitation activities in IDP shelters through trained volunteers and has provided more than 1,000 people with assistive devices. HI is planning to scale up substantially its response in the coming months, hiring more local physiotherapists, providing emergency rehabilitation also in homes, supporting hospitals and launching prosthetics and orthotics services. HI is also the lead of the Rehabilitation Task Force in Gaza.
YOUR MISSION:
The mission MEAL team is quite young and new. The restricted access to Gaza Strip and inside the Strip areas is not allowing proper monitoring of projects activities.
Reporting to the Regional MEAL Manager, the Palestine MEAL Manager is responsible for ensuring proper implementation of Monitoring, Evaluation, Accountability and Information Management systems on the project in Gaza Strip and West Bank. He or she is the direct line-manager of the MEAL and Information Management teams in West Bank and Gaza Strip, working in coherency and collaboration with the Senior MEAL Officer and Senior IM Officer.
In this framework, your main missions are:
– Together with the Program and MEAL Team, developing and overseeing the MEAL system in both the Gaza Strip and the West Bank.
– Build the capacity of the MEAL and IM team of the mission.
– Build the capacity of the MEAL Senior Officer on Management
– Provide meaningful findings from the ongoing activities and projects that would allow proper learning and improvement.
– Ensuring sound internal coordination with relevant projects

Ensure the quality of interventions and compliance with HI standards

Supports projects managers and partners to implement the minimum project management processes described in PQP (Project Quality Policy) and guidelines
Is responsible for setting up systems for monitoring outcomes and for ensuring compliance with methodological standards to be used when conducting surveys
Is responsible for compliance with the HI standards applicable to project evaluations:
Is responsible for the application of the mechanisms defined by the Regional MEAL manager to provide accountability to affected populations
Contributes to learning and the continuous improvement of HI’s interventions
Contributes to the external representation and promotion of HI’s MEAL expertise
Mission 5: Emergency preparedness and response
CHARACTERISTICS OF THE POSITION:
This position is based in Jerusalem, where in normal times, security is relatively stable most of the year, with some days of mass demonstrations and isolated acts of violence, in particular during key religious holidays and anniversaries of important historical events. There are several opportunities for social and cultural life. In the current crisis, there is a heightened risk of violence and an increasing number of Israeli checkpoints. Life in Jerusalem is relatively stable and international staff have some opportunities for social life and daily trips.
Expériences / Formation
YOUR PROFILE:
- You have at least 3 years of experience in humanitarian work awith 1 year Management position,
- You have practical experience in facilitation or design of training and skills development
- You master the use of Information Systems and have good practice of qualitative/quantitative data collection
- You master / understand ….
- You are fluent in English (both written and oral communication) ; Arabic language is a plus
- You are a team player
