About the role
ARK Group is now looking to hire a MEAL Officer based in Haiti to support the Monitoring, Evaluation, Accountability and Learning (MEAL) activities of a new programme supporting the development of the capabilities of the Police Nationale d’Haiti (PNH). Reporting to a senior MEAL specialist and working closely with programme delivery and research colleagues, you will play a key role in the measurement, monitoring, and learning generation related to programme delivery. You will, under the supervision of a senior MEAL specialist, be responsible for implementing the programme’s MEAL plan and requisite tools, conducting data analysis and interpretation and preparing high quality MEAL products, which will serve to underpin evidence-based project adaptation and learning.
What you’ll be doing as MEAL Officer
- Under the general direction of the Haiti Operations Manager and the Project Coordinator, and in close coordination with the senior MEAL consultant, function as the focal point for programme MEAL activities in line with the agreed MEAL plan to ensure ARK Group and the donor can track the effectiveness and efficiency of delivery, identify lessons, implement changes in response to emerging evidence and learning, and meet all reporting requirements.
- Maintain and update the relevant MEAL plan and tools as required, in collaboration with relevant MEAL colleagues. The remit will encompass the Theory of Change, Performance Measurement Framework, indicator list, data collection tools and instruments, reporting schedule and any other MEAL-related donor requirements.
- Contribute to the design of data collection instruments, such as key informant interviews (KIIs), focus group discussions (FGDs), needs assessments, surveys, baseline and endline assessments as required.
- Conduct data collection such as KIIs and FGDs.
- Manage the data collection, knowledge management and analysis of data consistent with ARK Group guidelines.
- Quality-assure all data collected on performance indicators (timeliness, accuracy, validity, reliability, integrity, completeness) including by conducting field visits to delivery locations.
- Be the focal point for internal and external communication of findings from project activities by collecting, analysing, visualising, and sharing data in appropriate and utilisation-focused formats based on the nature of the data request.
- Under the general direction of the Haiti Operations Manager and the Project Coordinator, and working closely with the senior MEAL consultant, update quarterly and annual progress reports, aggregating data and findings across programme components. Identify opportunities for contributing to and support the creation of other relevant reports and outputs using project data and findings.
Ideally, you’ll have extensive MEAL experience working on capacity building for government and/or security forces or related issues such as human security, armed violence, criminality, etc. in Haiti. Full professional fluency in French and Creole (and ideally working knowledge of English); advanced research design, data collection, management, analysis and reporting skills; the soft skills necessary to directly engage programme participants and beneficiaries such as trainers and trainees; and a commitment and passion to support Haitian communities.
Essential
• Proven experience of Monitoring & Evaluation Tools, Techniques and Approaches.
• Knowledge of using social science, mixed-methods research/data collection methodologies.
• Demonstrated ability to interpret and analyse, and present information from datasets.
• Genuine curiosity for ongoing learning, including appreciation of the value-add of qualitative data.
• Ability to remain objective under pressure, dedication to evidence-driven progress.
• Strong, diplomatic interpersonal and communication skills.
• Well organised, and able to manage multiple tasks.
• Capable of working independently with minimal supervision but skilled and enthusiastic in collaborating and coordinating with other programme staff and partners.
• Demonstrate integrity and professionalism with regard to MEAL.
• Full professional fluency in French and Creole.
• Bachelor’s degree in a relevant field of social sciences e.g. International Development, International Relations, Political Science, Sociology, Anthropology or Area Studies.
Desirable
• Working knowledge of English.
• Experience delivering projects for governmental organisations.
• Experience in the monitoring and evaluation of security assistance programmes.
• Understanding of and genuine belief in the importance of gender mainstreaming, conflict-sensitivity and Accountability to Affected Populations (AAP) in the international development context.
