MISSION / OBJECTIVES 

The part-time MEAL Officer is responsible for Solidarities International (SI’s) monitoring and evaluation activities, as well as for accountability to the affected people targeted by SI’s activities in Iraq.  

He/she supports the programme teams through monitoring, data collection, data processing, and analysis of the information. He/she ensures recommendations and SI MEAL procedures are respected.  He/she coordinates and provide technical support to a team of enumerators for data collection.  

In addition, he/she will facilitate a smooth operation of the accountability system based on available channel, including by: 

  • Participating to the roll out of the accountability framework and Feedback, Complaints and Response Mechanism (FCRM) and contributes to internal knowledge building.
  • Operating feedback channels and registering all feedback that is received through all channels in SI’s forms.
  • Ensuring all feedback is addressed and responded to through referring each feedback to the relevant team.
  • Ensuring safety and security of FCRM data, making sure confidentiality and do no harm principles are followed throughout all processes.
  • Investing in existing tools and methods and suggests improvements and updates dynamically, based on lessons learned.

He/she coordinates with Program teams and the Country Representative towards ensuring a Feedback, Complaints and Response Mechanism (FCRM) is effective, successful, feasible and accessible to the relevant population.

List of tasks and responsibilities: 

Monitoring and evaluation 

  • Support with the design of monitoring and evaluation tools and train enumerators on proper use of these tools.
  • Lead the planning and where relevant the implementation of data collection activities, including both quantitative and qualitative surveys.
  • Support with data analysis and producing first drafts of monitoring and evaluation reports.
  • Participate to the follow-up of recommendations.
  • Respect schedules and deadlines agreed upon with his/her Manager.
  • Report back any problems and constraints encountered during the course of the activities and suggest operational solutions.

 

Feedback and complaints mechanisms 

  • Contribute to the roll-out of feedback and complaint tools.
  • Serve as the focal point of available feedback channels (e.g. hotlines, feedback boxes, etc.)
  • Receive and register all feedback and complaints.
  • Categorize and refer feedback/ complaints according to staff responsibility and agreed roles, following policies and standard operating procedures.
  • Coordinate between different teams to ensure smooth response to all feedback and complaints received.
  • Apply gender and protection principles and ensure safety and security of affected people.
  • Contribute to raising awareness amongst different stakeholders on confidentiality policy, feedback and complaint-handling process, time frames and other relevant procedures.

Data management and reporting 

  • Handle data, ensuring quality and timely data processing, from point of receipt till solving and closing each feedback.
  • Archive and organize data to draft reports timely, as and when required.
  • Apply data protection policies.

 

Knowledge building and learning 

  • Documenting and reporting on trends and lessons learned during execution of monitoring and evaluation as well as FCRM activities and coming up with relevant and logical recommendations.

Qualifications & Preferred Skills

Studies: Bachelor’s or master’s degree in social work, Statistics or related field. 

Experience: Minimum of 1 years of professional experience in MEAL department within humanitarian NGOs at field. 

Language: Fluency in both Arabic and Kurdish is a plus. Must be fluent in English (written & spoken). 

IT: ability to work at least with Word and Excel, and knowledge of databases and mobile data collection systems (Kobo).

Qualification:  

  • Strong interpersonal and communication skills, with the ability to effectively liaise with diverse stakeholders.
  • Strong understanding of protection principles and likely protection concerns.
  • Strong interpersonal skills and ability to work independently and in a team-oriented setting.
  • Ability to work between Ninewa and Dohuk governorates and conduct regular field visits in projects sites.
