The overall purpose of the role:

Responsible for conducting Monitoring & Evaluation activities as per the work plan. The MEAL Officer should collect and verify quantitative program information, conduct independent monitoring field visits, support with conducting surveys, interviews, and focus-group discussions, data entering, and assist with the data analysis plus beneficiaries’ registration. The MEAL Officer should have a constructive and collaborative relationship with program staff while maintaining independence and neutrality.

This position reports to: Head of Mission

Your main duties and responsibilities will be:

Monitoring and evaluation:

  • Carry out quantitative and qualitative data collection activities at the field level;
  • Assist with data compilation, tracking, and analysis (interview/ focus group discussion (FGD) transcripts, statistical data, producing graphs or data visualization products/ data presentation, data entering);
  • Support field teams in implementing monitoring activities facilitating FGD and key informant interviews, and arranging Climate change Events in coordination with the program team.
  • Support program and information management staff with Indicator Performance Tracker every month. This may include periodic verification of supporting documentation;
  • During monitoring activities ensure beneficiaries are treated with respect, confidentiality, and informed consent;
  • Keep the supervisor informed of any safety incident that might take place;
  • Assist the program team with registering beneficiaries for each activity, and keep tracking beneficiaries’ registration to ensure qualified beneficiaries.
  • Provide the program team with a selected beneficiaries list after data analysis.

Reporting and information:

  • Submit weekly and monthly reports to the line manager on achievements and challenges related to monitoring;
  • Produce monitoring Field visit reports to ensure programs have accurate, useful, and relevant data to inform project development;
  • Participate in the internal evaluation of the program;
  • Assist line manager, with post-assistance monitoring and evaluation reports;
  • Work with the program to compile reports for various coordination requests including CDCs and local authorities

Humanitarian Accountability:

  • Support the implementation of SIF ’s complaints mechanism.
  • Ensure that the activities are compliant with SIF accountability principles, including Core values of SIF, Partiality, independence, and neutrality.
  • Have a good understanding of, and ability to make recommendations on the safe and secure storage of data and information;
  • Have good knowledge of data collection tools such as ODK, Kobo, and Google Forms.

Learning:

  • Support with conducting learning events
  • Assist with updating the Lessons Learnt Tool and conducting Lessons Learnt activities during the program workshops.
  • Any other tasks requested by the line manager

Qualifications & Preferred Skills

Required experience and competencies:

  • Bachelor’s degree in Statistics, IT, economics, development studies, International Relations or Social Science.
  • Minimum 1 year of direct experience in monitoring and evaluation;
  • Strong analytical skills and an understanding of a range of methods for monitoring, evaluation, and assessment to promote evidence-based learning;
  • Demonstrated ability to design, commission, and manage assessment methodologies and techniques such as focus group discussions, key informant interviews, and observations to name a few;
  • Good verbal and written communication skills;
  • Ability to analyze data and summarize it for a range of different audiences;
  • Excellent skills in MS Word, Excel, and PowerPoint;
  • Knowledge of data analysis and data collection tools (Power BI, KoBo toolbox) is a plus;
  • Ability to build support from staff across teams and across members, and to build the capacity of others;
  • Proven ability to coordinate effective resource allocation to ensure quality programs;
  • Experience of working within budget constraints;
  • Experience of qualitative research techniques;
  • Experience in social work, community development, non-governmental organizations, or civil society;
  • Fluency in Arabic and English
