Job Purpose

 

To support the delivery of the 4-year Care Connect: Action for care workers in the Philippines Project under the Gender Justice (GJ) Portfolio of Oxfam Pilipinas based on agreed deliverables with donors and partners; to lead the development and implementation of the Care Connect Project’s research, advocacy and communications strategy, ensuring alignment with Oxfam Pilipinas’ influencing strategy. 

The objective of the Care Connect: Action for care workers in the Philippines Project is to contribute to the promotion of dignity and respect for paid and unpaid care workers, particularly women and girls in the Philippines. The project strives to contribute to the empowerment of these women and girls to exercise agency and decision-making, enabling them to lead fulfilling lives and participate equally in economic, social, cultural, and political spheres.  
  

 

Dimensions

  • Work patterns will not be overly defined and will require self-motivation and judgement from the post holder. The role is variable, but with well-defined targets and/or minimum standards, and is both proactive and reactive.
  • Oversight of assigned project tasks, which will include active engagements with partners, ensuring project delivery, and project-related communications.
  • Diverse and context analysis of thematic agenda of projects, requiring field experience, and understanding of development work, particularly on the assigned Project.
  • Problems encountered are likely to be highly diverse and complex, requiring comprehensive analysis and would need to collaborative to resolve issues or problems collectively.
  • Impact and influence will cut across Oxfam’s resilience and gender justice portfolio – including humanitarian concerns, with active engagement with diverse partners from civil society, private sector, academe, and government; and working different Oxfam units/teams.
  • Works in collaboration with different functional teams from the Gender Justice and Resilience Portfolio, Policy, Advocacy and Communications,), Humanitarian Response, and Partnership Support and Operations (PSO) units.

 

 

 

What we are looking for: SKILLS, EXPERIENCE, KNOWLEDGE, ATTRIBUTES AND VALUES:

 

Essential

 

  • Degree or equivalent experience in development, social, science, or other relevant fields.
  • At least five years of experience in M&E in a development context.
  • Proven experience of using basic MEAL software and MS office application (Word, Excel, Access, and PowerPoint.
  • Experience in the identification, design, implementation, monitoring and evaluation of development-oriented projects and reporting to donors.
  • Demonstrable experience in conducting or facilitating participatory monitoring, evaluation and learning initiatives.
  • Experience of working collaboratively with a wide variety of organizations in different geographic areas including government agencies, CSOs, NGOs, and private sector institutions.
  • A team player with strong interpersonal skills and a highly developed ability to work in multicultural settings and with community groups of varying backgrounds (Moro, IPs, migrants).
  • An understanding of gender issues and experience in applying gender analysis in planning, monitoring, and evaluation with a commitment to mainstreaming gender and diversity equity issues as well as a commitment to neutrality & impartiality.
  • Knowledge and experience in social research methodologies and techniques and in capacity-building of staff and partners.
  • Good planning skills, with initiative, able to exercise sound judgment and can manage multiple tasks in an effective, pro-active, and timely manner.
  • Good communication skills with fluency in written and oral English and Filipino.

 

Desirable

  • Degree in development, social, women’s or gender studies, or related discipline
  • Experience in MEAL for multi-year, large scale donor funded projects across multiple municipalities and provinces will be an advantage.
  • Demonstrated experience and knowledge on gender and development, women’s economic empowerment, paid and unpaid care work.
  • Experience in community-based projects in geographically isolated and difficult areas will be an advantage.
  • Knowledge in Do-No-Harm principles and conflict sensitivity.
  • Proficiency in designing, facilitating and documenting meetings.
  • Proficiency in People Soft tools for project management.
  • Experience in basic capacity development initiatives across partner organizations.

KEY RESPONSIBILITIES

 

  • The MEAL Officer – will have responsibility for ensuring quality MEAL systems, plans and implementation are in place for the GJ portfolio, particularly the Care Connect Project.
  • This includes designing or improving MEAL Plans, formulating MEAL plans for new programs and working with the Oxfam Canada and Oxfam Pilipinas’ Care Connect Project teams and LEAPQ, particularly the OPH MELSA Advisor and Oxfam Canada MEL Officer; in establishing systems to monitor, evaluate, and learn for all program/project implementation processes and their impacts.
  • The post holder will contribute to strengthening Oxfam’s practice of evidence-based learning and programming. In addition, the post will contribute to donor reporting and writing concept notes and proposals related to GJ and the Care Connect Project. Where necessary, the post shall provide MEAL support to other programs and projects.

Monitoring, Evaluation. Accountability and Learning

  • Develop and oversee, in collaboration with the Project Coordinator, MELSA Sr. Manager, MEL Officer of Oxfam Canada and partners, the Care Connect Project’s strategic and operational MEAL system.
  • Build capacity and provide mentoring to relevant Oxfam and partner staff involved in Care Connect Project on MEAL systems, processes, and methodologies.
  • In relation to the Care Connect Project, support the implementation of monitoring systems to systematically track grant activities and their alignment with program/project outcomes. Develop or advise on monitoring tools and methods for Oxfam and partners.
  • Ensure the program/projects comply with the agreed MEAL plans.
  • Be responsible for assigned areas/partners in monitoring, reporting and quality control.
  • Work with relevant Oxfam staff and partners in the preparation and dissemination of high-quality reports and program documentation/learning among Oxfam affiliates, peer organizations, government agencies, universities, development organizations, and donors.
  • Report/alert to line manager on regular basis on any anticipated programme/project issues, risks, implementation status, and any emerging opportunities and threats to the project implementation.
  • Using the M&E data generated from the programme, support the GJ Portfolio, Policy Advocacy and Campaign team to deliver on evidenced-based influencing and communications especially on Care-related policies, programs among other.
  • Actively engage and take part, as assigned, in external evaluation, audit and monitoring; extracting critical lessons learned and good practices; and research design and activities related to Gender Justice, Care Economy and the Care Connect Project.
