Job Summary
The MEAL Officer will be part of the Monitoring, Evaluation, Accountability and Learning (MEAteam, supporting implementation of the overall MEAL system. S/he will assist the MEAL and project teams with activities, including data collection, database management and analysis including management of all project APRs and implementing postdistribution monitoring (PD, across all programming in Somalia. S/he has the capacity to closely work with a multisectorial program team and to interact effectively with a wide variety of community members. (Duty Station: 60% Garowe, 40% Kismay.
Purpose: The MEAL Officer will support the design of M&E systems, implement and analyze the metrics for Action Against Hunger Somalia projects to assess the impact and quality in support of project design, implementation and reporting. The projects need to align to the Core Humanitarian standards as well as Action Against Hunger internal rules and regulations.
In addition, the role will contribute to the implementation of accountability and feedback systems in addition to developing the required tools for use in specific projects based on established M&E framework.
Engagement: Collaborate with the MEAL team members on feasible weekly, monthly and quarterly work plans, Coordinate with HoD, Program Managers and Consortium team to create and standardize quantitative and qualitative monitoring tools to monitor key processes, outputs, and outcome indicators related to each sector of intervention.
Delivery: The MEAL Officer will support the data collection and analysis for evaluations, routine assessments, Biometric registrations and routine/postdistribution monitoring activities and facilitate timely and quality reporting to internal and external stakeholders.
Essential job duties:
- Assist the MEAL department with the development of a robust M&E Plan for the projects, including indicator selection, target setting, reporting, database management, and developing MEAL and/ performance monitoring plans that will ensure tracking of project/program results at different level (outputs, outcomes, and impac.
- Support the development and regular review of project Logical Frameworks (Log frame, ensuring the alignment of indicators, targets, and means of verification with project objectives. Assist in tracking progress against the Log frame to inform reporting and guide program adjustments.
- Develop and disseminate relevant M&E tools, systems, procedures, formats, and dashboards
- Lead role in overseeing data collection, collation, storage, analysis, and reporting, ensuring that data is of high quality and audit worthy.
- Work with program and MEAL team to ensure the collection of relevant and appropriate data needed for an effective MEAL procedure which will be utilized in monitoring strengths, weaknesses, and gaps in existing projects/ programs and services and for reporting on donor commitments.
- Ensure appropriate training and supportive supervision of all partners in monitoring and evaluation procedures, data collection tools, and data management practices in alignment with the MEAL Plan.
- Support the preparation and review of regular program reports in collaboration with program staff.

- Work closely with partners to establish and implement their internal MEAL systems, M&E plans, and data quality management.
- Facilitate capacity building for the monitoring and evaluation activities for the different projects with the program and MEAL teams.
- Conduct and manage Routine Data Quality Assessments (RDQand implement corrective actions to improve data quality and accountability of staff and partners
- Create a learning agenda and implement a system designed to identify lessons learned and disseminate timely information; and produce learning products
- S/he will contribute to ensuring the management and daytoday implementation of the Community Feedback and Response Mechanism for Somalia country program
- Review, Compilation and submission of all Monthly activity Progress reports (Qualitative and quantitative APRs for all sector, and ensure all projects have an APR template at the start of each grant
- Support the data entry process of all APRs into the district health information system (DHIS2)

Requirements
Required Qualifications
- Bachelor’s or master’s degree in statistics, demographics, public policy, international development, economics, or related field. Master’s degree or bachelor’s plus an advanced certificate in M&E, statistics, or economics preferred.
- Minimum of four (4) years of professional experience in an M&E position responsible for implementing M&E activities on international development projects.
- Experience in designing tools and strategies for data collection, analysis and production of reports
Required Skills & Competencies
- Experience in strategic planning and performance measurement, including selecting indicators, setting targets, reporting, and managing databases. Proficiency in using applications and programming languages such as R and Stata for data analysis. Demonstrated ability to develop M&E frameworks and performance monitoring plans.
- Data Management: Experience with data collection, management, and analysis tools and software (e.g., Excel, SPSS, R, Stat.
- Software Applications: Familiarity with M&E software and tools for data collection and analysis (e.g., Kobo, DHIS2).
- Experience in planning and managing surveys.
- Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixedmethod, and impacand data collection and analysis methodologies.
- Proven success in designing, implementing and operating project M&E systems from project initiation to closeout stages.
- Fluency in English and Somali is required
- Excellent management, communication (oral presentation and writteand organizational skills; flexibility and ability to multitask.
- Professional proficiency in spoken and written English and Somali is required
