The affordable housing challenge for low-income families and Incremental home builders is exacerbated by limited capacity and information to navigate the complex housing environment. Low-income families and Incremental home builders largely rely on unskilled labours, (fundis) for their entire construction or house improvement process since professional services are unaffordable. This option of relying on fundis for information and advice comes with various challenges for the households. Habitat for Humanity’s Terwilliger Center for Innovation in Shelter, appreciating these challenges, developed a Behaviour Change Programme that in part facilitated working with media to the design and implement a housing edutainment television show that showcased best practice in construction and affordable housing solutions, targeting the households and housing eco-system. The edutainment programme sought to address the information constraints, shift perceptions within the affordable housing sector and bring about change in behaviour relating to supply, access, demand, and adoption of available and emerging, affordable housing solutions (products and services). With the aim of understanding the outcome of the media intervention, The Terwilliger Centre conducted an outcome assessment to evaluate the results of the intervention with respect to the intended objectives, outcomes and impact on households, housing eco-system, and media at large.

OBJECTIVES

The Terwilliger Center for Innovation in Shelter wishes to share the findings of the recent outcome assessment through a dissemination forum and subsequently, host deeper conversations through round table discussions and collaborative design workshops with media partners on housing education programming, to:
1. Increase visibility of the results from the media outcome assessment by providing spaces for dissemination and discourse with media actors, donors, government, and the housing eco system actors in Kenya.
2. Foster partnerships between the media actors and housing eco system to address the information constraints on housing solutions.
3. Trigger interest, buy in and commitment from media actors to adopt housing education content.
4. Trigger interest, buy in and commitment from media funders and donors to finance housing education content.
5. Leverage findings from the assessment to co-create and design media programming that focuses on housing targeting the low-income household and the eco-system that serves them.

SCOPE OF WORK

The Centre seeks to contract a consultant (individual or organisation) that will work closely with the Housing Behaviour Change specialist on:
1. Conceptualisation and organisation of one dissemination forum, two round table discussions, and housing content design workshops with three media actors. This will involve:
1.1. Selection of venue and venue setup based on respective activity.
1.2. Arrange ICT requirements and stationery based on the activity.
1.3. Organizing for branding elements based on the activity.
1.4. Press and printing options for the literature to be used/disseminated based on the activity.
1.5. Arrange for photography and videography based on the activity.
1.6. Report writing and technical documentation for all activities.
1.7. Identify, invite, and manage follow ups of invited participants.

2. Planning of the dissemination forum and round tables discussions in line with the objectives.
2.1. Mapping out the agenda/ sequence of events based on activity.
2.2. Moderate dissemination forum and two round table forums.

3. Facilitation and co-creation of the housing content design workshops with three media actors using Human Centred Design approach.
3.1. Facilitating human centered design workshops targeted to designing housing programming.
3.2. Organizing for Workbooks, stationery and any other materials required.

4. Leverage the consultant’s existing network in mapping out, and inviting stakeholders that align with the objectives of the respective activities in dissemination forum and roundtable discussions.

EXPECTED DELIVERABLES

1. A detailed workplan on all consultancy activities.
2. Effective facilitation of one dissemination forum, with follow up roundtable discussions to identify interest and ideas for piloting. This will be followed by housing content design workshops with specifically identified partners, building in clear actionable points and timelines that will contribute to the objectives of the respective activities.
3. A list of engaged stakeholders that participate in the respective activities, detailing their current and potential roles in the housing ecosystem.
4. Detailed reports on all assignments covered under each activity.
5. Specific to the housing content design workshops: Design documentation that will include information about target audience personas, information gaps to be addressed by the intended content, content structure, packaging and pricing, content marketing strategy, essential implementation details, content design decisions that have been agreed upon, timelines, and anything else that requires tracking.
6. Design workshop reports that include among others, type and role of actors, details of housing content and programming innovations designed, key timelines for implementing designs and key capacity commitments by actors in implementing the programming innovations.

CONSULTANCY MANAGEMENT

The main contact for this assignment will be the Housing Behaviour Change Specialist who will be available for discussions and questions throughout the consultancy and will be responsible for reviewing the expected deliverables.

DURATION
The duration of this assignment will be six months.

KEY COMPETENCIES

1. The consultant should have experience and a solid understanding in engaging media sector actors. Experience in housing will be an added advantage.
2. Proven track record of effective and engaging facilitation of events.
3. Proven experience in design thinking or Human centered design approaches.
4. Understanding of Kenya’s media landscape. Understanding of the East Africa landscape will be an added advantage.
5. Demonstrable experience working with a wide range of stakeholders in the media public and private sector.
6. Analytical, interpersonal and communication skills
7. Understanding of Market Systems approaches and experience working with housing programmes is an added advantage.
