We create safe spaces for girls, sharing facts and answering questions about health, nutrition, education, and relationships, empowering girls with the skills to negotiate and redefine what they are told is possible “for a girl”.

Because when a girl unlocks her power to make different choices that change her life, it inspires others to do so too. She starts a ripple effect that impacts her family, community, and country.

About Jik’izinto (Girl Effect South Africa Program):

Jik’izinto is a youth-focused program designed to inspire and equip young South Africans to make positive life choices in sexual and reproductive health (SRH), mental well-being (MWB), and economic empowerment (EE). It utilises online and offline platforms, including the Big Sis chatbot, to promote SRH practices, normalise mental health conversations, and provide information about employment opportunities. The program’s objective is to increase access to health services and create long-term positive impacts on young people’s lives.

Objective:

We are seeking a media monitoring agency, freelancer, or consultant to conduct an omnibus survey that evaluates the reach, engagement, and impact of our media products, including a TV dramedy series, radio spots, radio mentions, radio talk shows, web app, and web series in the following areas North West, Johannesburg Metro, Durban Metro, and Cape Town Metro. We are also interested in additional tracking of our content on social media platforms (TikTok, Facebook, Instagram, YouTube) and performing social listening to monitor audience sentiment and feedback. The agency must provide two separate costs: one for Broadcast media and Web App monitoring, and another for Social media and Social listening.

Research Objectives:

The agency will monitor the reach, engagement, and overall impact of Jik’izinto media products across broadcast, web, and social media channels. Specific objectives include:

Primary: Broadcast media and Web App monitoring:

  1. Reach and Engagement:
    • Measure the reach and engagement of Jik’izinto products across TV dramedy series, radio spots, mentions, talk shows, web app, and web series.
    • Track engagement metrics (views, clicks, user activity) for the Jik’izinto web app.
  2. Brand Perception:
    • Track audience reactions to the Jik’izinto brand to assess trustworthiness, relevance, and inspiration among the target audience.
    • Analyse which key brand messages resonate most with the audience.
  3. Content Effectiveness:
    • Determine which formats (TV, radio, web app, social media) and messages are most impactful and memorable.
    • Measure how well the Jik’izinto TV dramedy, radio shows, web app, and web series communicate core objectives and evaluate audience response to key messages.
  4. Audience Engagement with Content:
    • Understand how adolescent girls and young people are interacting with Jik’izinto content, including the web app.
    • Explore what key messages are being learned and identify what additional information may still be needed.

Additional analysis for Social media and Social listening:

  1. Social Media Monitoring and Social Listening:
    • Track engagement metrics (views, likes, shares, comments) across social media platforms (TikTok, Facebook, Instagram, YouTube).
    • Perform social listening to monitor audience sentiment, feedback, and conversations about Jik’izinto content across platforms.

Scope of Work:

The agency is expected to provide comprehensive media monitoring solutions for both Broadcast media and Web Apps and Social media and Social listening, with separate costs for each. The scope includes:

  • Broadcast Media and Web App Monitoring:
    • Monitor the performance of the TV dramedy series, radio content, and web app.
    • Track audience demographics, reach, and engagement for these platforms.
    • Provide insights on user activity and engagement with the web app.
  • Social Media Monitoring:
    • Track engagement metrics (views, interactions, and user feedback) across TikTok, Facebook, Instagram, and YouTube.
    • Utilise social listening tools to capture audience sentiment and conversations regarding Jik’izinto content.

Methodology:

For our Broadcast media and web app monitoring: We are open to recommendations on the best possible methodology to deliver against our objectives most cost-effectively. We imagine that this might include a large-scale survey amongst the target audience asking about their consumption of Jik’izinto media, and their responses to it. This may be part of an existing survey as an additional section, or a standalone survey.

Target audience:

  • Adolescent Girls and Young Women and Adolescent Boys and Young Men 18-24
  • Parents/ Guardians
  • The following locations must be included: North West, Johannesburg Metro, Durban Metro and Cape Town Metro.

However, we are keen to have additional reach data across a broader audience, in terms of locations and demographics, if available.

For social media monitoring: this is likely to take place as simple analytics monitoring from the core social media platforms. If you intend to use any specific tools for this part of the brief for monitoring or social listening please let us know which tools these will be and how they will be used.

Deliverables:

  • Omnibus Reports:
    • Twice-yearly reports on the reach, engagement, and effectiveness of the TV dramedy series, radio shows, web app, and web series.
    • Social media and social listening reports that track engagement and audience sentiment across social platforms.
  • Raw and Cleaned Data Files:
    • Provide raw and cleaned data files for each stage of monitoring, including audience metrics for broadcast, web apps, and social media platforms.
  • Key Insights and Recommendations:
    • Provide insights into the effectiveness of Jik’izinto messaging across platforms and offer recommendations for optimising content formats and audience engagement.

Location

The agency must be based or have substantial operations in South Africa and must be conducive to working with teams in the UK, Sub-Saharan Africa, and India. The Assignment is to be carried out in South Africa.

Management

The agency will have a primary point of contact with our Evidence and Insights Team. The language of the materials and reports shall be English. The contract supervisor shall approve all deliverables submitted by the agency before any payment is made.

Procurement Timelines:

  • Terms of reference published: 26th September 2024
  • Deadline for questions: 7th October 2024
  • Answers provided by GE: 11th October 2024
  • Bid Submission Date: 18th October 2024
  • Partner selection, contracting and briefing: End -October
  • Project commencement: November

Expected Commitment

The partner will implement the project between November 2024 and November 2025. Twice annually (every six months)

Proposal Submission:

Your proposal (max 10 pages) should cover:

  1. Understanding of the Brief: Clearly outline your approach to fulfilling the TOR and how your services will meet Girl Effect’s objectives.
  2. Credentials and Experience: Please showcase any previous work that you consider relevant to what we are trying to achieve, how we approach our work and the audience we cater to. Describe the qualifications, experience, and capabilities of the firm or consultant in providing the requested services.
  3. Reference– Provide at least three references for similar contracts with a description of the service provided, the value of the contract, and the contract periods of performance.
  4. Breakdown of Costs: Submit two separate costings—one for Broadcast media and Web App monitoring, and another for Social media and Social listening. Cost with applicable taxes and other charges clearly identified in RAND. Agencies should provide their proposed fixed fee for the requested deliverables.
    1. All applicable taxes should be quoted separately;

In their proposal, the bidder must demonstrate an understanding of the requirements described in the RFP and demonstrate how the bidder will meet the requirements of the evaluation criteria.

GE is not liable for any cost incurred during the award/contract preparation, submission, or negotiation of the award/contract. All submitted documentation and/or materials shall become and remain the property of GE.

VALIDITY of the proposal shall be for 90 days from the date of bid closure.

Evaluation Criteria

The criteria against which proposals will be evaluated are listed below.

Technical Evaluation

  • Experience and qualification as outlined in your CV/Credentials/Profile – 15%
  • Showcases relevant experience in having done previous similar work with relevant agencies or organisations – 15%
  • Interpretation and understanding of this TOR – 10%
  • Ability to achieve project goals/deliverables, i.e., does the proposal have strong feasibility in moving forward with the critical deliverables on schedule? -10%
  • Demonstrate geographic experience in South Africa- 10%
  • Evidence of a minimum of three contactable references – 10%

Financial Evaluation

  • Value for money/proposed budget breakdown – 30%
