Org. Setting and Reporting
The position is within the United Nations Liquidation Entity (MINUSMA), in Bamako. The Medical officer will report to Chief Medical Officer within the Liquidation team. The focus of this position is to provide medical support to UN Staff in the entity and to undertake day-to-day clinical duties, occupational health duties, provide health education and supervise /manage outsourced medical support structures.
Responsibilities
Within delegated authority, the Medical Officer, P-3 will be responsible for the following duties: Medical Evacuation and Emergency Coordination duties • Plan, coordinate and monitor reporting, transportation, technical, logistical arrangements to ensure safe, timely and effective performance in life, limb and sight saving processes for UN peacekeepers and personnel and any other authorized personnel. • Establish contact and make necessary arrangements with referring hospitals for effective and clinically acceptable hand-over of the patients. • Coordinate all medical referrals and evacuations with UN and other regional clinics and hospitals. • Liaise with different stakeholders and other entities such as Joint Operations Centre (JOC) Aviation, Movement Control (MovCon), aeromedical evacuation teams (AMET), Security and other Sections to ensure casualty and medical evacuations, referrals and repatriations are done in compliance with UN policies, procedures and standards. • Ensure that casualty evacuations are in compliance with the 10-1-2 or any other recommended timelines. • Arrange and coordinate with specialists and treating physicians for timely consultation and further management of patients to limit long waiting hours, absences from duty and prolonged unnecessary stays outside the duty station. • Make regular visits to in-patients in referral medical facilities and participate in clinical reviews of patients within and outside the Mission area • Undertake day-to-day occupational health duties: pre-placement and periodic medical examinations prepare UN staff for travelling providing immunizations, malaria prophylaxis, travel kits, etc. • Undertakes day-to-day clinical duties, e.g. walk-in clinic, emergencies. • Refers staff to outside specialists and necessary follow- up, as necessary. Medico Administrative Duties: • Liaises with UN-Military Medical Units in the mission and host-nation medical facilities. • Follows the United Nations established policies and procedures regarding medical clearances, sick leave and medical evacuations/repatriations. • Participates in drafting and implementation of business continuity and crises preparedness plans for the duty station/mission. • Establish structured reporting, data collection, processing and analysis in an appropriate database that will enable monitoring and evaluation of medical referrals, evacuations and repatriations in support of Mission Medical Intelligence. • Support and participate in budget and invoice processing and other administrative functions in relation to medical evacuations or any other clinical functions. • Manages day-to-day mission medical support operations by ensuring availability of medical supplies and proper functioning of medical equipment. • Deputizes for a more senior Medical Officer during his/her absence.
Competencies
Professionalism: Knowledge of clinical, occupational and tropical/travel medicine. Formal training in CPR and, preferably in BCLS and ACLS or equivalent emergency medical care and medical evacuation and logistics. Education
A first-level university degree that qualifies for registration as a licensed medical. practitioner (MD, MBBS, MBChB or equivalent) and current unrestricted registration with the medical licensing authority of one of the Members States of the United Nations is required.
Job – Specific Qualification
Training in Advanced Cardiac and Trauma Life Support or disaster management is desirable. Training in flight medicine or medical evacuation is desirable.
Work Experience
A minimum of five years of progressively responsible experience in medical field as a medical doctor and knowledge of medevac coordination is required. Prior experience in coordinating or overseeing medical evacuations is desirable. Experience of working in the UN, military or an international organization especially in conflict areas and adverse living conditions is desirable. 2 years or more of experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. Fluency in English and French( both oral and written) is required.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
