WHO is a specialized agency of the United Nations with objectives to promote health, keep the world safe, and serve the vulnerable. The WHO Indonesia Country Office directs and coordinates the authority for health by supporting the Indonesian Government in the formulation, implementation, and evaluation of national health policies, strategies, and plans, setting norms and standards, improving knowledge dissemination and management, monitoring the country health situation and building sustainable institutional capacity. The Country Office develops a two-way collaboration with the Government of Indonesia to achieve universal health coverage, providing accessible, affordable, and quality health services to all its citizens.
Under the direct supervision of the WHO Representative, the incumbent will be responsible for the following:
1. Provide technical leadership, strategic advice, and managerial support to the team of professionals in various communicable diseases programmes, i.e., HIV/STI/Hepatitis, TB, Malaria, Vector-borne disease control, and Neglected tropical disease programmes and facilitate the development and implementation of relevant work plans under the WHO-Government of Indonesia collaborative programme while promoting the integration of health programmes with health system approaches.
2. Promote the generation of evidence on communicable diseases and contribute to informed policy decisions by the government and provide cutting-edge policy advice.
3. Help improve the information system on communicable diseases and the monitoring of progress towards universal health coverage and facilitate its integration into the national health system.
4. Liaise and coordinate with concerned technical units/departments of the Ministry of Health, SEARO, and HQ and with donor and development partners (UN and bilateral) to harmonize recommendations on policies and strategies related to communicable diseases and advocate for intersectoral actions to address determinants.
5. Lead focal point for Global fund within WHO country office and active engagement in GF CCM and relevant working groups/forums.
6. Contribute to the management of WCO’s knowledge and advice on matters regarding universal health coverage of communicable diseases such as HIV/AIDS, TB, Malaria, Vector-borne diseases, neglected tropical diseases, vaccine-preventable diseases, etc.
7. Ensure technical quality and relevance of contractual engagement with partners and institutions, and make recommendations for WHO’s support, as necessary.
8. Advice in strengthening and integrating innovative private sector engagement models, research, and innovations in the prevention, diagnosis, treatment, and care of communicable diseases.
9. Collaborate with the Ministry of Health to undertake gap analyses at national and subnational levels and support capacity-building efforts to fulfill priorities.
10. Develop evaluation tools and analyze the impact of WHO’s collaboration with the Government of Indonesia in the area of priority communicable diseases.
11. Contribute and prepare reports/presentations on communicable diseases for Governing Bodies (WHA/EB/RC) and ministerial events.
12. Perform other related duties, as assigned by WHO Representative.
Essential: University degree in Medicine; and an advanced degree in public health/preventive medicine and/or Epidemiology.
Desirable: Training on Tuberculosis and HIV/AIDS and/or Malaria.
Essential: At least 10 years of relevant professional experience with progressive responsibility in TB control programmes, including considerable experience obtained in an international organization.
Desirable: Relevant experience in HIV/AIDS and/or Malaria and/or NTDs. Experience in UN and/or other international organizations.
1. The incumbent should identify with the core values of WHO and possess a thorough knowledge of WHO programme policies, principles, and practices of a wide range of public health issues.
2. Sound knowledge of priority communicable diseases and country-specific situations.
3. Good knowledge of government institutions, partners/stakeholders, and their functioning.
4. Excellent communication, advocacy, and negotiation skills.
5. Ability to build and maintain relations and networking with national authorities across sectors.
6. Modern management skills and team-building capacity.
7. Technical expertise and overall attitude at work are also required mandatory competencies.
Essential: Expert knowledge of English.
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 92,731 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2944 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
