Program Description:
The Technical Assistance Program (TAP), funded by the U.S. Agency for International Development (USAID), is a five-year education and youth program that seeks to transform the organizational culture and improve the abilities within the Ministry of Education and the Ministry of Youth to ensure officials can implement desired reforms. Creative and its partners will provide technical assistance in the development, roll-out, and tracking of policies and procedures to incorporate international best practices for public education and youth programming. Among the many activities in the Jordan Technical Assistance Program, it will support curriculum development, promote inclusive learning techniques, improve the skills of teachers and school managers, and other tangible activities that ultimately support changing the organizational culture within the two ministries and relevant agencies. The program will further support Jordan’s outreach and behavioral change communications initiatives that are aimed at creating a culture of reading, the inclusion of vulnerable children, and increased youth engagement.
Position Summary:
The MEL Assistant will work closely with the MEL Director and the rest of the MEL team to implement TAP’s monitoring, evaluation, and learning plan. The MEL Assistant will support maintaining and enhancing TAP’s database, ensuring timely data entry into both the Creative Global Database (MEDAL) and the Mission’s Performance Management Information System (DevResults).”
Reporting & Supervision:
The MEL Assistant will report to the MEL Director.
Responsibilities
Primary Responsibilities: – Support MEL team in implementing and revising TAP`s monitoring plan.
- Support MEL team to maintain electronic data collection processes and standards for the entire project as required to meet monitoring, evaluation, and reporting needs.
- Clean and process datasets of trainees, pre and post – tests, evaluation tools, etc.
- Ensure quality of collected data through regular spot checks and verification of data sources.
- Support MEL team to analyze data and help ensure high-quality reporting for regular monthly, quarterly, and annual reports.
- Support MEL team to upload, store, and visualize TAP’s data on Creative Global Database (Monitoring & Evaluation Database for Adapting Learning” MEDAL).
- Support MEL team to report on TAPs indicators through Missions performance management information system (DevResults) on quarterly, semiannual, and annual basis.
- Support MEL team in updating and managing the MEL plan(s), indicator reference sheets, results reporting, data use systems and activities, and the project evaluation strategy.
- Conduct internal Data Quality Assessment (DQA) and keep records for Mission`s DQA.
- Contribute to the development, implementation, and evaluation of research agenda.
- Support MEL Director in tracking workplan tracker on monthly and quarterly basis.
Qualifications
Required Skills & Qualifications:
- High School Diploma required; bachelor’s degree preferred in related field.
- Must have more than one year of general work experience, and a minimum of one year of experience in data collection and analysis.
- Experience working on USAID or similar internationally funded programs is a plus.
- Experience in PowerBI is a plus.
- Strong communication skills.
- Proficient in English and Arabic for both oral and written communication.
