The Oregon Department of Environmental Quality has a full-time opportunity available for a MHD ZEV Infrastructure Grant Analyst (Program Analyst 2) in Portland, Oregon.

The Air Quality Division is responsible for collecting environmental information, analyzing environmental information, and developing sound and effective environmental strategies. The Division ensures that the technical and scientific expertise is available to inform and carry out these responsibilities. In partnership with others, the Division takes a comprehensive and holistic view of environmental impacts and seeks to create solutions that enable actions that can reduce those impacts. The goal of the Air Quality Division is to ensure clean and healthy air for all Oregonians.
The Transportation Strategies Section develops policies, programs, rules, guidance, and legislative concepts to achieve the air quality protection requirements of the federal Clean Air Act. A key function of this section is the development of transportation-related reduction strategies needed to protect public health and reduce greenhouse gas emissions. These strategies address a broad array of transportation-related emissions sources that contribute significantly to air quality degradation and public health risk.

What you will do!
You will support the reduction of emissions from the transportation sector by developing and implementing a grant program to fund medium- and heavy-duty (MHD) zero emission vehicle (ZEV) fueling infrastructure. This will include project management, outreach with potential grantees, review of grant applications, recommendations for award determinations, administration of assigned grants, and close-out documentation after project completion. In addition, you will coordinate grant program design with partner agencies; work closely with DEQ staff leading policy and program development for the design and implementation of MHD ZEV rebates, diesel emissions reduction, and existing grant programs. These efforts will help design the parameters and policies related to this MHD ZEV infrastructure grant program and support DEQ’s legislative engagement on ZEV infrastructure by developing reports and presentation on ZEV infrastructure.

Minimum Qualifications: Bachelor’s degree in a business or public administration, behavioral or social sciences, or a related degree, AND 2 years of experience coordinating or administering a program (an equivalent combination of education and experience is acceptable).

This position will be based out of DEQ’s Portland office, however, the successful candidate may be eligible for hybrid work. The logistics of hybrid work will need to be worked out with the Hiring Manager prior to your hire and may be changed at any time given specific job duties and business needs. DEQ will provide necessary hardware (laptop, monitor, keyboard, mouse, and cell phone) for an employee to successfully work from home. At DEQ sites, you will have access to a workspace, however, it may be shared with other employees.
This position requires occasional travel for meetings, trainings, conferences, permit work, compliance work, and public hearings, some of which may include evening work, weekend work, or overnight stays.
