Description

Purpose/objective of the position:

The MHPSS and Social Cohesion Field Manager is responsible for overall coordination of the project activities at field level. The field manager supports and supervises field MHPSS team and coordinates with INTERSOS technical and administrative staff at base and country office levels, including the MHPSS Specialist, Protection Coordinator, Country Programme Coordinator, MEAL Manager and Security Coordinator to ensure that the quality and conflict sensitivity of implementation is in line with the technical standards of the Iraq MHPSS working group as well as with INTERSOS strategies, guidelines and SOPs.

 

Generic Duties:

  • Provide overall technical and managerial oversight to the implementation of the PSS and social cohesion project in Sinjar;
  • Prepare and track implementation plans according to the project strategies; ensure follow-up on conflict-sensitive monitoring system; organize and supervise field team to ensure timely and quality implementation of activities;
  • Liaise with local stakeholders and represent the project in local coordination fora;
  • Ensure documentation of activities and achievements, prepare monthly reports and compile lessons learned for stakeholder and partner workshops;
  • Ensure that all activities are planned and implemented in accordance with protection standards and principles including but not limited to: inclusion, confidentiality, non-discrimination, gender responsiveness, trauma sensitivity and Do No Harm.

 

Specific Duties:

(Can be adapted to the particularities of the job location and the requirement of the specific project, but should be approved by the Protection Coordinator before advertising the vacancy).

  • Develop overall operational plan for the project in accordance with the project logframe and targets;
  • Prepare detailed monthly implementation plans and track activities in coordination with the team and INTERSOS support departments;
  • Facilitate monthly planning and reflection meetings with the team to review and adjust project strategies;
  • Support the preparation of financial and procurement plans; and follow up on proper and efficient use of project resources;
  • Close supervise and advise lawyers, caseworkers, psychologists and PSS workers to prepare and implement legal, GBV case management and PSS activities in accordance with relevant curricula, guidelines and SOPs; facilitating input and technical advice from INTERSOS technical coordinators and specialists;
  • Identify capacity-building needs of teams and liaise with INTERSOS technical coordinators and specialists for training and coaching;
  • Lead community entry and inception activities and advise on approach to mapping, engagement and participation of project participants; ensuring participatory and climate and gender-sensitive approaches throughout and inclusion of the most vulnerable including women and youth;
  • Lead participatory community mappings and need assessments with field team and local stakeholders;
  • Ensure overall project ‘step by step’ approach is followed including co-creation, piloting and experience-sharing on all project activities;
  • Support the adaptation and preparation of relevant training materials for structured and non-structured training and other PSS activities;
  • Close monitoring and follow-up on the implementation of structured and non-structured activities in collaboration with Psychologists and PSS workers;
  • Monitoring and follow-up on the implementation of GBV and legal components of the project in collaboration with the lawyers and GBV caseworkers.
  • Advise on and oversee the planning and implementation of community-led social cohesion activities to ensure they are inclusive and conflict-sensitive and positively contribute to peaceful cohabitation;
  • Lead the organization of experience-sharing among communities in a conflict-sensitive manner and support facilitation of learning workshops;
  • Lead on local conflict analysis and risk mapping; supporting the development and following up on the conflict-sensitive monitoring system for the project, ensuring identification of new risks and adequate mitigation plans;
  • Close coordination with and continuous engagement of community stakeholders as well as local authorities (social leaders, governmental, etc.) to ensure acceptance and buy-in of the project at all levels;
  • Participate in coordination meetings at local, district and governorate level to represent the project and ensure cooperation and alignment with other actors’ interventions;
  • Prepare detailed and timely monthly and other periodic reports for the project to be shared internally and externally; ensuring proper management and systematic archiving of programmatic documentation and MoVs;
  • Document project achievements and lessons learned and contribute to sharing of experiences and best practices internally in INTERSOS and with external partners and actors;
  • Participate in internal and external meetings and trainings as requested;
  • Any other task and activity as assigned by Supervisor.

Qualifications & Preferred Skills

Person Specification:

Education and professional experience:

  • Degree in Psychology; Social Work; or related field

 

Professional Experience:

  • At least 5 years of experience in field management / coordinator position
  • Strong knowledge of and experience with psycho-social and social cohesion community-based programming in the humanitarian context
  • Experience with trauma-informed care and conflict-sensitive approaches for persons affected by conflict and displacement
  • Experience in Gender-based Violence mitigation and response
