JOB SUMMARY:
The MHPSS Program Officer will be responsible for overseeing the development and implementation of mental health and psychosocial support programs. This role involves coordinating with local partners, managing MHPSS field staff, and ensuring that MHPSS services are delivered effectively to those in need. He/she will work closely with the MHPSS Program Coordinator and MHPSS Specialist to provide all the support to the MHPSS field team (Mental Health Case Management Teams). He/she to make sure the quality of services is on track, and that all needs of the teams are addressed. Provide daily supervision.
MAIN TASKS AND RESPONSIBILITIES:
- The Program Officer reports to the MHPSS Program Coordinator. He/she is accountable for the beneficiaries and for IMC on the quality of activities and services delivered under his/her responsibility.
- Work closely with the MHPSS Program Coordinator, to understand program goals, and objectives as well as to be well accustomed to IMC MHPSS strategy.
- Coordinate with relevant actors at governorate, district, and site levels and collect information about the needs and gaps so as to contribute to the development of new programming.
- Assist in the ongoing assessment and analysis to understand the program needs of staff and the multi-sectorial needs of beneficiaries, map points of services, and identify partners.
- Develop and submit detailed and updated program implementation plans including work plans, HR plans, and procurement plans, training plans, with the aim of contributing to the achievement of program goals, objectives, and activities.
- Support in organizing and delivering MHPSS program training to IMC and Partner’s staff to develop and update the training plans to be submitted on a monthly basis.
- Work on updating the IMC MHPSS service location matrix for the operational sites on a monthly basis and attend the coordination meetings at relevant forums and platforms in Erbil.
- Take notes for the meetings attended and share summaries for the outcomes of meetings with the supervisor.
- Support the MHPSS Program Coordinator in monitoring the activities and mentoring of the field staff in relevant aspects of the program such as objectives, activities, targets, indicators, and quality of services delivered, ensuring that program implementation is on track and addresses all program needs and requirements at the field level.
- Attend IMC trainings when such trainings are planned and implemented.
- Prepare, take part, and document Case Management Technical Meeting.
- Attend regular meetings with the MHPSS Program Coordinator planned on a weekly or biweekly basis.
- Visit program sites and locations at least 50% of his/her time to provide support to staff, assess the situation and coordinate with local actors, conduct team meetings to update the field team about the program and policy, and follow up on implementation and quality of the activities.
- Plan and organize needs assessment to strengthen the proposal development with accurate information.
- Thoroughly review all reports and datasheets submitted by the field team members ensuring the accuracy of information and data reported prior to submission to supervisor.
- Contribute to report writing and updating the ITTs on weekly/monthly and quarterly reports and ensure it is shared and accessible accordingly.
- Receive success stories from the field teams, translate them into English, clean, present, and submit with monthly/ quarterly reports.
- Translate program-related materials, including training materials, forms, and tools, among other materials to ensure they are aligned with the local context.
Qualifications & Preferred Skills
MINIMUM QUALIFICATIONS:
- Bachelor’s degree in social work, psychology, education, humanities, or a related field from an accredited academic institute. A master’s degree is a plus.
- Proven experience in MHPSS program management, preferably in humanitarian settings with at least 2 years of working experience in an MHPSS / protection position.
- Strong leadership, coordination, and communication skills.
- Ability to work collaboratively with a diverse team and manage multiple tasks efficiently.
- Strong organizational and supervisory skills.
- Demonstrated ability to work in a team, in a multicultural environment, prioritize tasks, meet deadlines, and ensure high-quality work;
- Strong IT skills and computer literacy with demonstrated experience in the utilization of Microsoft Office – Word, Excel, and PowerPoint in particular.
- Ability to manage a team with diverse backgrounds and professions.
- Strong written and oral communication skills in English, Arabic, and Kurdish.
- Ability to visit field sites on a regular basis and spend at least 50% of the time in the field.
