JOB CONTEXT:
The Palestine mission is part of the Mashriq regional programme, which covers Egypt, Iraq, Jordan, Lebanon and Palestine.
HI in 2023 has been implementing a mix of humanitarian and development projects in the Gaza Strip and the West Bank, including a long-term rehabilitation project in Gaza. HI is also the coordinator of the Rehabilitation Platforms in Gaza and in the West Bank (two coordination bodies among all rehabilitation actors in each area).
The new conflict between Hamas and Israel in October 2023 has created a major humanitarian crisis in the Gaza Strip. Around 70,000 Palestinians have been injured and several thousand among them have suffered from amputations or permanent impairments.
In Gaza, HI has launched some light rehabilitation activities in IDP shelters through trained volunteers and has provided more than 1,000 people with assistive devices. HI is planning to scale up substantially its response in the coming months, hiring more local physiotherapists, providing emergency rehabilitation also in homes, supporting hospitals and launching prosthetics and orthotics services. HI is also the lead of the Rehabilitation Task Force in Gaza.
In the West Bank, HI is supporting two local rehabilitation centres to provide rehabilitation services and will start soon to support a third center. HI is also the lead of the Rehabilitation Task Force in the West Bank.
The total budget for 2024 will likely be between 7 and 12 M EUR. The total number of staff is around 60 + around 50 volunteers, and it is expected to grow up to around 150/200 staff in total (for all sectors).
Current sectors of activity: physical rehabilitation, humanitarian mine action, humanitarian logistics, education in emergencies, emergency preparedness, disability mainstreaming/inclusion in humanitarian action, advocacy
Main challenges: severe lack of security and humanitarian access in Gaza; security risks, access constraints, and potential further escalation in West Bank and East Jerusalem.
YOUR MISSION:
The MHPSS Senior Technical Officer (SrTO) contributes to the implementation of HI mandate and strategy (expressed in StratOp) in the Gaza Strip. The MHPSS SrTO ensures the translation of strategic goals into effective emergency response actions. He/she upholds and facilitates the implementation of the strategic technical framework (StraTech) at the program level, adapting approaches dynamically to meet the acute needs of the context. The MHPSS SrTO contributes to the implementation of projects by providing advice and delivering complex, specific and rare technical expertise and training to HI teams, partners, ministries or clients in the case of technical assistance. He/she ensures high-level standard quality and impact of the project(s) and program(s) concerned on his/her perimeter of intervention.
In addition to advising on project implementation, the MHPSS SrTO engages directly in project activities, providing immediate guidance and training. He/she closely collaborates with the MHPSS specialist in the development of the sector, writing proposals, and general technical advisement, ensuring that the interventions are swift, effective and coordinated. The MHPSS SrTO may report either to one Project Manager or either to the TUM/THoP if he/she supports several project(s) and/or program(s).

Mission 4: Contributing to ensure the external technical influence of HI on his/her perimeter, in close collaboration with the technical program team

Expériences / Formation
- Experience in complex environments as well as in collaboration with national actors at all levels (from services to central level), including in emergency context
- Experience in Project evaluation
- Experience in Public relations / representation / internal-external communication
- Proven experience in Facilitation and/or design of classroom-based or remote training and skills development systems
- Strong experience in Emergency Monitoring & preparedness
- Proven experience in Disability, gender, age-based violence programming
