Presentation:
In the framework of MdM long term medical program on Harm Reduction for Amphetamine Type Stimulant (ATS) drug users in Baghdad Urban area, MdM is looking for a psychiatrist (with strong psychology skills) to act as MHPSS Advisor. The position will be based with the program team in MdM Community center in Baghdad. Supervision of the MHPSS team as well as leading medical psychiatry consultation is requested for this position. The team is composed of psychiatrists and psychologists from our partners that will go through a set of trainings throughout the program. The MHPSS advisor will be in charge of the quality of practice post training and the translation/communication of the content of the training modules. Supervision of the psychiatric treatment delivery will also be required.
Main mission:
– To design, plan, implement, adapt, and monitor programmes’ MHPSS
– To be responsible for the strategy, quality, and relevance of MHPSS activities, practices, and data To directly or indirectly lead/supervise teams (MdM or partners)
– To promote the quality of MHPSS activities, practices, and data
– To monitor the quality of practice of both the psychiatrist and psychologist team
– To lead psychiatric consultations
Activities
- Designing and monitoring activities
- Implementing and monitoring the quality of MHPSS treatment (following protocols, adapting protocols, content of training, organising the healthcare pathway, )
- Creating and disseminating tools, guidelines, and training materials
- Providing technical supervision, capacity building and support for teams (MdM and/or partners)
- Identifying national and regional actors in the theme and leading the relevant network
- Being the technical representative of MdM with authorities, partners, and other NGOs
- Implementing and monitoring data collection, managing and training teams, compiling, and analysing data
- Proposing changes to activities if needed and planning resources (logistics, finance, HR)
- Implementing MHPSS monitoring at national and regional level
- Designing and conducting needs and impact assessments relating to MHPSS
- Evaluating MHPSS partners
- Contributing to writing MHPSS components of draft projects and donor reports
- Writing activity reports, capitalisation reports, summaries,
- Monitoring the budget for these activities and contributing to the construction of the budget
- Leads medical psychiatric consultations for beneficiaries
- Supervise treatment delivery and follow-up
Management
- Managing and leading a team (information, setting objectives, monitoring activities, managing leave, recruitment, discipline, security, training, skills management) of both psychiatrists and psychologist (partners).
- Planning and monitoring activities and implement corrective action where necessary
- Advising, arbitrating, and supporting measures to be taken in the event of difficulties, malfunctions, and incidents
Qualifications & Preferred Skills
Main skills:
- Knowledge of addiction and harm reduction approach
- Master national and international MHPSS standards and issues and MdM frameworks
- Understand a healthcare system (including organisation, curriculum of medical/MHPSS profiles and national healthcare programmes) and summarise the broad outlines
- Plan and quantify MHPSS activities
- Define integrated MHPSS needs and adapt operational activities to field constraints
- Identify, analyse, prioritise, and summarise information relating to the field of
- Draft and format notes, documents and/or reports relating to the specialist area
- Define and analyse mental health indicators
- Draft, adapt and formalise tools relating to the field of activity
- Identify training needs, design and lead MHPSS training sessions
- Create and develop a network of professionals on the theme
- Work in a multi-disciplinary team
- Communicate MdM values and positions
- Discuss and negotiate with healthcare authorities
- Project cycle management, Project planning and evaluation
- Public speaking
- Use the Microsoft Office Pack
- Knowledge of main psychiatric diseases and treatment
Management skills

Experience and trainings required
- Level I Mental health professional: Psychiatrist (addictologist desirable)
- 3 years of experience in the field and in project management
- Masters’ Degree in Public Health is desirable
- Master the language of the coordination (English: fluent and Arabic: native)
- Accredited to practice psychiatry and prescribe treatment in Federal Iraq
- Previous experience with marginalized groups (drug users…)

- This position will be based in Baghdad with rare filed visits. International trainings possible.
- Contract type: full time from Sunday to Thursday

- Salary: monthly gross IQD 3 944 272 (three million nine hundred forty four thousand two hundred seventy-two Iraqi dinars) + Health insurance + food and transport allowance + 13th salary.
