Review the technical inputs generated to prioritize Mexican mitigation projects from the Industrial sector, and analyze other viable actions, technically and economically, mainly those that could be considered for National Circular Economy Strategy, energy efficiency and industry regulatory compliance actions, that will allow Mexico to achieve the objective of reducing GHG emissions by 35% with respect to the 2013 baseline, by the year 2030.
Such elements will contribute to the development of an initial proposal for the mitigation component of the technical proposal for the Implementation Roadmap of Mexico’s NDC (IR NDC).
DELIVERABLES AND PAYMENT SCHEDULE
Activities
The consultancy must carry out at least the following activities:
- Review and complement the initial inputs generated by GGGI regarding the policy framework, programs, mitigation studies and other information related to the Industrial sector published by the Government of Mexico.
- Review the technical documents and mitigation databases and inputs prepared by the National Institute of Ecology and Climate Change (INECC) for the Industrial actions and projects considered for the NDC ambition increase and identify, in coordination with SEMARNAT, potential projects and sub-activities necessary for the implementation of such projects.
- Review of studies and success cases on circular economy and regulatory compliance in Mexico and their potential inclusion for the NDC compliance.
- Analysis of the technical reports “Costs of the Nationally Determined Contributions of Mexico. Unconditional Sectoral Measures” and the “Estimation of costs and benefits associated with the implementation of mitigation actions for the fulfillment of the emission reduction objectives committed in the Paris Agreement” and every other document related with the topic, (i.e. BRT), developed by INECC for the Industrial sector.
- Review and assess information from other efforts focused on providing roadmaps, guidelines, or plans for the implementation of Mexico’s NDC in the industrial sector from Civil Society Organizations (CSOs), or academic institutions.
- Support SEMARNAT to facilitate and participate in meetings with relevant stakeholders (e.g. industrial chambers, INECC, international cooperation agencies, etc.) and generate minutes of meetings.
- Identify and analyze other relevant information related to the activities of the intervention project proposed by SEMARNAT and GGGI Mexico with the potential to contribute to the roadmap mitigation component of the Industrial sector.
- Identify legislative, economic, technological, social, and environmental barriers that might prevent the successful implementation of Mexico’s NDC mitigation goals in the industrial sector, particularly circular economy, energy efficiency and regulatory compliance in the Mexican industry. Provide recommendations on how to reduce negative impacts from legislative, economic, technological, social, and environmental barriers.
- Synthesize reviewed information to propose an initial roadmap for the implementations of Mexico’s NDC for the Industrial sector. The roadmap shall include mitigation potential (annual and accumulated), means of implementation, associated costs of implementation (direct and indirect), involved stakeholders and their roles, technologies to be used, key performance indicators, and timeline.
- Support the organization and conduction of the National Climate Change System’s (SINACC, as per its acronym in Spanish) session having as objective to communicate the technical proposal mitigation activities, tasks, stakeholders and their roles, and timeline to interested audiences and the identification of early priority implementation mitigation measures.
- Improve and adjust the Mitigation technical proposal for the Industrial sector for the NDC Roadmap if necessary.
- Coordinate with GGGI’s Mitigation Senior Associate for the consolidation of inputs, draft, and final version of deliverables.
- Coordinate with SEMARNAT (General Directorate for Climate Action Policies) for the development of the activities listed above.
Expertise Required:
The consultant must meet the following requirements:
- Mexican citizen.
- Professional with a graduate degree in natural sciences (e.g. chemistry, environmental sciences, agro-sciences or equivalent); engineering (e.g., environmental engineering, chemical engineering or equivalent); or economics (e.g. energy, climate change, environmental).
- Professional experience of at least seven (7) years of which three (3) years are in GHG mitigation calculation, CDM methodologies, mitigation actions proposal and assessment, economic assessment of mitigation actions, climate change policy analysis and development.
- Knowledge of climate change mitigation policy in Mexico.
- Experience in statistical data analysis on the sectors covered by Mexico’s NDC.
- Knowledge of the application of IPCC guidelines or equivalent.
- Experiences of prior work with the Government of Mexico or subnational environmental authorities.
- Excellent writing and proposals drafting skills both in English and Spanish.
- Excellent skills in data analysis and critical thinking.
- Strong skills in assertive communication.
- Ability to produce deliverables with minimal supervision.
- Only applications in English will be evaluated.
