In close collaboration with the rest of the national TNA team and the TNA Coordinator and Regional Centre, the contractor will be responsible for, inter-alia: a. Organising consultative stakeholders’ meetings and workshops (inception, TNA validation, BAEF validate and TAP validation). b. Identification and prioritization of technologies for the Papua New Guinea Energy and AFOLU sectors through a participatory process with a broad involvement of relevant stakeholders, c. Leading the process of analysing with the stakeholder groups how the prioritized technologies can be implemented in the country; d. Prepare and finalize the TNA, BA&EF and TAP reports, with project ideas and policy briefs, and with inputs of stakeholders included. e. Provision of any other inputs, as may be required, relevant to related part of the TNA process.

Duties and Responsibilities
Technology Needs Assessment (TNA) is a set of country-driven activities leading to the identification, prioritization and diffusion of environmentally sound technologies for mitigation and adaptation to climate change. The TNA project is implemented by the United Nations Environment Program]me and the UNEP Copenhagen Climate Centre, supported by UNOPS, on behalf of the Global Environment Facility. The current Global TNA project, deriving from window (i) of the Strategic Program on Technology Transfer, is designed to support countries to carry out improved Technology Needs Assessments within the framework of the UNFCCC. The purpose of the TNA project is to assist participant developing country Parties identify and analyze priority technology needs, which can form the basis for a portfolio of environmentally sound technology (EST) projects and programs to facilitate the transfer of, and access to, the ESTs and know-how in the implementation of Article 4.5 of the UNFCCC Convention. Hence TNAs are central to the work of Parties to the Convention on technology transfer and present an opportunity to track an evolving need for new equipment, techniques, practical knowledge and skills, which are necessary to mitigate GHG emissions and/or reduce the vulnerability of sectors and livelihoods to the adverse impacts of climate change. The main objectives of the project are: • To identify and prioritize through country-driven participatory processes, technologies that can contribute to mitigation and adaptation goals of the participant countries, while meeting their national sustainable development goals and priorities; • To identify barriers hindering the acquisition, deployment, and diffusion of the prioritized technologies; • To develop Technology Action Plans specifying activities and enabling frameworks to overcome the barriers and facilitate the transfer, adoption and diffusion of selected technologies in the participant countries and policy briefs summarizing the policy relevant actions within the Technology Action Plans in a short and user-friendly way; • To develop concept notes for attracting funding to implement selected technologies in priority areas of national relevance. To support and facilitate the TNA process, national contractor is being recruited for the execution of activities in relation to climate change mitigation in the Papua New Guinea Energy and AFOLU sectors under the direct supervision of the TNA Coordinator. The contractor shall provide technical services for the assessment of technology needs for climate change mitigation activities in Papua New Guinea and shall provide the following outputs: • A portfolio of technologies for the sector • A Technology Needs Assessment (TNA) report describing the prioritized technologies for mitigation in the Papua New Guinea Energy and AFOLU sectors including the process followed and the rationale for the latter. UNEP Copenhagen Climate Centre will provide a template for the TNA report. • A Barrier Analysis and Enabling Framework (BA&EF) report on existing barriers for the prioritized mitigation technologies and enabling framework to facilitate the deployment and diffusion of technology priorities. UNEP Copenhagen Climate Centre will provide a template for the BA&EF report. • A Technology Action Plan (TAP) report for mitigation, including a small number (2-4) of project ideas for the implementation of the TAP, and one policy brief per technology taken to the TAP in the format agreed for the project with UNEP Copenhagen Climate Centre. UNEP Copenhagen Climate Centre will provide a template for the TAP report and policy briefs. Field trips and trips to attend training and capacity-building workshops will occur.
Qualifications/special skills
• A minimum of postgraduate degree in science, engineering, economics or social science is required. • At least 5 years of work experience in the Energy and AFOLU sectors or related fields. • Experience in an international agency or organization is desirable. Key Competencies: The contractor should have applied knowledge in Papua New Guinea Energy and AFOLU related technologies in the context of the country. The contractor should have extensive knowledge of – and experience with – climate change mitigation strategies, technologies, and policies at the national level. More specifically the contractor should be familiar with national development objectives and Papua New Guinea Energy and AFOLU sectors policies, have overall insights in climate change science, and potential climate change impacts, as well as mitigation needs for the country in the prioritized sectors. Moreover, the contractor should have good coordination and facilitation skills, possess proven analytical capabilities, as well as excellent writing skills.
