UNOPS South East Asia Multi-Country Office (EAPMCO)

The South East Asia and Pacific Multi Country Office (EAPMCO) supports, develops and oversees the UNOPS portfolio of projects in South East Asia and the Pacific. EAPMCO was established in January 2023 following the merger of the Thailand Multi-Country Office, which covered 20 countries across North East Asia, South East Asia and the Pacific, and the Cambodia Multi-Country Office, which covered 4 countries South East Asia – 3 countries in the Mekong Sub-region (Cambodia, Lao PDR and Vietnam) and the Philippines. EAPMCO currently covers 24 countries across North East Asia, South East Asia and the Pacific. With its head office in Bangkok, the Multi-Country Office comprises nine EAPMCOs: EAPMCO Thailand, EAPMCO Indonesia, EAPMCO Pacific Operations Cluster, EAPMCO Papua New Guinea, EAPMCO China, EAPMCO Vietnam, EAPMCO Lao PDR, EAPMCO Philippines and EAPMCO Cambodia.

In 2022, the UNOPS EAPMCO implemented projects worth more than USD 95.7 million, in the areas of Energy Transition, Digital Transformations, Sustainable Environmental Management, Climate Change, Waste Management, Rule of Law and Access to Justice, Water, Sanitation and Hygiene (WASH), Post Conflict Reintegration, Emergency Relief, Post COVID19 Economic Transformations, and Health, through HR, procurement, construction, contract management, fund and program management services.

The Multi Country Office head office in Bangkok provides strategic direction, operational support, delivery oversight and assurance of the excellence of business processes and quality standards across all of the entire Multi Country Office locations. It is also responsible for developing, delivering and managing the portfolio of engagements in the country of the MCO location itself.

Background on EAPMCO Papua New Guinea

The EAPMCO Papua New Guinea was formed in early 2020 to support the implementation of design and construction of infrastructure, sustainable procurement, capacity development to support technical and governance excellence, programme management, and to facilitate access to funding sources in Papua New Guinea.

As an established office since 2022, EAPMCO PNG is demonstrating significant growth and portfolio diversification potential in a short period of time. Working with an increasing number of development partners, in 2023 EAPMCO PNG is quickly being recognised as a responsive and quality partner in climate change resilient infrastructure, sustainable procurement and governance support to the Government of PNG in its service delivery obligations to the people. There are a number of projects currently in the pipeline which will expand the portfolio of existing projects for the office.

EAPMCO Papua New Guinea Project Information

Ongoing Projects

WASH Infrastructure Projects: These projects include initiatives to support the Papua New Guinea National Water, Sanitation and Hygiene Policy (WaSH) 2015 – 2030. The projects will contribute towards increased access to and utilization of safe, adequate and sustainable water supply, sanitation and improved hygiene practices in communities and in locations with high population concentrations (hospitals, schools, and major market places). This category also has projects that deal with solid waste management. UNOPS is responsible for the technical elements of the project including implementation of the infrastructure component.

Renewable energy climate change resilient infrastructure and community development infrastructure projects: This category of projects helps the Government of Papua New Guinea to develop practical and sustainable solutions to the provision of energy access and climate resilient infrastructure in the country. In addition the projects in this category supports communities towards building a liveable future.

Pipeline Projects

UNOPS PNG office has a number of projects in the pipeline expected to be finalised throughout 2024. These are in the areas of health infrastructure and sustainable procurement, e-waste, climate change resilient infrastructure and community development infrastructure projects.

The purpose of the Monitoring and Evaluation Advisor is:

  1. To establish a robust Monitoring and Evaluation framework for the successful delivery of projects and programmes of the UNOPS PNG office in alignment with expectations of partners.
  2. To design the mechanisms of M&E, track and evaluate projects and programmes to determine whether they are achieving their intended outcomes and impact;
  3. To put in place data collection mechanisms to inform the relevance of programme/ project design and contribute to sustainable development outcomes.
  4. To support learning and the application, management and utilisation of data to continuously improve the relevance, effectiveness, efficiency, impact and sustainability of the projects/programmes;
  5. To contribute to accountability and transparency of programme/ project implementation and facilitate targeted, evidence based and sustainable reporting mechanisms to ensure governance bodies and development partners are kept informed.

Functional Responsibilities

Under the guidance and supervision of the Country Manager and in close collaboration with the donors/host government partners, the Monitoring and Evaluation Advisor will perform the following functions:

Monitoring and Evaluation

  • Design, develop and roll out a M&E strategy for the projects in close consultation with the implementing partners, and in accordance with donors and UNOPS guidelines;
  • Formulate a results and logical framework for the Programme in consultation with donors and relevant partners
  • Develop and maintain a system that collates information on all projects to create the relevant M&E frameworks for the different projects and programmes in PNG.
  • Analysing and drawing conclusions from qualitative and/or quantitative data to inform the M&E Strategy and frameworks for all programmes and projects.
  • Provide oversight on M&E and performance issues to implementing partners collaborating with UNOPS
  • Lead site visits for Monitoring and Evaluation in accordance with the M&E plan
  • Manage the relations to ensure that implementing partners fulfil their M&E obligations, including enabling the participation of beneficiaries, and that recording and reporting systems are harmonised both among implementing partners and with national systems where possible;

Reporting:

  • Agree the reporting cycle and reporting requirements with donors and each implementing partner;
  • Responsible for standard monitoring, evaluation and reporting formats for projects based on the logical framework and reporting requirements;
  • Contribute and advise the preparation of quarterly, semi-annual and annual progress reports to the donors and other partners.
  • Contribute and provide advice on the Mid Term Review, End Project Reviews and Annual Reviews and related reporting requirements; and

Communication:

  • Contribute to an inclusive culture within the UNOPS team to enable all identified stakeholders to share an understanding of the M&E framework and mechanisms that enable a valid and relevant M&E approach to achieving programme/project outcomes and impact.
  • Collaborate with the UNOPS Comms team in the elaboration of the UNOPS PNG Communication and Visibility strategy and implementation plan that is in line with donors and UNOPS guidelines;
  • Responsible for all communication material, press and digital, making sure these include verified data prior to publication.
  • Ensure key messaging of UNOPS PNG activities appeal to the diversity of audiences involved in UNOPS PNG portfolio of work and the platforms by which these messages are delivered are contemporary, innovative, creative, reliable and relevant.

Knowledge Management:

  • Provide technical guidance and ensure all stakeholders feel ownership of the context for the implementation of the M&E plan, through collaboration, training and other on-site support;
  • Develop processes for knowledge management within the projects including recording of lessons learnt and standard methodologies;
  • Establish mechanisms to use project knowledge and experience, including feeding into:

a) donors and partner government programme/project cycles;
b) programming by other donors in the sector, and
c) policy dialogue with government

  • Based on the monitoring and evaluation data, support the project in developing performance improvement plans; and
  • Build capacities of implementing partners in M&E through workshops based as needed.
  • Perform other duties as may be assigned by the Project Manager/Country Manager to support the implementation and oversight of the projects and strategic development of UNOPS value contribution..

Networking/maintaining relationship:

  • Take part in meetings and/or workshops with government, communities and private sector partners to ensure improved coordination in monitoring and evaluation of the programme/project.
  • implement proactive and responsive Knowledge management strategies to ensure project impact for the benefit of the people of PNG
  • Lead the documentation and effective dissemination of challenges, lessons learnt and recommendations for future learning and development of UNOPS MCO/CO and development partners.

Education/Experience/Language requirements

Education

  • Advanced university degree (Master’s degree or equivalent) preferably in International Development, Social Science, or other related field is required.
  • A first-level university degree (Bachelor’s degree or equivalent) in combination with an additional two (2) years of qualifying experience may be accepted in lieu of an advanced university degree.

Experience

  • Seven (7) years of relevant experience with a Master’s degree (or 9 years’ of relevant experience with a Bachelor’s degree) in the design, development and/or implementation of monitoring and evaluation systems, preferably relevant to programmes/projects in humanitarian or development contexts is required.
  • Experience in climate change, health, critical infrastructure programmes is a distinct advantage.
  • Successful development and implementation of an M&E system at programme/project level are required.
  • Experience of implementing donor funded programmes/projects in collaboration with Government ministries and development partners is required.
  • Experience in knowledge management related to programmes/projects is required.
  • Experience working in the Pacific Region is an advantage.

Language

  • Fluency and proficiency in English is required.
  • Proficiency in another UN language is desirable.
