We are seeking a Monitoring, Evaluation, and Learning (MEL) Advisor in Education and Adolescent Empowerment (EAE) Unit to lead quantitative and qualitative data analysis for large-scale, donor-funded projects. Your technical expertise will drive the design and implementation of rigorous MEL systems, contributing to the generation of impactful knowledge documents and providing essential technical assistance to country office teams.

RESPONSIBILITIES:

Technical Assistance on MEL and Research Design/Implementation

  • Conduct independent, mixed-methods analysis of quantitative and qualitative data from large-scale projects, applying a complexity-aware approach.
  • Provide expert guidance on designing and implementing sophisticated MEL systems and research projects.
  • Build capacity of country office staff and partners in MEL practices.

Knowledge Management and Capacity Building

  • Support project teams in identifying, documenting, and disseminating impact results and lessons learned through various knowledge products such as impact briefs, case studies, academic articles, and conference presentations.
  • Enhance knowledge management and build capacity through targeted training and development initiatives.

Resource Mobilization

  • Contribute to the preparation of proposals for new projects, highlighting impact results and best practices.
  • Develop capacity statements, donor-focused products, and presentations to support CARE’s resource mobilization efforts.

Team Membership and Strategic Contributions

  • Participate in unit and cluster-level planning and consultative meetings.
  • Contribute to the development of sector strategy, team-wide learning, and ongoing dialogues on technical themes and organizational evolution.
  • Perform other duties as assigned to support the EAE Unit’s objectives.

QUALIFICATIONS:

  • Master’s Degree in Social Sciences, Education, Public Health, Sociology, or a related field (PhD preferred).
  • Advanced training or demonstrated experience in quantitative data analysis and mixed-methods approaches, particularly in education programming.
  • 3-5 years of professional experience in research and advanced quantitative data analysis, focusing on education/adolescent programming or related areas.
  • Proficiency with statistical analysis packages such as SPSS, STATA, SAS, or R.
  • Excellent English writing skills (writing samples required).
  • Experience with large-scale, rigorously evaluated education programs funded by USAID, FCDO, or Global Partnership for Education.
  • Familiarity with electronic data collection tools like ONA, Kobo, or ODK.
  • Understanding of gender-transformative approaches to development.
  • Skills in designing assessment and participatory tools for children/adolescents.
  • Demonstrated ability to collaborate with diverse teams and effectively communicate complex topics.
