UNDP is a key partner to the Global Fund (GF) to fight AIDS, Tuberculosis and Malaria and when necessary, serves as Principal Recipient in various countries. At the request of the Country Coordinating Mechanism (CCM) of Angola, it was proposed to the Global Fund that UNDP assume the role of Principal Recipient to the new HIV, TB and Malaria grant (NFM3), under the subnational approach. In its role as Principal Recipient (PR), UNDP is responsible for the successful implementation of the GF project, including financial and programmatic management as well as the procurement of pharmaceuticals, health and non-health products. The GF grant contributes to HIV/AIDS, TB and Malaria control in the Republic of Angola, through support to the Ministry of Health and Provincial health Authorities. The overall goal of the grant is to prevent deaths caused by HIV, TB and Malaria and to reduce the burden of these diseases.
For the implementation of the Global Fund programme, UNDP Angola has established a Project Management Unit (PMU) that coordinates the implementation of the grant and provide general guidance of Global Fund rules and procedures to all Sub Recipients participating in the implementation of the project.
As Principal Recipient, the monitoring and evaluation objectives of UNDP- Angola Office is to monitor and evaluate outcomes and impacts of the GF grant; strengthen systems that inform decision making and enhance programme learning and improvements; promote accountability for resource use; and provide timely feedback on reports, document lessons learned and best practices and dissemination.
For the effective implementation of the grant activities, and to ensure timely and quality reporting, UNDP is seeking the services of a Monitoring and Evaluation (M&E) Analyst to support the M&E activities being undertaken by the PMU, with a special focus on the improvement of data quality of programmatic data.
The M&E Analyst (data quality) will provide support to relevant national entities within the MOH and Provincial Health Authorities to strengthen the M&E system and tools that would generate quality data to track the progress and impact of disease control efforts. S/he will support the development of national M&E manuals with detailed guidance for various M&E – related procedures including SOP and job aids and strengthen analytical capacity and the use of data to improve program quality and efficiency.
The roving M&E Analyst (data quality) will report to the M&E Specialist and will work directly with the provincial health authorities of Benguela, Cuanza Sul and Bié, municipal health authorities and respective health facilities, as well as other implementing partners to ensure timely and quality data on GF funded activities.
1. Provide operational and strategic support on grant monitoring and evaluation (M&E) processes, focusing on the following results:
- Provide technical support to the Sub-Recipient (SR) and other implementing partners to strengthen their monitoring and evaluation systems;
- In collaboration with M&E teams of SR and other implementing partners, provide support to strengthen, harmonize and standardize the existing data collection, analysis and reporting system, in line with the national Plan and Programme indicators;
- Provide inputs in the M&E component of SR Management Letters with particular focus on data quality issues affecting reporting;
- Provide guidance to M&E Associates at provincial level to ensure a regular follow-up with Sub-Recipients on the implementation of management actions to address data quality issues;
- Support in the development and trainings/capacity building in M&E for personnel of implementing partners with focus on institutionalizing routine data quality verification processes. This will include the development of training manuals and materials, as well as facilitation of the training workshops;
- Assist in the identification of potential implementation problems, bottlenecks related to data quality issues, provide appropriate solutions and alert the Senior M&E Specialist.
2. Drive the improvement of data quality, data analysis and use with a view to capacity development, knowledge building and sharing with the Ministry of Health, Provincial and Municipal health authorities, focusing on the following results:
- Develop monthly data quality improvement plans;
- Develop an acceleration plan and monitor the implementation of the recommendations from the targeted data quality review and other health information system assessments through the implementation of the Data Quality Improvement Plan;
- Under the guidance of the Senior M&E Specialist, work with the M&E staff of MoH and other implementing partners to collate and analyze all monthly data for reporting;
- In consultation with the Senior M&E specialist, develop data quality assurance processes to ensure a regular review process with field sites to evaluate the utilization and impact of ongoing monitoring tools in order to measure improvements in programme quality;
- Monitor the availability and use of data collection tools at the health facility level;
- Support the planning and realization of data validation, using the updated tools;
- Validate the quality of collected data;
- Contribute to the strengthening of the quarterly review meetings to ensure adequate quality assurance and capacity building;
- Identify and train data champions and management at various levels on data review, analysis, interpretation, and use;
- Promote use of data by program implementers for program improvement, effective planning, allocation and utilization of resources;
- Carry out systematic on-site data verification (OSDV) and spot check missions to health facilities;
- Determine root cause for data quality errors and make recommendations for immediate, med-term and long-term solutions;
- Provide support to SRs to cleanse and correct data errors and inconsistencies (especially at site and community levels);
- Create and maintain data dictionaries and metadata for efficient data management. Maintain documentation of data, processes and procedures;
- Participate in regular supervision, training, and staff meetings. Provide data quality training and presentations;
- Support the revision of the Recording and Reporting (R&R) tools used at the health facilities to address data quality gaps for core Malaria, TB and HIV indicators, and subsequently support the revision of the monthly reporting form;
- The roving M&E Analyst (data quality) is expected to carry out any other tasks as may be assigned by the Senior Monitoring and Evaluation Specialist to support the overall Management, Supervision, Monitoring and Evaluation of the implementation of the Program.
Institutional Arrangement
The M&E Analyst (data quality) will work under the guidance and supervision of the senior M&E Specialist. S/he will be based in Luanda or any of the three target provinces (Benguela, Bié and Cuanza Sul) and is expected to spend at least 70% of the time travelling and working in the provinces.

- Advanced university degree (master’s degree or equivalent) in Development/Development Studies, Economics, Statistics, Public Health/Health Sciences/Social Sciences/Statistics, or related field is required; or
- A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
- Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience in health, M&E, programme and/or team management working with quality assurance instruments, results-based management models, and multiple stakeholders or relevant related field is required;
- Proven technical knowledge of the results-based management cycle and monitoring and evaluation is required;
- Experience in M&E methodology and strong background in health programming, having worked with projects wherein systematic input, output and process data were collected and used to guide programming;
- Experience working on data quality and/or data analysis within a complex delivery system in the health sector;
- Knowledge of Microsoft tools;
- Experience in building M&E capacity of national stakeholders in health and development programmes;
- Experience/good understanding of health management information systems e.g. DHIS2 for HIV, TB and malaria;
- Postgraduate degree in monitoring and evaluation, statistics, data science, epidemiology or any related field;
- Previous UNDP/GF/UN work experience highly desirable;
- Experience with the World Health Organization Data Quality Review methodology and tools is an asset;
- Work experience in at least two out of the three diseases (HIV, TB and malaria) is highly desirable.
Required Language(s):
- Fluency in English and Portuguese (written and spoken) is required.
