The United Nations Peacebuilding Fund was established by the UN Secretary General in October 2006, following a request from the General Assembly and the Security Council. With the primary goal of preventing relapse into violent conflict, the PBF provides fast, flexible, and relevant funding to UN entities, governments, regional organizations, multilateral banks, national multi-donor trust funds and civil society organizations. To date, PBF has allocated $1.67 billion to 65 recipient countries.

Following a request by the authorities of Bosnia and Herzegovina, in November 2022 the United Nations Secretary-General granted the country eligibility to access funding to support the social cohesion priorities of the UN Sustainable Development Cooperation Framework Agreement and the EU 14 priorities (notably Priority 5). The areas of focus of these funds are:

  1. Improving trust within and between communities to advance the wellbeing and prosperity of all people and contribute to long-term stability.
  2. Strengthening inter-community and inter-entity engagement for more responsive, inclusive, gender-sensitive and transparent delivery of services, notably in the areas of education, culture, and environment with the aim to bridge divisions.
  3. Dealing with the past through truth-seeking, justice, reparation and guarantees of non-recurrence with a focus on the dignity and rights of survivors of wartime violations.

To ensure high level oversight and accountability, the Government and the UN have established a joint steering committee, co-Chaired by the Minister of Foreign Affairs and the UN Resident Coordinator. To support this steering committee and the broader peacebuilding team in the RCO, the United Nations Resident Coordinator’s Office is establishing a PBF Secretariat. The PBF Secretariat will include 4 staff members: a PBF Manager, a Monitoring and Evaluation Analyst, a Communication Analyst, and an Administrative and Finance Associate.

Position Purpose:

Under the overall supervision of the Resident Coordinator (RC), reporting directly to the PBF Manager of the PBF Secretariat, the Monitoring & Evaluation (M&E) Analyst will oversee the development and implementation of a monitoring, evaluation and reporting framework funded by the PBF in BiH. He/she will contribute to strengthening of the PBF Secretariat and Joint Steering Committee capacities.

The M&E Analyst will oversee the development of a joint integrated M&E system for the PBF projects to promote synergies among them. He/she will ensure formulation of common results and indicators at the macro level to help measure achievements based on priorities defined in the eligibility application.

He/she will be responsible for the collection and analysis of PBF interventions-related data and will define the appropriate baseline for each project results. In collaboration with project teams, he/she will ensure results of different projects are documented, monitored, evaluated, analyzed, and built upon. He/she will contribute to specific activities (perception surveys, etc.), maintain mapping of activities updated, develop, and implement reporting strategy in close collaboration with the PBF Secretariat’s Coordinator.

He/she will also be focal point for the Joint Steering Committee annual report. He/she will work closely with respective PBF project managers, recipient agencies and their implementing partners.

More specifically, responsibilities will include:

  1. Projects performance monitoring
  2. Provide technical assistance to implementing partners.
  3. Knowledge development and dissemination.
Duties and Responsibilities
PBF projects performance monitoring:
  • Formulate a joint monitoring and evaluation framework for PBF projects’ implementation based on PBSO performance management plan, in consultation with governmental partners, main stakeholders and UN agencies.
  • Contribute to monitor projects’ execution and evaluate their impact on peacebuilding, including by organizing field visits and joint M&E missions on project sites.
  • Develop mechanisms to collect, analyze and communicate project data.
  • Contribute to strengthen M&E capacities through provision of technical support to development of monitoring and reporting systems.
  • Organize and participate to evaluation exercises and ensure that recommendations are followed and implemented.
  • Ensure data collection to measure projects indicators.
  • Collaborate with implementing partners on quality participatory monitoring based on sound planning.
  • Facilitate joint M&E activities with national partners involved in PBF activities, as needed.
  • Follow workplan in real time and help identify challenges to projects implementation, bring attention to problems and contribute to solving them in a timely manner.
  • Work with relevant implementing entities to conduct joint annual review of workplans, including quality reports and oversight.
  • Prepare reports on implementation progress or performance indicators, as needed.
  • Prepare briefings to communicate project results to JSC, donors, Government, etc.

Provide technical assistance to PBF implementing partners:

  • Support PBF implementing partners with planning and M&E activities.
  • Support project teams to develop M&E and quality control plans.
  • Provide technical expertise in M&E, including to select indicators, define and set objectives and verification processes, etc.
  • Contribute to project data collection, compilation and analysis, focusing on best practices.
  • Coordinate preparation of periodical project reviews and monitor progress.
  • Contribute to preparation of semi-annual and annual reports.

Knowledge development and dissemination:

  • Create database of interventions and stakeholders involved in peacebuilding to promote synergies.
  • Support stakeholders in strengthening results-focused M&E capacities.
  • Collect, document and disseminate best practices and lessons learned to improve projects’ performance.
  • Support the Joint Steering Committee to develop monitoring and reporting tools promoting results visibility.

Required Skills and Experience
Education:
  • Advanced university degree (master’s degree or equivalent) in Development/Development Studies, Economics, Statistics, Business Administration/Management, Public Administration, Social Policy/Sciences, International Relations, or related field is required; or
  • A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience:
  • Proven technical knowledge of the results-based management cycle and monitoring and evaluation is required.
  • Proven experience in designing monitoring and evaluation systems and designing development projects or integrated portfolios is required.
  • Experience in designing, implementing and/or managing assessments and/or data collection exercises/processes is required.
  • Proven ability to work with quantitative and qualitative data, and appropriately use qualitative data /information collection tools in innovative ways is highly desirable.
  • Advanced knowledge of data management tools and database packages is highly desirable.
  • Experience conducting applied research projects and reporting on findings is desired.
  • Excellent interpersonal skills; culturally, conflict, gender and socially sensitive.
  • Ability to work inclusively and collaboratively with a range of partners.
  • Knowledge of peacebuilding programming is an asset.

Language:

  • Fluency in English (written and spoken) and Bosnian or Croatian or Serbian is required
